When Vladislav Safonov left his post in December, he spoke at a meeting of the Council of Ministers of Azerbaijan. There are people in the world who at first glance inspire persistent disgust. All their life and activity, all their deeds seem to cry out: “I am a scoundrel!” One of these types was the former Major General Vladislav Safonov, who during the years of the national liberation movement of the Artsakh Armenians was the military commander of the state of emergency in the Nagorno-Karabakh Autonomous Region and adjacent regions.

It is a type, because it is impossible to call this creature a man even with a big stretch. Unconcealedly greedy for bribes, weighed down by numerous vices, including an uncontrollable craving for alcohol and gluttony, having neither conscience, nor officer honor, nor moral principles, this bastard in uniform was simply perfect for the role of the first friend of the Transcaucasian Turks. And really something, but these guys have a unique flair for unmistakable calculation in the ranks of numerous military and civil officials, politicians, journalists, and so on, unprincipled individuals like Safonov. In those years, the company of the conductors of the Azerbaijani genocidal national policy against the Armenians of Artsakh crept up marvelous: Polyanichko, Voiko, Kondratyev and other riff-raff, going out of their way to please their Baku sponsors, not shunning any crimes.

Appointed to his position and overwhelmed with money, gifts and offerings from the gold-toothed envoys of the Caspian Sea, a type in uniform, endowed with unlimited power in the complete absence of control by the generals of the Gorbachev era, in a short time turned Artsakh into a real likeness of one huge concentration camp, where national laws were systematically and massively violated. , civil and human rights of the indigenous Armenian population, where state terror has become the norm, accompanied by flagrant arbitrariness, arrests without trial or investigation, kidnappings for ransom, bullying, including women and children, torture, reprisals, executions and murders in the middle of day. Where only the armed rabble, dressed in the uniform of the Azerbaijani OMON, felt great. And only he ruled the court - the commandant Safonov. And it is not at all surprising that for his numerous crimes against the Armenian people, the executioner in uniform was elected a delegate of the 28th Congress of the CPSU from Azerbaijan, joining his friends-accomplices - the chairman of the republican organizing committee for the NKAR V. Polyanichko and the chairman of the regional department of the KGB E. Voiko .

This is how the honest Soviet officer Viktor Krivopuskov, who served in Artsakh and later wrote the book "Rebellious Karabakh" - a collection of memories of that time, characterized Safonov.

“The commandant of the state of emergency area, General Safonov, serves Polyanichko with blind devotion, which means he fulfills any instructions for Baku. By the way, it is known that the general is fairly appeased by the Azerbaijani leadership with expensive gifts. Looking at them, many of their subordinates try to keep up.”

“Why doesn’t the commandant’s office stop the actions of illegal Azerbaijani formations on the territory of the state of emergency?” I asked Colonel Shevelev.

With all this, despite the enormous power and unlimited military capabilities, the nit could not even step on Armenian soil without numerous guards, living in the former reception house of the Nagorno-Karabakh regional committee of the CPSU behind a triple military cordon.

But everything in the world, both good and bad, ends sooner or later. And at the end of November 1990, with the release from the duties of the commandant of the state of emergency, the era of Safon rule in Artsakh ended. And after the loss of his post, Safonov was not needed by the Transcaucasian Turks either.

However, as the war criminal Safonov himself admitted, "Armenians never forget those who do evil to them."

On April 8, 1991, in Rostov-on-Don, short bursts of machine guns sounded, killing the Lieutenant Colonel of the Internal Troops of the USSR Ministry of Internal Affairs Blakhotin on the spot. However, the shooters were mistaken: the bullets intended for the Karabakh executioner Safonov did not reach the addressee. Safonov himself, who perfectly understood that he should have been in Blakhotin's place, tearfully demanded additional security for himself and stopped leaving the house. However, a year passed, the second, everything was quiet, and Safonov's rabbit heart began to calm down a little: what if everything was over and they forgot about him? However, in August 1993, news reached the war criminal about the execution of his first friend and another favorite of the gold-toothed Baku public - Viktor Polyanichko. Polyanichko's motorcade was shot on August 1, 1993 in the mountains of Ossetia.

Since then, the former Karabakh military commandant, having once again secretly changed his place of residence and cut off all ties, has not appeared in public again. Safonov allows himself rare intimate conversations on the phone only with the woolen envoys of the Caspian Sea, with whom he generously shares his memories of his “heroic” deeds of that time. And then these heartfelt conversations in the form of interviews find a place on Azerbaijani propaganda sites, in which the corrupt creature invariably appears as an "uncompromising and incorruptible" guardian of the territorial integrity of Azerbaijan.

Let's listen to the boastful revelations of the Volgograd recluse. Longing for “bread” positions, heroic lies, undisguised Armenophobia and racist ideology, a cheeky semi-criminal tone - all this says a lot about the moral character of the Soviet general, who of his own free will became a war criminal. “I always feel joy when they call me from Baku. Azerbaijanis are a wonderful, kind people. And they (Armenians - P.) did not even try to bribe me.

I gave Azerbaijan part of my soul, part of my heart. I even suggested to Mutalibov that I be appointed Deputy Minister of Internal Affairs of Azerbaijan, I was ready to stay in Azerbaijan and help the republic in Nagorno-Karabakh with all my might. Once I was informed that the mutilated body of an Azerbaijani boy had been found not far from Shusha. I took the child in my arms and took him to Shusha, to the doctors (presumably, no one figured out to take the mythical boy to the hospital before Safonov arrived - P.). We arrive in Shusha, and there is already a crowd of Azerbaijanis. Someone has an ax in their hands, someone has rods. I understood their condition and therefore turned to them with a request to make way and give me the opportunity to carry the child to the doctors. People parted, and I brought the child to the hospital. Fortunately, the doctors managed to save the boy, and the Azerbaijanis did not go to sack the Armenian village.

Or one day they tell me that a helicopter has arrived from Armenia. It turned out that the deputy of the Supreme Soviet of the USSR Galina Starovoitova had arrived. I realized that they came to stir up in the area. I ask her why she flew in from Armenia, for what purpose she showed up, and whether Baku gave permission for her arrival. Starovoitova in response began to shout that she was supposedly a deputy of the union parliament, and Baku did not have a decree for her. Then I take her by the scruff of the neck, shove her into my UAZ and take her to the commandant's office. All the way she screamed and threatened to take off my shoulder straps and bring me to justice. I brought her to the commandant's office, took her to my office. Look, it's all gone. So I did not let her into Karabakh.

Shatalin, then commander of the Internal Troops of the USSR Ministry of Internal Affairs, who married an Armenian woman, drank a lot of blood to me.

I was "ordered". Killers must leave Lebanon to eliminate me. For a whole month, KGB officers were on duty in my apartment, and servicemen of the internal troops guarded the house on Mira Street.

Here he is, "ordered from Lebanon", a bastard, a sycophant and a war criminal, who did not save the unfortunate terrestrial integrity of the Transcaucasian Turks. The Armenian verdict on a corrupt creature turned out to be worse than a death sentence.
