Brief description of the company

"Tatneft" is a vertically integrated oil company producing and processing hydrocarbons primarily in the Republic of Tatarstan.

Tatneft's resource base is one of the worst in the industry. Most of Tatarstan's fields are in the stage of declining production. The company's largest field, Romashkinskoye, is 80% depleted. The cost of oil produced from such fields is very high. Record oil prices established on the world market partially offset this factor. However, if prices fall, Tatneft's profits will decline at a faster rate than those of other companies. It is impossible to exclude even the possibility that the revenue received from oil exports will not cover the costs of its production. This has already happened - in 1998, the price of Urals oil dropped below $10 per barrel and the company actually became insolvent. She managed to negotiate with creditors to defer payments, and the sharp rise in oil prices that began in 1999 allowed her to quickly improve her financial situation.

Oil located on the territory of Tatarstan is characterized by high density and high sulfur content. Such raw materials produce less expensive light petroleum products (gasoline, diesel fuel, aviation fuel) and more fuel oil and bitumen, the price of which is low. Sulfur is harmful to the environment, so the standards for its content in fuel are being reduced every year. The use of sulfurous oil at refineries entails additional costs for refining petroleum products, which also reduces the cost of raw materials produced in Tatarstan.

Unlike other Russian oil companies, during the creation of Tatneft, not a single large oil refinery was included in its structure. Due to the lack of its own processing capacity, the company is forced to either sell part of the extracted raw materials on the domestic market or process it under processing conditions. Tatneft has repeatedly tried to solve this problem.

In 1994, Tatneft created a joint venture with the Kremenchug Oil Refinery located in Ukraine, which was named Ukrtatnafta. The plant has the necessary equipment for processing high-sulfur oil. Tatneft effectively used the plant until 1997. In mid-2007, at the initiative of the Ukrainian government, part of the shares of Ukrtatnafta were transferred to the ownership of the state-owned company Naftogaz of Ukraine. The block of shares controlled by Tatneft was reduced and the new owner changed the management of the Kremenchug Oil Refinery. The company considers the transfer of a stake in Ukrtatnafta to Naftogaz of Ukraine illegal and continues to defend its position in the courts.
In 2003-2004, Tatneft, together with the Turkish concern Zorlu Holding, participated in a competition for the purchase of the Turkish oil refining company Tupras. The consortium was recognized as the winner of the competition, but the deal did not take place - under pressure from Turkish trade unions, the Turkish government canceled the deal.

Tatneft is also experiencing failures in creating refining capacities in Russia. In 1997, Tatneft began a large-scale project to build a modern oil refinery in Nizhnekamsk. The project was implemented jointly with the company TAIF (Tatar-American Investments and Finance). At the end of 2002, the first stage of the enterprise was put into operation. By this time, TAIF had its own plans to use the Nizhnekamsk Oil Refinery. During the conflict, Tatneft was defeated and lost its rights to this enterprise.
In 2005, Tatneft decided to build a new enterprise in Nizhnekamsk, designed to process 7 million tons of oil per year. The previous project has been supplemented with a petrochemical complex, which will allow, in addition to fuel, the production of highly processed products with a high share of added value. To speed up the work, Tatneft turned to the Russian government with a request to allocate additional resources from the Investment Fund of the Russian Federation.
Tatneft also owns a small stake in the Moscow Refinery, which allows it to gain access to the capital's oil products market.

31% of Tatneft shares are owned by the Republic of Tatarstan. This provides the company with support from regional authorities.

At the end of 2007, Tatneft's share accounted for 5.2% of all-Russian oil production and 0.1% of gas production.

Company creation
The Tatneft production association was created in 1950 on the basis of a resolution of the USSR Council of Ministers. In January 1994, PA "Tatneft" was transformed into an open joint-stock company. During the privatization, 40% of the shares of OAO Tatneft were assigned to the Republic of Tatarstan, 41.34% were transferred to the workforce and management of the company, the rest was sold to investment funds and related enterprises.
A special feature of the privatization of Tatneft was the introduction of a “golden share” owned by the government of Tatarstan.

Ukrtatnafta
In 1994, in accordance with the decrees of the presidents of Ukraine and the Republic of Tatarstan, the Transnational Financial and Industrial Oil Company Ukrtatnafta CJSC was established on the basis of the Kremenchug Oil Refinery. The State Property Fund of Ukraine received 43.05% of the shares of this enterprise, the State Property Committee of the Republic of Tatarstan - 28.78%, OJSC Tatneft - 8.61%, JSCB MT-Bank - 1.15%. Also, small blocks of shares of Ukrtatnafta were acquired by JSC Tatnef-Techiminvest-Holding, JSC Suvar Petroleum and Devon-Credit Bank.
Unlike other Russian oil companies, during the creation of Tatneft, not a single large oil refinery was included in its structure. Due to the lack of its own processing capacity, Tatneft is forced to either sell part of the extracted raw materials on the domestic market, or process it on processing terms. Oil produced in Tatarstan is characterized by high density and high sulfur content, which makes it difficult to sell on the market, and some refineries do not have the technical ability to process such raw materials. The Kremenchug oil refinery, located in Ukraine, with a capacity of 18 million tons per year, was built specifically for the processing of heavy oil. After the collapse of the USSR, the plant faced a shortage of raw materials. The creation of Ukrtatnafta made it possible to solve the problems of both sides: Tatneft received a powerful refinery at its disposal, and the plant received guarantees for capacity utilization.

Exchange trading in Tatneft shares
In December 1996, Tatneft shares were listed on the London Stock Exchange. Tatneft became one of the first Russian companies to organize trading of its securities on foreign exchanges. This allowed Tatneft to attract a significant amount of funds aimed at developing the company.
On January 26, 1998, ordinary shares of Tatneft were included in the first-level quotation list of the Russian trading system, and on February 9, 1998, preferred shares were also included in the list of securities admitted to trading on the RTS.
In March 1998, Tatneft shares in the form of second-level ADRs began trading on the New York Stock Exchange.
On August 23, 1999, trading in ordinary and preferred shares of OAO Tatneft began on the Moscow Interbank Currency Exchange.

Construction of the Nizhnekamsk Refinery, part 1
In 1997, a decision was made to build an oil refinery on the territory of Tatarstan. To implement the project, OJSC Nizhnekamsk Refinery was established, the participation shares in which were distributed as follows: Tatneft - 63%, Nizhnekamskneftekhim - 25%, TAIF - 7.5%, Tatneftekhiminvest-holding - 2, 5%, Neftek-Techno - 2%. The basis for the creation of the refinery was the ELOU-AVT installation, owned by TAIF.
At the end of 2002, the basic complex of the Nizhnekamsk Refinery was put into operation, including installations for primary oil refining, hydrotreating of middle distillates, viscosity breaking and production of road bitumen. All equipment was the property of the founders of Nizhnekamsk Oil Refinery OJSC and was leased to the enterprise for a long-term lease.
In 2003, TAIF terminated the agreement with the Nizhnekamsk Refinery on the indefinite lease of the ELOU-AVT. Other project participants challenged TAIF's decision in the courts, but were unsuccessful. On August 31, 2005, Tatneft sold all the property of the Nizhnekamsk oil refinery to the TAIF group of companies. The property of the base complex of the Nizhnekamsk Refinery was valued at the actual costs incurred. The transaction cost is 9 billion rubles. Nizhnekamskneftekhim also sold its share of the Nizhnekamsk Oil Refinery to TAIF.
In 2005, Tatneft began implementing a project to build a new oil refinery in Nizhnekamsk.

Ideloil
In 1997, Tatneft became one of the founders of the Russian-British joint venture Ideloil. The authorized capital of the joint venture was distributed as follows: Tatneft - 10%, Tatnefte-prom - 40%, Aminex Pic - 35%, Zarubezhneft - 5%. JV "Ideloil" received licenses to develop several fields in Tatarstan.

Consequences of the 1998 financial crisis
The sharp drop in the exchange rate of the ruble against world currencies, which occurred in August 1998, put Tatneft in a difficult situation. In the 90s, the company actively attracted borrowed funds. In 1997 alone, Tatneft placed Eurobonds in the amount of $300 million and borrowed approximately the same amount from Western banks. The bulk of the loans were taken out for a short period, and the funds received were invested in capital projects with a long payback period. In addition, the price of oil on the world market has fallen sharply. All this led to the fact that in the fall of 1998 Tatneft suspended servicing loans, effectively declaring a default. Creditors agreed to restructure the company's liabilities by postponing payments to a later period.

Almetyevsk Pipe Plant
In 1999, the government of Tatarstan transferred 28.44% of the shares of Almetyevsk Pipe Plant OJSC to Tatneft as payment of the republic’s debts to the oil company. The plant specializes in producing a wide range of steel and polyethylene pipes of various diameters. The main consumers of the plant's products are enterprises of the oil and gas production complex. In 2002, a stake in the Almetyevsk Pipe Plant was sold as part of the sale of non-core assets.

"Kalmtatneft"
At the beginning of 2000, Tatneft and Kalmneft established Kalmtatneft CJSC on parity terms. The company won licenses to develop the Kumo-Manychsky, Tsekertinsky and Iki-Bagutovsky areas in Kalmykia for 25 years. The predicted resources of these areas at that time were estimated at 431.7 million tons of oil, the recoverable resources at 158.4 million tons. In terms of chemical composition, the oil located in the licensed areas is classified as light.
In 2003, Tatneft acquired a 50% stake in Kalmtatneft from the Kalmneft company, increasing its share in the authorized capital to 100%.

Efremov synthetic rubber plant
In 2001, Tatneft gained control of OJSC Efremov Synthetic Rubber Plant. The company managed to collect 75.57% of the shares of this enterprise.

Purchase of Sibir Energy shares
In June 2002, Tatneft and the trading company Korus bought a 33.33% stake in Sibir Energy for $240 million. With the acquisition of shares in Sibir Energy, Tatneft and Korus gained the opportunity to influence the activities of the Moscow Oil and Gas Company, 50% shares of which Sibir Energy owns. At the initiative of the new shareholders, a decision was made to grant Tatneft the status of operator for oil supplies to the Moscow Refinery.

Synthetic oil plant
In the summer of 2003, construction of the first stage of the synthetic oil plant in Nizhnekamsk was completed. The plant is designed to produce synthetic and semi-synthetic oils.
LLC "Tatneft-Nizhnekamskneftekhimoil" was established in April 2000. Tatneft owns 74% of the company's shares, the remaining shares are owned by Nizhnekamskneftekhim.

Oil production in Syria
In November 2003, Tatneft won a tender for the exploration and development of block No. 27, located in southeast Syria on the border with Iraq. The area of ​​the block is about 2 thousand square meters. km. Forecast recoverable resources in category C1 are estimated at 6 million tons of oil. The production sharing agreement for Syrian block No. 27 was signed in March 2005. To implement the project, Tatneft and the Syrian Oil Company created a joint venture with equal shares of participation.
The company also reinterpreted seismic survey materials from previous years and performed seismic surveys using 2D and 3D methods. In March 2008, drilling of the first exploration well on the block began.

Tatneft-Samara
In December 2003, NK Tatneft received a license to develop the Samara part of the Nurlatskoye field. To carry out work in the Samara region, CJSC Tatneft-Samara was created, in which Tatneft owns 75% of the shares.
The Nurlatskoye field was discovered in 1956 and put into commercial development in 1975. The deposit belongs to the category of difficult to develop, and in terms of volume of reserves - to the class of medium. It is partly located in the north of the Samara region, partly on the territory of the Republic of Tatarstan. In the part located in Tatarstan, Tatneft has been extracting raw materials for a long period, but now the company will be able to bring into operation the Samara part of the field.

Failed attempt to buy Tupras
At the end of 2003, the Turkish Privatization Committee announced a competition for the sale of a controlling stake in the Turkish oil refining concern Tupras. Tupras accounts for about 90% of the country's total oil refining. The company produces fuel and petrochemical products. Tupras can receive crude from terminals located on the Turkish Black Sea coast, which increases the efficiency of oil supplies from Russia.
Efremov Kautschuk GMBH, a company registered in Frankfurt that controls NK Tatneft, was allowed to participate in the auction. To increase the chances of success, Efremov Kautschuk GMBH submitted a joint application with Zorlu Holding, which unites a number of industrial and financial companies in Turkey. The partners agreed to divide the received Tupras shares among themselves in equal shares. The competition for the purchase of 65.76% of the shares of the Tupras complex took place on February 6, 2004. The winners of the competition were Efremov-Kautschuk GmbH and Zorlu Group, who in a joint bid offered $1,302 million for the stake put up for sale.
At the beginning of May 2004, the Turkish oil industry workers' union protested the decision of the competition commission. According to the trade union, numerous violations were committed during the privatization of the oil refining complex. Based on the lawsuit filed, the Ankara Civil Court issued a decision to suspend the transaction. During further legal proceedings, the results of the competition were cancelled.
In 2005, a repeat competition for the sale of Tupras shares was held, but Tatneft did not take part in it.

Mining in Libya
In October 2005, OAO Tatneft won a tender for the right to conduct exploration and development of onshore block No. 82-4, located in the Gedames basin in central Libya. The area of ​​the block is 2 thousand square meters. km. Two exploration wells were previously drilled on the block's territory, which showed the presence of hydrocarbons.
At the end of 2005, Tatneft and the National Oil Corporation of Libya signed a contract for the exploration and development of hydrocarbon block N82-4.
On March 29, 2007, OAO Tatneft signed agreements on three more blocks in Libya: No. 82 (block 1), No. 69 (blocks 1, 2, 3, 4) and No. 98 (blocks 2 and 4).

Construction of the Nizhnekamsk Refinery, part two (TANECO)
In 2005, a decision was made to build a new oil refinery in Nizhnekamsk. The plant's capacity for primary processing of raw materials remained at the same level (7 million tons of oil per year), but the project was supplemented with petrochemical production. To implement the project, Nizhnekamsk Oil Refinery CJSC was registered in October 2005, which is the customer for the construction. The founders of Nizhnekamsk Oil Refinery CJSC were OJSC Tatneft (40%), OJSC Svyazinvestneftekhim (9%), Furman Holdings Limited (25.5%), Halflein Enterprises Limited (25.5%). Furman Holdings Limited and Halflein Enterprises Limited represent the interests of the International Petrochemical Growth Fund, a collective investment fund created to attract long-term investments in projects implemented in the Republic of Tatarstan.
The project to build a complex of oil refineries and petrochemical plants in Nizhnekamsk has received federal support. In 2006, it was decided to allocate 16.5 billion rubles from the Investment Fund of the Russian Federation for the construction of infrastructure facilities. The funds were allocated for the reconstruction of a 128 km long product pipeline, the construction of an oil pipeline (117.3 km), and railway tracks (34.49 km). The corresponding order of the Government of the Russian Federation No. 1708-r was signed on November 30, 2006. In March 2006, the Russian government adopted Decree No. 168 on the exemption from customs duties of imported equipment imported for the construction of the complex. In June 2007, Nizhnekamsk Oil Refinery CJSC changed its corporate name to OJSC TANECO (TAtarstan Oil Refinery Complex).

Reorganization of NGDU
At the beginning of 2006, Tatneft announced the next stage of consolidation of its oil and gas production departments. On February 1, 2006, the board of directors of Tatneft approved the merger of NGDU Irkenneft with NGDU Leninogorskneft, NGDU Zainskneft with NGDU Elkhovneft.

Development of the Ashalchinskoye field
In 2006, Tatneft began pilot development of the Ashalchinskoye natural bitumen deposit. Extraction of raw materials is carried out using steam-gravity drainage technology. A pair of horizontal wells were drilled at the field with access to the surface, one above the other with a distance of 5 m. Steam is supplied to the upper well, and heated oil is extracted from the lower one.
In the future, the experience of developing the Ashalchinskoye field can be extended to other fields of high-viscosity and bitumen oil. Geological resources of heavy oils and bitumen in the fields of Tatarstan are estimated at 2-7 billion tons. 450 deposits and manifestations of bitumen have been identified, 149 of them are located in the zone of licensed activity of Tatneft.

New trademark of Tatneft
On June 8, 2006, OAO Tatneft registered a new trademark. It consists of two parts, one of which is a graphic spelling of the company name in Latin transcription, and the second symbolizes ecology, energy, purity of intentions and business transparency.
According to the company, the change in the trademark is associated with the dynamic development of the company and the changes that have occurred over the past years: business diversification, expansion of areas of activity and strengthening of its international status.
The company's previous logo was developed more than 10 years ago and no longer meets modern requirements and the status of the company. In addition, previously Tatneft did not use a strictly standardized trademark system. As a result, many of the structural divisions, subsidiaries and dependent companies had their own symbols that did not express their affiliation with Tatneft.

Romashkinskoye field
In July 2006, the Federal Agency for Subsoil Use of the Russian Federation extended the license of OAO Tatneft for the right to use subsoil for the purpose of producing oil and gas from the Romashkinskoye oil field until July 2038.
The Romashkinskoye field is the largest and oldest one developed by the company. It was opened in 1948. Industrial development of the field began in the 50s of the last century and reached its peak in the second half of the 70s. Today Romashkinskoye is one of the largest oil fields in the world. According to the audit firm Miller&Lents, proven oil reserves using the SPE method at the Romashkinskoye field as of January 1, 2006 amounted to 3.255 billion barrels. The depletion of reserves at the Romashkinskoye field exceeds 80%.

Loss of control over Ukrtatnafta
In the spring of 2007, Ukrtatnafta shares owned by Seagroup International Inc. and Amruz Trading were written off from the accounts of JSB ING Bank Ukraine in favor of NJSC Naftogaz of Ukraine. This led to Tatneft losing shareholder control over Ukrtatnafta. Soon the new owner of Ukrtatnafta changed the management of the enterprise.
Naftogaz of Ukraine initially owned the largest stake in Ukrtatnafta - 43%. Directly, Tatneft owned 8.6% of the shares, the government of Tatarstan - 28.9%, SeaGroup International PLC - 10%, AmRuz Trading AG - 8.3%, Korsan LLC - 1.2%. Tatneft controlled the enterprise, managing the stake of the government of Tatarstan transferred to it in trust, as well as shares of the offshore companies SeaGroup International PLC and AmRuz Trading.
Tatneft considers the transfer of Ukrtatnafta shares to Naftogaz of Ukraine illegal and defends its position in the courts.

Associated gas utilization
In 2007, the Ministry of Natural Resources and the Ministry of Industry and Energy demanded that Russian oil companies increase the utilization of associated petroleum gas to 95% by 2011-2015. Oil companies have announced plans to allocate more than $6 billion to increase gas use. The leaders in the field of associated gas utilization are Surgutneftegaz and Tatneft, which have already reached the required level.

Moscow Refinery
In August 2008, Gazprom Neft and the Moscow Oil and Gas Company created a joint venture, Moscow NPZ Holdings, to manage the Moscow Refinery. The parties contributed 90% of the voting shares of the Moscow Refinery to the authorized capital of Moscow NPZ Holdings. OAO Tatneft, the third major shareholder of the plant, did not take part in the joint venture.

The history of the oil industry of Tatarstan officially begins in 1943. It was then that an oil field of industrial importance was discovered in the Shugurovsky district. The era of massive discoveries of oil fields in the republic has arrived.

No less interesting is the history of the emergence of the oil industry in the Tatarstan region, which has its roots in the distant past.
End of the 17th century. The first written mentions of oil shows and bituminous rocks date back to this period. The military department first reported about Kazan oil in 1637:
“... Kazan black oil 43 pounds 35 hryvnia and half a hryvnia...”

The 18th century is characterized by an increase in the active search for places of surface oil and bituminous rocks, their description and use.

1703 Message in the Vedomosti newspaper: “They are writing from Kazan. A lot of oil was found on the Soku River
and copper ore, a fair amount of copper was smelted from that ore, from which they expect considerable profit for the Moscow state.”

1718 The first conclusion about Tatar oil was made for Peter I by physician Gottlieb Schober.

1738 The discovery of oil and saltpeter near the town of Tetyushi was reported by ore explorer Ya.D. Shahanin
in the “Office of Her Imperial Majesty Anna Ioannovna.”

1753 The first request for permission to build an oil plant at his own dachas was made by foreman Nadyr Urazmetov: “We ask the Berg College to accept and test this black oil and to give us permission to build an oil plant at the prescribed dachas...”

The results of the search and use of oil and bitumen on the banks of the Volga, Sheshma and Sok, undertaken by Y. Shakhanin, N. Urazmetov, his son Yu. Urazmetov, brothers Aslyam and Khozyam Mozyakov, Count Yaguzhinsky and others, turned out to be of little comfort.

1762 P.I. Rychkov, the first corresponding member of the St. Petersburg Academy of Sciences, made the first description in the scientific literature of oil sources in the Volga region

Second half of the 18th century. The natural resources of the Volga region are being studied in depth. The Academy of Sciences organizes expeditions. The foundations of the geology of the region are laid, the structure of the subsoil is studied, and experience in organizing the oil industry is accumulated.

1868 Bugulma landowner Y. Malakienko and his two sons carried out a lot of work to study oil sources. He laid two boreholes near Nizhnekarmalskaya Sloboda; he also contracted oil sources in the villages of Sarabikulovo
and Shugur. Malakienko received the first oil in the amount of 80 buckets, from which he obtained very good kerosene at his small oil plant.

1870s. Several boreholes were drilled by American entrepreneur Laszlo Sandor. From his report to the Mining Department: “All my research was crowned with complete success in the provinces: Kazan, Samara and Simbirsk. Rich inexhaustible underground reservoirs of liquid oil are located in the valleys of the Soka and Sheshma rivers, northeast of Samara, as well as in Samara and Bugulma districts. Near the villages of Shugur and Sarabikulovo there are huge quantities of earth deposits saturated with oil.”

End of the 19th century. None of the exploration wells drilled in the Volga region produced an influx of oil. The reason is the weak level of technical means, which did not allow deepening and opening up oil-bearing horizons (they lie below 600 m, and the deepest wells then reached only 350 m). Drilling of exploratory wells in the Volga region and Tataria stopped for a long period. There has been a decline in interest in oil fields
in the Volga region and Tatarstan.

Beginning of the 20th century. The oil needs of the developing industry forced the state
and entrepreneurs to return to solving the problem of oil exploration in the Volga region. A recommendation was made to restart oil exploration at a higher scientific level. Attempts to drill oil exploration wells by Baku oil industrialist Yuzbashev and Nobel's company
were not successful. And although it was not possible to identify the subsoil of industrial oil-bearing capacity, a primary basis was nevertheless created in the knowledge of oil geology and oil exploration. A significant event was the receipt of test products in a comprehensive testing mode at the Complex of Oil Refineries and Petrochemical Plants in Nizhnekamsk.

In 2010, the construction of a plant for deep processing of dry stripped gas was completed, which makes it possible to increase the degree of extraction of the ethane fraction from associated petroleum gas. Tatneft is one of the largest Russian oil companies. As part of its production complex, oil and gas production, oil refining, petrochemicals, a tire complex, a network of gas stations and a block of service structures are steadily developing. Tatneft also participates in the capital of companies in the financial (banking and insurance) sector.

Production

The bulk of current oil production comes from six large fields. The company develops and implements program measures to increase the efficiency of profitable oil production through the development and implementation of innovative technologies, optimization of the well stock and improvement of the field development system. The results of this work have allowed Tatneft in recent years not only to stabilize, but also to increase oil production volumes.

In 2016, the production volume of PJSC TATNEFT amounted to 28.3 million tons, which is 5.2% more than in 2015. In general, for the Tatneft Group in 2016, production volume amounted to 28.7 million tons of oil (an increase of 5.3%).

At the fields of PJSC TATNEFT in 2016, 667 wells were built and commissioned using new drilling, which is 2% more than in the same period in 2015. The average flow rate of new wells was 9.1 tons of oil per day.

In 2016, current and overhaul teams carried out routine repairs of 10,198 wells (in December - 937), and overhauled 2,287 wells (in December - 192). Outside the Republic of Tatarstan, 59 wells were repaired at Tatneft-Samara LLC and 12 at Tatneft-Severny LLC.

At 2,742 wells (in December – at 162) work was carried out to increase oil recovery; 1,303 wells were treated using chemical methods (58 in December).

The company carries out the main volumes of geological exploration work in licensed territories in Tatarstan, as well as in the Republic of Kalmykia, Orenburg, Samara, Ulyanovsk regions and the Nenets Autonomous Okrug. Outside the Republic of Tatarstan in the Russian Federation, there are 8 oil subsidiaries and affiliates of PJSC Tatneft, which hold licenses for geological study, search, exploration and production of hydrocarbons in 29 license areas.

In 2016, the company's average daily oil production increased from 531 thousand barrels to 568 thousand barrels, gas - by 3.2%, to 16 thousand barrels of oil equivalent. Profit per barrel of oil produced amounted to 526 rubles. Production costs per barrel fell by 4.2%.

The volume of proven reserves of Tatneft, according to an independent estimate by Miller and Lants, as of January 1, 2017, amounted to 872.3 million tons of oil. The current replacement rate for proven reserves is 109%.

The directions of oil supplies of the TATNEFT Group in 2016 were as follows: exports to non-CIS countries – 55.8%, exports to neighboring countries – 5.1%, supplies to the domestic market – 39.1%.

Despite the agreement between the Russian Federation and OPEC countries, Tatneft does not intend to abandon plans to increase oil production in the future. The company's strategy envisages increasing it to 30 million tons per year by 2025, and in the future - up to 35 million tons.

By the way, at the annual meeting of shareholders, the head of the company, Nail Maganov, noted that the company had reduced production by 3 thousand barrels per day. But this, according to Maganov, will not affect Tatneft’s revenue.

The group's enterprises produced 2.441 million tons of oil in May 2017, and 12.019 million tons in five months, which is 423 thousand tons more than in the same period in 2016. In 2017, the company plans to produce 28.9 million tons of oil.

Oil refining and petrochemicals

The complex of oil refineries and petrochemical plants "TANECO" in Nizhnekamsk is a strategic investment project of PJSC TATNEFT, the implementation of which is carried out in stages. In 2016, Tatneft invested 34 billion rubles in the development of the oil refining complex, which amounted to more than a third of the company’s total investments.

In 2016, TANECO facilities processed more than 8.7 million tons of oil (9.2 million tons in 2015), and produced 9.1 million tons of petroleum products. The refining depth reached 99.2%, the yield of light oil products was 87%. In terms of capacity utilization, the TANECO complex ranks first among oil refineries in the Russian Federation and seventh in terms of production of petroleum products in Russia (3% of total output).

In May 2017, the TANECO complex of oil refineries and petrochemical plants processed 314.3 thousand tons of raw materials, since the beginning of the year - 3058.9 thousand tons. In May 2017, 283.3 thousand tons of petroleum products were produced, since the beginning of the year - 2866.7 thousand tons.

As noted by Candidate of Economic Sciences Alexander Timofeev (Department of Economics of the Russian Economic University named after G.V. Plekhanov), the analysis of technical and economic indicators confirms the successful implementation of Tatneft’s measures to optimize costs.

“I would like to remind you that all the company’s indicators were achieved against the backdrop of the cessation of fuel oil production, since a 100 percent export duty on this product was introduced in 2016,” notes Alexander Timofeev.

According to Mark Goikhman, leading analyst at TeleTrade Group, in the refining area, Tatneft’s priority is the launch of two new stages of the TANECO refinery. The emphasis is on the transition in the second half of 2017 from the production of fuel oil to the production of motor gasoline (up to 3 million tons by 2025) and diesel fuel (up to 7 million tons by 2025). At the same time, the company’s processing depth exceeds industry target values.

The petrochemical activity block is formed by the Management Company Tatneft-Neftekhim. In 2016, Tatneft tire makers produced 11.522 million tires, more than 118 thousand tons of carbon black, and 257 sets of molds.

The total volume of tire sales in 2016 was about 12 million units, which is 1.2% more than in 2015. Revenue from sales of products and services of the company's petrochemical complex enterprises exceeded the 2015 figure by 7.3%. Export supplies of petrochemicals increased by 16%. Sales within Russia decreased by 3%, which was a consequence of a decrease in supply volumes for components.

In particular, at PJSC Nizhnekamskshina, with the investment support of the Tatneft company, a large-scale reconstruction of the preparatory workshop continues, which will increase the production of modern rubber compounds and increase the production of solid steel cord tires.

Sales

Based on the results of the activities of the retail sales network of PJSC TATNEFT in 2016, five new gas stations were put into operation, including one gas filling station, and four gas terminals were built as part of existing gas stations. The number of gas stations in the Tatneft network is 689, including 567 in the Russian Federation (24 regions are covered, the market share is about 5%), 17 in the Republic of Belarus and 105 in Ukraine.

The volume of retail and small-scale wholesale sales of oil and gas products through the network of gas stations of PJSC TATNEFT in 2016 amounted to more than 2.6 million tons. The company also has 16 oil depots.

By 2025, Tatneft intends to invest 39.2 billion rubles. in the development of a network of gas stations, retail fuel sales should increase by 2.3 times, the number of gas stations - by 5%.

Finance

The company's positive production results ensured an increase in the level of financial indicators. The TATNEFT Group's revenue for 2016 increased by 5% compared to 2015, amounting to RUB 580.1 billion. The net profit of the Group's shareholders amounted to RUB 107.4 billion. The total value of consolidated assets increased over the year to 1.094 trillion rubles, the share of equity capital amounted to 65%.

Meanwhile, Tatneft’s net profit according to IFRS fell in the first quarter of 2017 by 34% in annual terms - to 17.6 billion rubles. EBITDA decreased by 31% to RUB 30.6 billion. Revenue decreased by 10.4% – to 121 billion rubles.

These indicators naturally influenced a more than halving of investments in geological exploration (from 5.9 billion rubles in 2016 to 2 billion rubles in 2017) and a decrease of almost 40% in investments in a project for the production of ultra-viscous oil (from 23 .5 billion rubles in 2016 to 14.6 billion rubles in 2017). At the same time, investments for “other purposes” may increase to 17.6 billion rubles. against 10.8 billion rubles. in 2016.

At the same time, investments in the development and production of oil in Tatarstan will amount to 31.8 billion rubles in 2017, which practically corresponds to the level of investment in this region in 2016. According to Tatneft estimates, the oil resources contained in the Domanik deposits on the territory of Tatarstan exceed 1 billion tons.

“In the company’s strategy, priority development will be to increase production in Tatarstan as the base region of activity. It will provide up to 85% of the increase in Tatneft's operating profit. According to Alexander Timofeev, the profitability of shale oil in Russia may be an unexpected surprise for OPEC countries. Oil, in principle, is everywhere. The question is what form it is in, the complexity of extraction and processing.

The Domanik Formation represents colossal areas of shale deposits with a relatively uniform distribution of organic matter; somewhere it is more mature, somewhere less. It is necessary to determine where drilling new wells will be profitable, and also to identify areas with the most optimal conditions for shale oil production, the so-called “sweet spots”. This is the task of geologists and chemists who are attracted to Tatneft.

In particular, scientists of the strategic academic unit (SAU) “EcoNeft” will have to conduct a whole range of studies aimed at assessing the potential volume of shale oil resources in the east of Tatarstan, studying the geochemical and geomechanical properties of Domanik productive strata. Work will be carried out to determine the optimal areas for industrial testing and to develop a methodology for searching for promising objects of unconventional hard-to-recover reserves.

“Judging by the latest indicators of Tatneft, there is no risk of the company defaulting in terms of the development of unconventional shale oil deposits. And the economic effect of increasing the number of wells also indicates that powerful growth in the global economy will lead to a significant increase in demand for oil,” says Alexander Timofeev.

Strong position

In 2016, about 43 thousand shareholders were registered in the register of shareholders of PJSC TATNEFT. The geography of shareholders covers more than 30 countries. Securities of PJSC TATNEFT have been represented on the Russian and international stock markets for more than 20 years, including on the Moscow and London exchanges. At the end of 2016, on the Moscow Exchange, an ordinary share of PJSC Tatneft cost 427 rubles, the company’s market capitalization at the end of the year amounted to 965 billion rubles. Based on the results, it was decided to pay dividends in the amount of 22.81 rubles. per share.

“The annual meeting of Tatneft shareholders, held on June 23, 2017 in Almetyevsk, fit the definition of a “congress of winners.” Tatneft's share in all Russian exports of black gold amounted to more than 8%, oil products - 2.8%. This suggests that refined products are focused mainly on the domestic market, unlike crude oil,” says Mark Goikhman.

According to him, the most important innovation was that 50% of net profit was allocated for dividends to shareholders, while for several years in a row no more than 30% of profit was allocated for these purposes.

“The company’s position for the future is quite strong. Proven oil reserves are sufficient to ensure production for more than three decades. By 2020, 30 million tons will be mined annually, processing will be 14 million tons. For the future, according to the development strategy until 2025, the total market capitalization of the company should double compared to 2015 and amount to $21 billion. The first step towards this was taken in 2016, when capitalization increased from $10.8 billion to $16 billion,” – Mark Goikhman comments.

In the face of declining demand and low prices for hydrocarbons in 2016, Tatneft took actions to strengthen financial stability and operational efficiency. They are based on ensuring a high-quality resource and production base, strengthening financial discipline, risk control, effective cash flow management, and a proven investment policy. The company entered 2017 with key projects that are provided with appropriate resources and competencies.

“In terms of the total integrated reliability/efficiency parameter (CRPI) from 2008 to 2017, Tatneft ranks first. However, in 2015, Tatneft was in fourth place. The company's performance in 2016 allowed it to become a leader. The optimal combination of competent management, financial support and demand for products has led to the best operating results in the industry,” concludes Alexander Koloskov, director of the NPO Independent Financial Expertise.
