On April 21, 22, 2016, General Director of the Sarov Technopark Yu. Sumin, Advisor to the General Director for Financial Affairs and External Communications E. Rukavishnikova and Head of the Project Department of the Research and Production Complex E. Lobashov took part in the forum “Innovation Ecosystem: Universities and Research Centers”, which took place in Moscow. The forum was organized by RVC OJSC in partnership with NUST MISIS and the Financial University under the Government of the Russian Federation. The key theme of the event is the development of innovative ecosystems of universities and scientific organizations, the creation of Universities 3.0, as well as discussion of their participation in the National Technology Initiative.

Within the framework of the forum, a meeting of the working group “Territorial organization of research, development and production” was held as part of the development of the Strategy for Scientific and Technological Development of the Russian Federation until 2035, in which the General Director of the Sarov Technopark Yu. Sumin took part.

In recent decades, the role of universities and scientific organizations in the world has been changing. The usual functions (educational and scientific) are complemented by the entrepreneurial function. Such universities and scientific organizations (the so-called Universities 3.0) are becoming key subjects of national and regional innovation ecosystems, as well as leaders and centers for the creation of new technological industries, making a significant contribution to the country’s global competitiveness. The university becomes not only a source of personnel and a performer of research and development, but also a generator, coordinator and creator of new technological innovations on the global market.

According to the international expert community in the field of education, in the future only Universities 3.0 will be able to be competitive, since they have great opportunities for development.

The goals and objectives of the forum were to promote the development of a modern innovation ecosystem in universities and scientific organizations of the Russian Federation, as well as the development of competencies for the interaction of all ecosystem players. This event is being held for the second year and is a continuation of the annual RVC Forum “Ecosystem of Innovation”, which is traditionally held in Krasnaya Polyana (Sochi).

The program included 16 practical panel discussions and 8 master classes from representatives of the top 100 universities in the world, including Oxford, the National University of Singapore, the Technical University of Eindhoven and the University of California. Work at the site will be carried out along the thematic tracks “Services”, “Industry”, “Management”, “National Technology Initiative”, “Investments”, “Technological Transfer”, “Territory” and “External Stakeholders”.

The forum has been held since 2014 and annually touches on the most pressing topics in the development of technological entrepreneurship, regional innovation infrastructure, the venture market and the National Technology Initiative. RVC is the organizer of the Forum.

Among the participants are representatives of innovative businesses, universities, scientific and engineering centers, territorial innovation clusters, as well as venture investors, representatives of NTI working groups and delegates from federal authorities.

The program includes a plenary session, industry round tables, strategic sessions, business meetings and, of course, informal communication between Forum participants.

The key agenda of the Innovation Ecosystem forum in 2017 was to sum up the results of the outgoing year and identify the most relevant industry trends. More than 250 experts and investors, invited by RVC to dialogue, formed their vision of the venture market strategy, which will be sent to the Ministry of Economic Development.

The main trend that all forum participants expect is the involvement of corporations in the venture capital industry. Among other important trends, an increase in interest in working in international markets and growing expectations for attracting funds from institutional investors were noted. The main problems include a lack of quality projects and regulatory imbalances.

The goals, objectives and directions for implementing the venture market development strategy were outlined by Oleg Fomichev, State Secretary - Deputy Minister of Economic Development of the Russian Federation, during the plenary session of the forum. The goals of the strategy are to ensure the availability of venture financing and develop venture support tools. The strategy will include three directions - the formation of sustainable institutions of the venture market, expansion of the supply of venture capital, and development of technological entrepreneurship.

Objectives of the tracks of the “Ecosystem of Innovation” forum 2017:

Track “Projects and Technologies”:

Discussion of ways to ensure a sufficient flow of high-quality technology projects for the Russian venture ecosystem in 2018-2020. View of the supplier and consumer of projects.

Track “Investments”:

An assessment of the expected parameters of the Russian venture market over a 5-7 year horizon and the key challenges that investors will face. Determine what competitive advantages can attract new investors, including foreign investors, to the market.

Track "Society":

Determine who a successful technology entrepreneur is and what conditions are necessary to significantly increase their number. Determine how the state can help with this.

First day of the Forum will be devoted to a joint search for solutions that can build an effective model for the development of an innovation ecosystem for the tasks of NTI at the level of universities, regional infrastructure and the regional venture ecosystem, the application of the open innovation model in corporations and the development of medium-sized technology businesses. Forum participants will take part in the presentation and discussion of roadmaps of 7 promising markets and cross-market areas of the National Technology Initiative, such as:

    HealthNet (personalized medicine market);

    EnergyNet (smart energy market),

    NeuroNet (market for human-machine communications);

    Advanced production technologies;

    SafeNet (new personal security systems);

    Circle movement (development of viable communities on competencies and technologies relevant to new markets;

    AeroNet (market distributed systems of unmanned aerial vehicles).

The discussion block of the first day of the forum is divided into tracks.

Track “University Ecosystem” is dedicated to determining the place and role of universities in the formation of new markets, finding an effective model for attracting new management personnel to develop universities into global technology hubs, ensuring interaction between universities, as suppliers of technologies and services for the economy, and corporations.

On track "Regional infrastructure" The best practices for managing regional innovation ecosystems and the system of cooperation between innovation infrastructure objects and businesses will be discussed in the interests of creating new markets.

Track “Industrial Ecosystem” develops a discussion about the use of “open innovation” tools by Russian companies to ensure competitive advantages in the Russian and global markets and project consortia capable of creating and bringing to market complex technological products of a new generation. Special attention will be paid to discussing the potential of medium-sized technology businesses as a possible driver of new economic growth.

On track "Regional venture ecosystem" The results of a study of the Russian venture market in 2015 will be presented, and trends for 2016 will be identified. For Forum participants - representatives of regional innovation ecosystems - it will be interesting to discuss the issue of mechanisms for improving support for projects in new markets.

An important part of the first day of the Forum will be the reportJames Mawson, Founder and Editor-in-Chief Global Corporate Venturing , a recognized international expert on university and corporate venture capital funds, who will share his vision of the impact of venture capital instruments on the development of regional innovation ecosystems, as well as their global integration.

Second day of the Forum will begin with the plenary session “Innovation ecosystem for creating new markets”. Authoritative representatives of development institutions and ministries involved in the implementation of NTI will present their vision of the tools for creating new markets, the necessary changes in the innovation ecosystem of Russia to ensure leadership positions in the markets of the future and the role of participants in the innovation ecosystem in the new conditions.

During the second day of the Forum, panel discussions and round tables will be held in cross-thematic areas, such as:

    protection and protection of the results of intellectual activity, technology transfer and their commercialization; creation of industry funds to support projects at later stages, relevance of industry funds for new markets;

    clusters as a tool for searching and implementing innovative projects;

    massive development of technical creativity as a potential source of qualified engineering personnel, new competencies, products, markets, business models;

    Building a system of productive scientific communications in Russia, creating a “Communication Laboratory” in 2016;

    Best practices for popularizing innovation in Russia in 2015, projects and formats for promoting science and innovation in 2016.

Based on the results of the forum, the solutions and projects developed by the participants will become the basis for the preparation of methodological materials, legislative initiatives and practical development at the level of regional, university and corporate innovation ecosystems. Some of the solutions will be used by NTI working groups to implement the tasks assigned to the projectNTI office of RVC OJSC.

The National Technology Initiative (NTI) is a program of measures aimed at creating fundamentally new markets and creating conditions for Russia’s global technological leadership by 2035. Expected practical result of NTIwill be the emergence and successful development of Russian companies - leaders in the technological markets of the future.

The National Technology Initiative as one of the priorities of state policy was outlined by Russian President Vladimir Putin in his Address to the Federal Assembly on December 4, 2014.

On December 5-6, 2016, the III Forum “Ecosystem of Innovation”, organized by RVC, will be held in Krasnaya Polyana (Sochi). The forum participants will have to take stock of the Russian venture market in 2016 and design effective algorithms for setting up universities and regional innovation ecosystems to meet the challenges of the country’s technological development and ensuring the competitiveness of Russian technology companies at the global level.

At the end of the third quarter of 2016, the number of transactions with a known volume in the venture investment market reached 80% of the 2015 level and over 70% in volume. At the same time, observations show that the last quarter of the year is usually characterized by particularly high activity, which allows us to predict a strengthening of market positions. Currently, the Russian innovation ecosystem is facing the challenges of a wave of a new technological order. A special place in the architecture of the world economy belongs to markets that are just emerging and will become drivers of economic growth over the next 10-15 years. The success of Russian technology companies on them directly depends on how high-quality their personnel base will be, how the working model for the generation and commercialization of breakthrough technological solutions will be built, how the system for searching, accelerating and bringing new technology startups to a competitive level will function, and what kind of infrastructure will be used and financial support mechanisms will be used by teams developing advanced technologies to determine how adaptive the innovation ecosystem will be to a rapidly changing external environment.

Objectives of the Innovation Ecosystem Forum in 2016:

  • Track “Universities”: jointly determine ways to transform Russian universities into universities 3.0, innovative hubs that accumulate knowledge and technologies, and transfer them to technology companies. The result of the track will be a joint plan for the development of the university ecosystem in 2017;
  • formulate a common vision for the development of a system for searching and developing talent as the personnel basis of successful technology companies;
  • Track “Regional Innovation Ecosystem”: identify the most effective forms of involving constituent entities of the Russian Federation in the implementation of the technological development agenda and interaction between participants in the regional innovation ecosystem;
  • Track “Regional investment activity”: discuss ways and tools for rebooting regional venture funds for the tasks of advanced economic development. Consider the issues that fund managers face in the process of investment activity;
  • Track “Communications and Communities”: study effective tools for popularizing science and technology and engaging external audiences of experts, scientists, representatives of the education system, science, technology entrepreneurs, public figures, the media, including new media. The result of the track will be the creation of groups ready to continue working on the formation of a communications system in 2017.

The Forum will present the results of a number of studies of the work of participants in the innovation ecosystem in 2016:

  • review of the private equity and venture capital investment market for nine months of 2016, published annually by the Russian Venture Investment Association, as well as preliminary data for the entire 2016;
  • presentation of the methodology for determining the effectiveness of innovative activities of Russian universities and monitoring results in 2016;
  • research of behavioral and institutional prerequisites for technological development of regions of the Russian Federation;
  • rating of the most successful Russian incubators and accelerators. The rating is based on the results of a comprehensive assessment (more than 40 KPIs) of Russian incubation and acceleration programs. The study was conducted by experts from the global ranking of business incubators UBI Global together with RVC and the National Research University Higher School of Economics;
  • rating of the most active business angels in Russia in 2016. The rating is based on a study conducted by the Russian magazine Firrma together with the National Association of Business Angels (NABA) with the support of RVC;
  • rating of venture, seed, corporate funds in 2016. The rating is compiled by RVC together with Firrma with the support of Ernst & Young.

More than 300 guests, including representatives of ITMO University, attended the Innovation Ecosystem forum, which took place on December 5 and 6 in Sochi. Representatives of federal and regional authorities, innovation clusters, business incubators, technology parks, universities, and venture funds came to the Forum.

This time the forum discussed the formation of innovation infrastructure in the regions as an ecosystem for the emergence and development of new markets within the framework of the National Technology Initiative (NTI). According to the event participants, such markets will become drivers of growth for the Russian economy in the next 15-20 years.

The main objective of the Innovation Ecosystems forum is to highlight key topics that guide the development of the country’s innovation ecosystem. During the forum, the results of the work done are announced and certain vectors of activity for the next year are set. Following the results of the plenary session of the forum, Director of the Department of Innovative Development of the Ministry of Economic Development of Russia Artem Shadrin outlined the main priorities for the development of innovation in universities for the near future. It is necessary to build a system of business accelerators and innovation ecosystems, to transform corporations towards greater openness and the development of Open Innovation mechanisms. Universities should also become drivers and centers of competence within the National Technology Initiative and bring their startups to the international level.

“The university is an open structure that actively interacts with the external environment, influencing the surrounding territory and region. Under no circumstances should it be isolated from society and exist only for students and teachers.”, says the rector of ITMO University Vladimir Vasiliev.

Another proof that the university is on the right path was the award of the Business Incubator of ITMO University as in Russia, the work of which has greatly transformed over the past six months. According to the head of the Department of Design and Innovation Activities of the St. Petersburg University Nina Yanykina, programs for the development of women's leadership and entrepreneurship, which could become another product in the university's line of the Interregional Network Program of Startup Schools, aroused unexpected interest among forum participants.
