Yuri Kotler: Our project is an important component of the systematization of power. Yuri Kotler announced the reason for his death in his suicide note Kotler Yuryevich Yuryevich suicide note

WE ARE LOOKING FOR NEW FACES

YURI KOTLER, Project Manager " Personnel reserve- Professional team of the country", advisor to the chairman of the Supreme Council of the All-Russian political party "UNITED RUSSIA", member of the General Council of the Party

Midday in summer Moscow is not an easy test. Leaving behind the busy metropolitan streets, we find ourselves in an inconspicuous alley. It would seem that everything was predictable for a long time. And this day is like hundreds of others in editorial life. And the upcoming conversation - like many meetings over the years of the magazine's existence. But this is only at the first, most superficial glance. The problem of the shortage of management personnel has become too acute lately - there are many leaders, and only a few can set people up for work. What should be the system for searching for effective managers who are able to make not only quick, but also correct decisions, moreover, at the state level - our question to the expert today.

Welcoming gesture. Open look. My interlocutor, Yuri Kotler, immediately shifts the conversation to the plane of implementing the project for preparing the country's personnel reserve, and speaks of it as something close and important.

For reference:
Yuri Yuryevich Kotler, Project Manager " Personnel reserve- The professional team of the country", advisor to the chairman of the Supreme Council of the All-Russian political party "UNITED RUSSIA", a member of the General Council of the Party. Project " Personnel reserve- Professional team of the country" started in 2006.

The mission of the project is to identify talented Russians and provide them with the widest possible public recognition; formation of a constantly updated database of management professionals and innovators who are actively changing the reality around them.

It just so happened that for centuries in Russia a person, his fate remained behind the scenes in the implementation of large-scale state tasks. Talents made their way through an atmosphere of misunderstanding, did not receive proper public recognition, and sometimes were simply sacrificed to great plans. Today, the country's leadership offers a fundamentally different approach.

Unleashing the creative potential of a person and creating comfortable conditions for this is the key to Russia's success and world leadership. Building an innovative economy, improving the quality of life, winning global competition - all this is impossible without highly professional, talented, bright people with an active lifestyle. People who offer a new perspective on problems, have strategic thinking and the ability to go beyond traditional approaches, while carrying the energy of creation, not destruction.

The problem of finding talented people is a global task that hardly has an unambiguous solution - some become stars, while others remain in the shadow of their more successful colleagues. For example, why did Yeltsin choose Vladimir Putin?

The question, of course, is for Yeltsin. As far as I know, the selection process was long and rather complicated. It seems that Boris Nikolaevich was not mistaken. You can evaluate it in different ways, but he really chose a person who grew up and turned into a professional leader in a few years. Talented, successful, he is able to manage a large country, and in very difficult conditions. Moreover, the goal that he set for himself is consistently implemented. This is a very good quality for a leader, it is necessary.

For the project, the same task is to find those who have not yet been noticed?

Yes. Personnel reserve people immediately associate with the highest management level. And we are asked: “When will you start changing ministers and governors?” Maybe we won't start. Our task is a little different: to create a reserve from which, perhaps, ministers and governors will grow, who have proved by their actions and professional achievements that they are successful.

We have identified five areas of search: the social sphere, the business community, the media, party and public activities, state and municipal government. Each of them has its own categories.

For example, for the social sphere, this is management in the field of education or science, culture or healthcare. In party work, these are not only the three levels of the managerial vertical, but also the leaders of trade unions or youth organizations. In business, there are managers from industry, the service sector, the agro-industrial complex, as well as those who implement today the best standards of corporate governance and are engaged in innovative management. Returning to the beginning of our conversation, on the basis of the developed criterion, we built a system that, in our opinion, allows us to successfully search for such people.

We have regional coordinators in sixty regions. In fact, everyone's task is to analyze the situation within their region: communicate with experts, attend specialized events, monitor publications in the media. Thus, a certain professional circle is already being formed around the project. Yes, and each person can independently declare himself by filling out a questionnaire posted on our website. I note that the questionnaire is quite complicated. But, on the other hand, if you want to get into the reserve, you have to work. The second stage is testing, which allows you to give some personal and professional characteristics, to declare your own achievements.

The final stage is the interview. We interview people who are in the reserve personally. This is a competency interview. And then our reservists go through the selection of an expert council. Thus, we get a kind of supertop. In terms of numbers, over 19,000 people have filled out the questionnaire so far. Of these, a little less than 1,500 selected - the same reserve. 300 people passed the expert councils. All of them received not a gold medal, but rather recognition, which imposes additional obligations. Candidates for some positions will be selected from these people, and there are already examples. But at the same time, relatively speaking, if the applicants do not prove annually that they deserve to be in the reserve, there is a chance to fall out of it. Enter personnel reserve- a very big professional achievement. But if you do not move further and higher, then this opportunity will be missed.

How did the idea for such a project come about?

The idea has been around for a long time. Since 2000, we have been discussing the problem of finding management personnel with representatives of the authorities, business communities, and the public. I note that both the state and business have been repeating the words like a mantra for several years that the bench is short, there are few professional people. At the same time, there is a feeling that there must be somewhere such competent, successful, enterprising people who are able to occupy responsible positions, including in the civil service. I had experience of working for a fairly well-known company, Ward Howell, which specializes in the search and selection of top managers. At some point, these practical developments, contacts with the pros of the personnel world also became part of our project.

I agree with you. You can find people with good potential - the country is big, and the educational base at one time was one of the best ...

Certainly. But it was also obvious that the problem was complex, I would even say global. It is not enough to find people, we need their training, motivation, development. At some point, we decided it was time to start. And in fact, the first step was to search for those very “heroes” whom, after some time, I would like to see in key positions in the state, in party work, in business, and in the social sphere. Thus, all our efforts resulted in the project " Personnel reserve- Professional team of the country”, whose main task is to search for “new” people. When we started, the idea of who the "new" people of the country were was approximate. Therefore, initially we tried to draw a portrait of someone we would still be looking for. They attracted educational, government structures, trying to understand who they need, foreign and Russian consultants, in order to somehow systematize the information and formulate certain criteria. The result was a kind of synthetic model for finding people who meet the four competencies, conventionally called EDGE.

What does this abbreviation mean?

Competence, development, active life position and intelligence. Competence is performance efficiency, stability of success, unique results achieved and high potential. Development - the ability to listen and hear, take into account other people's opinions, a broad outlook and communication skills, decency and desire for self-improvement, teamwork. An active life position is the desire to be an “agent of positive changes”, to serve the people and the country, belief in the ability to change the world for the better, leadership qualities, lack of fear of responsibility. Intelligence is critical and constructive thinking, a comprehensive, strategic approach to business. Naturally, we live in a competitive environment, and therefore in personnel reserve those who demonstrate these qualities most clearly will be selected.

We did not discover America, but followed the path that all the world's personnel services follow. You first define the criteria, then the scope and geography of the search, and then you search. You get a certain amount of the best of the best, the best of the existing ones. Since our task was not specific - to find a financial director or governor, but more general, and the criteria turned out to be quite general - what criteria should the people who should replace the old elite meet. I will note - as one of the important criteria (we were criticized by the business community, but I think it was in vain) - patriotism. A statesman should have a heart in his head. Unfortunately, recently the word "patriotism" has acquired an ambiguous connotation, regrettably. We called this quality an active life position. No matter how successful a person is, if in principle he is not interested in working for the country, then this is not our client. This is neither bad nor good. But such candidates are likely to be cut off.

You said an interesting phrase about patriotism as a successful leader. Our recent survey showed that a true professional does not have to be loyal to the employer and, as a rule, is not. What is more important - patriotism or professionalism of a person?

Patriotism does not work in a vacuum. If a person does not know how to do this, then this is not for us. There are people who are ready to love their homeland simply for the pines, while as professionals they are nothing.

Our task is to find those who have achieved success in their field, become a recognized leader. We are looking for new faces. Our reservists must have all the qualities of managers. At the same time, relatively speaking, they can be recognized at some certain level - a successful manager, a professional specialist - but it is also possible that due to some circumstances they have not yet been noticed. Patriotism is just one of the components. Again, for business, loyalty may not matter. Although I would argue. A completely disloyal manager will change jobs every six months in search of better conditions. There must be some definite attachment to the cause, the team. And from the point of view of the interests of the state - not just loyalty, but patriotism.

What about age restrictions? Here you are in age - a new generation.

Yes, we have set the bar for 25-45 years, so I fit.

I am 10 years older and I consider myself a new generation, according to my views. But there is one paradox. Talented people who achieve success in business, I will not say that they are disloyal, they are sometimes quarrelsome. Having their own principles, views, they are not always ready to compromise. How about them?

Fine. Just don't confuse style with results. If a person is quick-tempered, but at the same time he has a team that works successfully, they do a common thing - great. If he is really ready to fire every second person, trample on them and nothing moves, then this is not an example of effective management. Style is still the outer shell. All people are different.

Your work will not turn out to be a waste of effort if you do not overcome the problem of a clear discrepancy between the compensations of federal officials and regional, municipal? How quickly do you think this issue should be resolved?

Certainly, it is necessary to decide. But we are back to what we were talking about. In the central office, no matter what, there are not so many people. There is a special civil service department that deals with personnel issues. As soon as we go down - to the regional, municipal levels - the situation changes dramatically. Undoubtedly, motivation is important, but the level of salaries there is not the capital's. This is the first. For people, recognition itself plays a much larger role. And in the regions, we are faced with the fact that specialists are ready to go to the civil service and the social sphere, provided that their efforts and talents are in demand. On the one hand, the regions give the impression of being more inert than Moscow and St. Petersburg, which are advanced against their background. On the other hand, there are subjects where very interesting people really work and they face serious tasks. Certainly a very important question. motivation- a question of development and at the same time demand. Of course, the one and a half thousand people whom we have selected will not all receive new appointments tomorrow. This is not possible, the system is not ready for this. People cannot be deceived. And the question of their future is very important. We said that guys, the country wants to see you and counts on your knowledge and skills. The country should really take advantage of this and provide an opportunity for the best. Let's see what happens. The process is underway, there are appointments. They are single - dozens, relatively speaking, but there are very significant examples. So, one of our reservists became governor. We are proud of it. Moreover, now the new governors are calling with a specific request - give people.

We have created a special online platform that brought together reservists across the country. Gradually, a certain professional community appears; teams are starting to form, and not only within the same region. For example, Kamchatka and Petrozavodsk come up with some projects, some of them reach the regional level and, I think, will begin to be implemented. This is also interesting. Plus, the reservists themselves are people with an active lifestyle, they are prone to self-organization.

So, regardless of us, their congresses are already taking place in federal districts. Many themselves come to the governors and offer their
ideas.

They have some documents that they are included in this personnel reserve?

All those who passed the first stage of selection received an honorary badge of a reservist. Plus, their names are on the project website. Everything is public. But at the same time, we try to warn people against the illusion of getting a pass to another world. And some perceive their entry into the project in this way. They come and say that I am a reservist, appoint me a deputy minister somewhere in the province.

Recently, a law was adopted on the declarative nature of the publication of information about income for government officials. Maybe it should be made mandatory in the near future?

Let's see, it seems to me that in any case, this is rather a public action that indicates the attention of the country's leadership to the problem of corruption. So far, only the beginning. When the second, third year passes, you will be able to see what someone said. If an official suddenly has a yacht, then this is suspicious. The process has been launched... But, in fact, today there are a lot of people who really build their career, value their reputation, and in this sense, many are simply afraid to get dirty. People come to power with a completely different motivation.

Yuri Shchekochikhin in 2001 in an interview with our magazine said that "corruption is the air we breathe." It seems to me that since then the situation has seriously changed ...

She changes a lot. Indeed, there is a lot of corruption. But maybe because we communicate with such a contingent of people who appear as islands, there is no feeling of some kind of total catastrophe. Yes, there are many dishonest officials at the regional and federal levels, but this is not only a nationwide problem. Therefore, the measures that are being taken should bring a certain effect. The main thing is the arrival of a new wave of people who stand up not only for their future, but also for the future of our state. They should be the vast majority, then everything will be fine.

Some experts call for the use of the so-called lie detector for candidates for vacancies. What do you think is an effective measure for weeding out dishonest people?

In the process of preparing the project, we talked with very different specialists - from psychologists, consultants to representatives of the special services, including the possibility of using a lie detector as one of the elements to identify potentially dishonest people. But I'm not sure about its effectiveness. At one time, in a well-known company, I myself went through the verification procedure for MindReader. This is about the same as a polygraph. In my opinion, not seriously. Perhaps for some separate category of civil servants who, for example, are faced with state secrets ...

Customs officers?

Maybe customs officers... Where stress resistance is important, it is really crystal honesty. But it seems to me that this is a pointless thing, although I could be wrong. Again, speaking about the use of a lie detector for people who have already passed a certain career path, one must understand that if a person has reached some heights, he interacted with a fairly large number of people; and it's easier and more efficient to make 10 calls to find out about it. This will give more information than any lie detector. As for the youth, I don't know. It is important that the eyes burn - enthusiasm, the right teachers. Therefore, I'm not sure. I'm more of a negative one.

What are the requirements for executive assistants in the civil service?

The requirements in the civil service and in business are the same. In fact, I can absolutely seriously say that this is the most difficult position. I have many acquaintances in business structures and public service, so finding an assistant for many is more difficult than a general director, a hundred times. Why dont know. A person must be highly organized, have an extensive set of professional and personal qualities. The assistants that I see with our leaders are usually people whose careers run parallel to the career of their leader, and for many years. This is the rear that you have unlimited trust. Plus, the leader always has so many things to do that there may be some overlap, he can forget something, and the assistant literally becomes his right hand. Therefore, it is very difficult. Where to look for such people? There are really very few of them. A good assistant is a person who must have some other set of internal qualities, ambition. I know examples when people rose from assistants to the highest positions, including in business.

Do you know Stanislav Shekshnya?

Certainly.

Sometime at the very beginning of his career, in 1993, he offered us his books for publication, and they became bestsellers. What can you say about him, about such a formation of people as he is?

Stas helped us with the methodology in preparing the project. He made a very strong impression. First, smart; secondly, he knows a lot. He has a unique combination of consultant experience and practice. It's always important. A person who simply does a lifetime of consulting is usually less persuasive and specific. Plus, it seems to me that he knows how to structure everything, he can decompose complex things into understandable simple modules. Stacks like bricks. He always has a very solid picture and very practical from the point of view of the application. I have seen a lot of business coaches, but he is really one of the best.

Over the years in business, you have probably developed your own intuitive view of people who can become very successful. Thousands of flowers bloom, but which one will tie into a good fruit?

The more I work, the less answers I have to these questions. There are very different cases. I think we need to create conditions - this is important. Plus, professionalism, possession of some specific qualities. And then - there is still an element of chance, which, in my opinion, is quite high. The more conditions you have for these people to grow up, the better.
result.

Nikita Belykh is apparently one of those people. Recently became governor.

Here we'll see. But I think that we need to get together in two years and evaluate. When considering three or four candidates, of course, they look at people. Whether he succeeds or not is a matter of time. Really very difficult region, if it shows up, great. Do you know what is the beauty of our project? The fact that the reservists are a kind of base from which leaders will grow, if conditions are created for them now. 1500 is not enough, there will be more. Intuition also periodically deceives, fails - any person can make mistakes. Therefore, the larger, figuratively speaking, the clearing, the lower the cost of a mistake. When you have a single person making a decision, if intuition failed him, this is bad.

It is said that the Japanese decision-making style, when many people participate, does not always justify itself either.

I'm not talking about style. Rather, it is about freedom of choice - both people and people. In Japan, the level of opportunity is very conditional. The system is built in a completely different way, and a step to the right, a step to the left causes great difficulties.

There is betrayal everywhere. How do you feel about this? Why does it occur?

Is it professional?

Not personally, but in terms of business, work. Same corruption.

This is more of a moral and ethical issue.

Out of 19,000 selected candidates, is this issue taken into account in tests and assessments of competence?

It is taken into account, but not as much as we would like. Now we are silently finalizing the test - it was more business-oriented. Social aspects are hard to measure. We did our best, and the system allows us to reveal a lot in the candidate's personal profile. Firstly, these are quite experienced interviewers who are able to determine some qualities of a person. Secondly, again, when it comes to appointments, you will still try to find out the opinion of others about him - his acquaintances, colleagues, managers. Especially if we are talking about those people who have gone through a certain path. If a person has not betrayed anyone in his 15-year career, there is probably a chance that he will not betray. We had a case, we excluded a person from the reserve simply because he provided false data. Perhaps he is really a super professional, but, nevertheless, this fact speaks volumes.

Experts, characterizing our Prime Minister, note such quality as his inability to betray.

It's true. The theme of betrayal and reliability of a person is important in a relationship. Any manager must be reliable, and the leader is doubly so.

Talent pool - opportunities for young people

“There really was a failure. Why did it happen? Probably for the same reasons for which there was a failure in the economy. The country has changed, the systems that worked for one economy turned out to be unsuitable for another. No one created new ones at that time, and therefore for some time they lived according to the principle - select loyal and understandable ones, those whose experience and capabilities are familiar to you. There is a certain logic in this in conditions when the system is unstable or simply destroyed.

In such a situation, the criterion is not only professionalism, but also trust. But it's really a limited system. And therefore, at some point, the logic itself led to the need to recreate the system of reproduction of personnel. It started with business. He live, there the conditions are tougher and the criteria are clearer. Therefore, corporations were the first to hire professionals from outside. Then the authorities came to this. Today, in a number of regions, there is already an understanding, including at the municipal level, that the reproduction system should work, social elevators should be created that will carry people up primarily on professional grounds.

Yuri Kotler: The President confirmed the effectiveness of the party personnel reserve

“Separately, I would like to note that, commenting on the issue of governors, about what changes have taken place in the outgoing year, the President noted the role of the Party and the party reserve, from which candidates are selected. It was very pleasant to hear it from the first person of the country. The head of state also said that we have a lot of people in the reserve, there is someone to choose from, and the future of the political system from the personnel point of view is in good hands. This is a high assessment of our work, which indicates that work on the formation of the reserve is being carried out in the right direction.”

Politics: Dmitry Medvedev proposed to change the principles of work of officials

During the meeting, representatives of the working group proposed to create an open nationwide online exam for civil servants, which should be held in three cases: when a new person enters the service, if an official wants further promotion, and with the personal initiative of a civil servant, if he wants to be paid attention to . Yuri Kotler, president of the autonomous non-profit organization Personnel Reserve - the Country's Professional Team, who prepared these proposals, said that the exam should be held on knowledge of the Constitution, laws, practice, Russian and foreign languages. According to Kotler, the winners of such exams should be included in the nationwide resume database, then the leaders will be able to fight for people.

Yuri Kotler: "The project gives additional impetus and opportunities"

The fact that they do not work at all, I do not agree. Perhaps they do not work as efficiently and understandably as we would like. Sometimes we hear criticism that, they say, the leader came and recruited all the acquaintances. But he recruited those acquaintances who had gone through a certain school. Another thing is that this elevator should not limit other social elevators. There must be a single system. She is under construction now. If we look at the personnel of the new government, we see that the system brings new people to the top.

Kotler: The enlarged government will create feedback

According to him, such "openness of the government" will prevent the bureaucracy from closing in on itself, increase the effectiveness of decisions made by the authorities, and reduce corruption in Russia. “The President today demonstrated openness to a wide range of people. Dmitry Medvedev is not afraid, relying on the circle of his supporters, to involve in the discussion people who openly criticize him, but, nevertheless, are ready to adhere to his course. Brilliant logic was demonstrated today, the increase in opponents made it possible to create competition, unleash a discussion,” Kotler said.

Yuri Kotler could shoot himself due to financial problems

Found dead, a member of the United Russia expert council, Yuri Kotler, filed a lawsuit against the Novorossiysk Commercial Sea Port, where he previously worked as deputy general director. On May 8, 2018, the Moscow Arbitration Court declared him bankrupt due to a debt of 49 million rubles.

This was reported in the Investigative Committee of Russia.

The top manager did not get in touch for three days, Ren-TV notes. His wife, who lives in France, after unsuccessful attempts to reach her husband, asked the driver Kotler to check if everything was in order with her husband. The driver was unable to get into the rented apartment, after which he called the police.

The report of the Investigative Committee, received by Gazeta.Ru, states that one of the main versions of Kotler's death is suicide. This, according to the investigation, is evidenced by the door closed from the inside, the absence of traces of strangers.

During the inspection, it was revealed that the order in the apartment was not violated, as well as the absence of signs of a struggle. At the moment, investigators establish the circumstances of the incident and interview neighbors.

“The course of the check was taken under personal control by the head of the Russian Federation for the city of Moscow, Alexander Drymanov,” the Investigative Committee noted.

Police found a suicide note next to the body.

A Russian political scientist and director on his Telegram channel called the death of a former top manager "strange". “Three weeks ago, we accidentally crossed paths at the airport. He gave the impression of a man full of plans. They said that his candidacy is being considered for the position of coordinator of the expert council under the Government,” he wrote.

From 2007 to 2008, Kotler oversaw work with major institutional and private clients at Troika Dialog. In 2008, he began to lead the United Russia project, which was called "Personnel reserve - the country's professional team."

Five years later, in May 2013, he was appointed Senior Vice President of VTB. He worked at the bank until 2015. Later, Kotler became deputy general director and director of the representative office (NCSP). A representative of the operator of the main oil pipelines, which is the largest shareholder of NCSP, told the media that Kotler was fired in January-February 2018.

In December 2017, VTB sent a request to the Moscow Arbitration Court to declare Kotler bankrupt. According to the court ruling, the man owed the bank 50.4 million rubles, and in 2015 he took a mortgage on an apartment in Bryusov Lane for 80 million rubles.

The former top manager was approved as a member of the expert council of United Russia in February this year. In the release of the party, he is listed as “deputy general director - director of the representative office of PJSC Novorossiysk Commercial Sea Port” (NCSP).

In March 2018, Kotler was elected a member of the board of directors of Russia's largest microfinance company Home Money. This is evidenced by the data of the Corporate Information Disclosure Center. It is known that back in April, the organization made a technical default of 840.2 million rubles, the reason is “lack of funds in the required amount.”

A little over a week ago, on May 8, the Moscow Arbitration Court declared Kotler bankrupt.

“I ceased to fulfill monetary obligations, the deadline for which has come, since there is a judicial act that has entered into force to recover Yu.Yu. from Kotler. funds, which has not yet been executed, which confirms the fact of the insolvency of the citizen, ”the court file says.

On the same day, the court began the procedure for confiscating Kotler's property to pay off VTB's debt.

There are two entries in the file cabinet of the Savelovsky Court of Moscow in the civil case between Kotler and NCSP. Judging by the documents, the last hearing in the case took place on May 14 - two days before the police discovered the body of a former top manager.

And businessman Yuri Kotler is one of the most discussed topics of the last week. Some believe that he committed suicide due to bankruptcy and career failures. Others are building conspiracy theories that perhaps there was no suicide, offering to recall Kotler's last place of work - in one of the structures of the Magomedov brothers. Still others talk about psychological problems from childhood. And what if the text of the suicide note was misunderstood by everyone?

On May 16, in the center of Moscow, in the apartment of the house at Bolshaya Nikitskaya, 43, Yuri Kotler, a former member of the Supreme Council of United Russia and former vice president of VTB Bank, was found dead. The alarm was raised by his wife Natalia, who lives in London (previously lived in France). She could not get through to her husband for three days, so she asked Kotler's personal driver to check all possible addresses. He turned to the police for help. The door to a rented apartment, where the body of the once influential and businessman was found, had to be opened by a grinder.

As it turned out, Kotler had been dead for two days. On May 13, he celebrated his 50th birthday. The consequences of a stormy feast did not clean up. To disassemble packages with expensive gifts, too - they remained standing in the corridor. And the next day after the anniversary, on May 14, as the investigation believes, he sat on the bed, squeezed the Winchester Super X3 sporting gun between his legs and put a bullet in his head. A suicide note with a funny smiley at the end was found next to the body. There were no signs of violence on the body of the deceased, the door was locked from the inside. No traces of an autopsy were found either on the balcony or on the windows. No signs of a struggle were found either. Therefore, the police came to the logical conclusion that Kotler had committed suicide.

Despite the obviousness of the situation, the Investigative Committee appointed a pre-investigation check. She was taken under personal control by the head of the Main Investigative Committee of the TFR in Moscow, Alexander Drymanov. Without waiting for it to end, the media put forward several versions that could make Kotler pull the trigger.

Our reference:

Yuri Kotler was born on May 13, 1968 in Moscow. In 1990 he graduated from the international department of the Faculty of Journalism of Moscow State University. At the same time, he studied at the Karl Marx University in Leipzig with a degree in International Relations. Since 1990, he worked as an economic observer at RIA Novosti, was a correspondent for The New York Times, and directed the Russian version of the weekly Financial and Business News. In 1997, he was appointed Director of Public Relations and Advisor to the Chairman of the Board of Directors of CJSC Interros-Consent, NPF Interros-Dignity and CJSC Interrosleasing, merged into the Interros-Fincom holding. Since 1999, he headed the press service of the Center for Strategic Research and was an adviser to the chairman of the Center during the first election campaign. Since 2000, he has been a senior consultant at Ward Howell. In 2003, he headed the PR Department of the MENATEP Group, after which he was a member of the Board of Directors of MIEL Real Estate for two years. He was also engaged in recruitment at the recruitment agency Ward Howell International. In 2007–2008, he oversaw work with major institutional and private clients at Troika Dialog. From 2013 to 2015, he served as Senior Vice President and Advisor to the Head of VTB Bank. After that, he worked as Deputy General Director - Head of the Moscow Representative Office of PJSC Novorossiysk Commercial Sea Port. He also headed the Institute of Contemporary Leadership of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation. Since 2000, he was a member of the United Russia party, where until 2013 he led the party project "Personnel reserve - the professional team of the country." Until 2018, he was a member of the Supreme Council of the party and an adviser to the chairman of United Russia. In February 2018, he joined the Bureau of the Supreme Expert Council of United Russia - he became one of 30 experts agreed by the Presidium of the General Council of the party to carry out its rebranding.

End of career and financial ruin

More often than others, there is an opinion that financial problems forced Kotler to take his own life. Indeed, for the past six months, the affairs of the once successful businessman have gone downhill. In January, he was fired from the post of deputy director of Novorossiysk Commercial Port PJSC (NCSP) for systematic absenteeism, where he headed the Moscow representative office.

As Igor Demin, adviser to the head of Transneft, said, the decision to dismiss Kotler was made by the new general director of the company, Sergei Kireev, who took this position at the end of December last year. At the time of dismissal, Kotler had accumulated more than a month of recorded absenteeism. The former deputy director of NCSP did not receive the "Golden Parachute" provided for upon dismissal.

Yuri Kotler

Kotler considered that he was fired illegally, and at the end of April he went to court. “The claims are the recovery of unpaid wages and monetary compensation for late payment of wages,” said Maria Mikhailova, spokeswoman for the Savelovsky Court of Moscow. However, Doctor of Economic Sciences Nikita Krichevsky said that Kotler's requirements were completely different: “He sued NCSP not about unpaid wages (here the prospects are 100 percent), but about the “exit parachute”, salaries with which he hoped to close the mortgage. And he knew that nothing was going to happen to him.” According to the plaintiff's calculations, the company owed him 5 million rubles - salary since the end of January and compensation for illegal dismissal.

On May 14, the day of Kotler's death, the judge held the first hearing on the lawsuit. But the plaintiff himself was not present at it, he sent his representative. And the first hearing in the case was to take place at the end of June.

At the end of March, Kotler tried to improve his financial situation by joining the Board of Directors of a large microfinance organization LLC MFC Home Money. But this attempt was also unsuccessful: in April, the organization made a technical default of 840.2 million rubles due to "lack of funds in the required amount."

And on May 5, the Moscow Arbitration Court declared Kotler insolvent. The lawsuit was filed by VTB Bank, where Kotler previously served as vice president. As it turned out, two years ago, when things were going well for him, Kotler took out a mortgage from a bank. He was going to buy an apartment in Moscow at: per. Bryusov, 2/14, building 4, apt. 32. Housing in an elite area cost 80 million rubles. Kotler was no longer able to pay off his debt. He owes VTB 48.7 million rubles and 1.6 million penalties and fines. As the court found, the total value of all Kotler's property turned out to be less than the amount of creditors' claims, so he was declared insolvent. Kotler did not go to the court session, at which he was limited in his right to dispose of any property belonging to him. The personal bankruptcy hearing was scheduled for November 1, 2018. Perhaps, in order to avoid it, Kotler filed a lawsuit against NCSP. But, apparently, he himself understood that there was no prospect of winning the case.

Only connections in high circles could save Kotler from a complete financial collapse. His party career has always developed successfully. But at the beginning of the year he was expelled from the Supreme Council of United Russia. And the recent reshuffle in the cabinet of ministers hit hard on the Open Government, in which Kotler took an active part. Therefore, the director of the Center for Political Science Research at the Financial University, political scientist Pavel Salin explained the reason for his suicide in this way: “Most likely, this is the story of a psychological breakdown of a man - a careerist in a good sense, who at once in several areas of his activity suffered a complete fiasco, both from a career point of view, and with the material, and the age of 50 years - summing up - all this had a negative impact. This was a man who always wanted to go up. Job loss, bankruptcy broke him.”

Yuri Kotler

On the other hand, in February 2018, Kotler was included in the Bureau of the Supreme Expert Council of United Russia. Political scientist Nikita Isaev shared this detail: “Recently, my friend met him at the airport. Kotler said that he was going to re-enter the corridors of power, where he was going to reconfigure the country's government. He said that he had the opportunity to return. Many recall that lately Kotler was full of enthusiasm and expected a new upsurge in his political career, made plans to become the coordinator of the expert council under the government of the country. Therefore, the version that financial and party collapse was the cause of suicide does not look 100% convincing.

Criminal trail

A number of media suggested that Kotler's suicide was on the conscience of the Magomedov brothers. From 2016, until his dismissal in January of this year, the experienced top manager was Deputy General Director of PJSC Novorossiysk Commercial Sea Port, and headed the Moscow office of the company. NCSP is one of the main transport hubs in Russia and the third busiest port in Europe. A 50.1% stake in the port is owned by the Cypriot company Novoport Holding Ltd, equally owned by the Summa group of companies of the brothers Ziyavudin and Magomed Magomedov and the Transneft company, headed by Nikolai Tokarev. Another 20% of the port's shares are held by the Federal Property Management Agency, and the rest - by minority shareholders and on the open market.

Brothers Magomedov

On March 31, co-owners, the Magomedov brothers, as well as the head of a company that is part of the Summa group, Artur Maksidov, were detained. They are charged with creating a criminal community, several episodes of fraud and embezzlement. They are also suspected of seven episodes of embezzlement totaling 2.5 billion rubles - enterprises controlled by Summa inflated estimates and inflated prices for goods and services. OPS members face up to 20 years in prison.

Just before the arrest of the Magomedovs, Transneft was going to buy out its stake in Novoport Holding Ltd from the Summa group in order to bring its stake in the port to a blocking stake. However, after the arrest of the Magomedovs, the deal was suspended.

According to Kotler's acquaintances, as part of the Magomedovs' case, he was summoned for questioning as a witness. It is possible that the former head of the Moscow representative office was involved in negotiations on a deal around NCSP. “The last few weeks, Yuri has been very upset about something and a little scared. Although Yuri resigned at the end of 2017 from the NCSP office in the capital, the investigation had questions for him in the framework of the Magomedovs' case, one of the businessman's acquaintances said. According to him, meetings with the security forces were very "strained" before the cheerful lover of parties and social gatherings.

However, representatives of the Magomedov brothers' defense claim that Kotler's name is not found in the materials with which they were acquainted. This means that the version that a businessman and politician with connections in the highest circles committed suicide so as not to be in the same dock with the Magomedov brothers is also in doubt. Could they "order" the imitation of suicide and get rid of an unnecessary witness? It is unlikely that one will ever get an answer to this question.

By the way, for some reason no one remembered that Kotler worked at VTB before NCSP. And he is not the first top manager of this bank found shot in the head. A few years ago, Alexander Furin, chief specialist of Vneshtorgbank, shot himself in the head. And top manager Oleg Zhukovsky was found tied at the bottom of the pool, and his death was also recognized as a suicide.

Family matters

In a suicide note found on the table, Kotler wrote: “Boar, you are a real friend, strange and funny, but real. But not me. And I love my family madly, and I let them down so badly. And I love my mother, if she had said at least once in her life that she loved me, everything would be different. Get strong!"

All journalists decided that Kotler was referring to a certain friend whom he called "Boar". And for his death, he blames his mother, who allegedly did not give him enough love in childhood. Psychologists have come to the conclusion that this indicates a narcissistic personality type of a suicide. And hundreds of comments appeared on the network, the authors of which are surprised at how infantile the 50-year-old United Russia and successful businessman turned out to be. Like, to live to such an age and not solve problems with his own mother ... Strange. Yes, and it is difficult to imagine a Jewish family in which the mother does not love her child so much that she never even told him about her love.

Indeed, strange. But everything falls into place, if we assume that in the last note Kotler refers not to a certain friend, but to his adopted son Ivan. And he calls his own wife Natalya Kretova, who is not his mother, “mother”. After all, as in every family, in a conversation with children, fathers call their wives “mother”.

To understand why this version seems logical, it is worth delving a little into the history of Kotler's marriage.

Who was the successful businessman and politician married to? Natalya Kretova is a former supermodel. In 1990, at the St. Petersburg Schlager festival, she met Sergei Katin, one of the founders of the Dune group, the author of the hit Land of Limonia. The popular showman was 12 years older than Natalia, besides, he was already married, raised his daughter - the future "tattoo" Lena Katina. However, all this did not stop the stormy romance, and in 1992 Kretova and Katin got married and went to live in Paris. Asya Katina, mother of Sergei Katin and grandmother of Lena Katina, told reporters about this.

Yuri Kotler and his wife Natalya Kretova

In 1994, the couple had a son, Ivan, but the appearance of a boy could not save the marriage. In 1996, it broke up, Katin returned to Russia. “He explained to me that he feels like a “second-class person” abroad,” Asya Katina explained.

Natalia Kretova stayed in Paris with her little son. She got married for the second time in December 2003, when Vanya was already 9 years old. 35-year-old Yuri Kotler at that time was a very promising option: he was a member of the board of directors of the MIEL real estate company, led the party project "Personnel reserve - a professional team of the country." Kotler became a new dad for Vanya, and, apparently, managed to make friends with his adopted son, who at the time of his suicide was already 24 years old.

Natalia Kretova

The couple had a joint child only 12 years after the wedding, in August 2015. Kotler at that time reached the pinnacle of success: he became a member of the board of directors of VTB and the Supreme Council of United Russia. Happy mother Natalya Kretova shared photos of newborn Vladimir on social networks. However, she did not return to Russia, and this time, she remained to raise children in London. Which, however, did not destroy the family: in December last year, Natalya posted a photo with Kotler and the comment: "15 years with the best person in the world." The couple in the picture looks happy.

However, six months later, Kotler, who, according to his friends, never abused alcohol, suddenly started drinking heavily. Perhaps, just before committing suicide, he received some unpleasant news related to the family. Just a few days before his suicide, on May 10, he was seen at the expert council of United Russia: “He was cheerful and cheerful, whispering and giggling with his neighbors. He did not give the impression of a person with serious problems.

It is unlikely that family problems forced Kotler to pull the trigger of his rifle. However, they may well have been the last straw that motivated him to make such a decision. Before his death, he complained to his adopted son that if his mother ever confessed her love to him, then "everything would be different."
