Consolidated detachment

SOBO - consolidated operational detachment- in the Soviet Union, a temporary operational-troop unit formed for a specific task from employees of law enforcement agencies and military personnel of the internal troops and the Ministry of Defense in order to solve suddenly arising tasks of releasing hostages, releasing a captured aircraft, detaining or eliminating a particularly dangerous armed criminal group, suppression of riots in places of deprivation of liberty.

population

The number of the detachment was not limited. Depending on the complexity of the task, according to the decision of the heads of law enforcement agencies responsible for the formation of the unit, it could be different, from several dozen (when detaining 1-2 armed criminals) to several hundred (when eliminating a riot and freeing hostages in a penitentiary institution) .

Structure and tasks

Employees who were part of SOVO, depending on their professional orientation, level of training, standard weapons, were divided into following groups:

  • Intelligence, Information Gathering and Analysis Group- collection of information about the criminals, their location, weapons, the location of the premises of the building, the aircraft, the location of the hostages, analysis of the information received for the purpose of subsequent reporting to the head of headquarters.
  • negotiation team- direct negotiation with criminals.
  • Blocking group- blocking the place of the operation, the goal is to prevent criminals from fleeing the scene.
  • Cover group- sniper and fire support of the operation, covering fire of the capture group during the assault.
  • capture group- conducting an assault, direct detention or liquidation of criminals.
  • evacuation group- ensuring the evacuation of hostages and victims during the operation, providing them with first aid.
  • Communication group- ensuring radiotelephone communication of the head of headquarters with the participants in the operation and senior management.
  • Housekeeping Group- logistics and economic support of the operation.

Combat experience

In the 1960s and 1970s, consolidated detachments were used more than once to solve particularly resonant, suddenly arising problems of a criminal nature. Especially characteristic at that time was the use of this formation to suppress riots in places of detention, which did not occur as rarely as the country's leadership would like. The actions of SOBO formed the basis of one of the episodes of the film "Lawlessness", which shows a riot in the colony and the actions of the authorities to suppress it.

As a good example of the combat use of SOBO, we can cite the operation to free the hostages in an airplane hijacked at Bykovo airport in 1973. Given that such events were classified at that time and were not subject to publicity, the details of the operation are not known. It is only known that the combined detachment consisted of employees of the Ministry of Internal Affairs, the KGB and servicemen of the internal troops who provided the cordon. The capture group consisted of operational workers of the metropolitan police. The headquarters was headed by the Minister of the Ministry of Internal Affairs Shchelokov N. A.. The capture group was headed by an employee of the MUR Art. police lieutenant Alexander Popryadukhin. A few days later he was awarded the title of Hero of the Soviet Union and the extraordinary rank of police captain, as the newspaper Komsomolskaya Pravda later reported "for the detention of a particularly dangerous criminal in Gorky Park."

As an unfortunate example, we can cite the preparation and implementation of measures to suppress the riots in Novocherkassk, which took place in 1962, when, due to miscalculations in the planning of measures, an incorrect assessment of the operational situation and, accordingly, an unreasonably intensive use of force (up to and including conducting fire to kill), which caused numerous casualties among the participants in the speech and outsiders. As during the Tbilisi events that took place much later, in 1989, experience has shown that such specific activities as the elimination of mass riots should be carried out by the police and specially trained internal troops. The replacement of these forces by the army and the leadership of the operation by army leaders leads to unjustifiably high casualties.

It should be noted that despite the professional training of the head of the operation and its participants, SOVO was still a temporary formation, which affected the coherence of the team. With this in mind, at the end of the 70s, it was decided to create specialized, permanent units capable of solving these tasks. So the group "A" (Alpha) appeared in the KGB, in the internal troops of the URSN, in the OMON police.

36. Each production unit at work is a work unit.

The work unit at work is commanded by its commander, in his absence - by an assistant.

To perform self-service work, consolidated work teams are organized for a period of one week from parts of production teams.

At its Sunday meeting, the SC establishes a plan for consolidated detachments and makes demands on the production detachments for secondment of a certain number of Communards to one or another consolidated detachment.

At the same meeting, the SC establishes a plan for the production meetings of all detachments, both main and consolidated, and appoints the chairmen of these meetings from among the educators and senior communards.

If the main detachment is all divided into consolidated detachments, it is considered non-working, does not arrange a production meeting, and its commander submits not a written, but an oral report on the well-being in the detachment.

The production meeting of the working detachments takes place on Sunday at 2 and 4 o'clock in the afternoon.

By 12 noon on Sunday, each commander of the main detachment must submit to the CSC a list of his Communards, indicating in which working detachment each works.

On the basis of these lists, the SSC draws up lists of working (combined) detachments and transfers them to persons appointed to conduct production meetings.

45. At the production meeting, a weekly work plan is established from the detachment, the tools and production needs of the detachment are determined. In consolidated detachments, in addition, the commander of the consolidated and his assistant are elected.

All these resolutions are written down in the detachment report form, prepared for the detachment's report within a week.

The consolidated detachment is considered to exist only at work, where it reports to its temporary commander. At the end of the working day, the detachment is considered non-existent and its members are free from subordination to the commandant's consolidated detachment.

The exception to the previous one is the commandant's consolidated detachment and all consolidated detachments bearing the 17th number and working without fixed hours. For example, the 17th consolidated, working in a hospital, if there are many patients there, and the 17th consolidated, working on the delivery of water, if the water supply system has deteriorated.

49. Each consolidated detachment has a number characterizing the duration and hours of work, and a letter representing the first letter of the name of the work. Training detachments do not have a letter and are named according to the serial number of the training group: 1st, 2nd, 3rd, 4th, 5th consolidated.

The commandant's combined detachment performs all work on cleanliness and monitors the cleanliness of the body and costume of the pupils. The commander of the commandant's consolidated detachment has the right to remove him from the table or from the bedroom of the communard if he is not clean enough.

The duties of the commandant's consolidated detachment are the haircut of pupils and the organization of bathing.

The consolidated detachment serving the heating is called the hot consolidated detachment.

Each consolidated detachment at work is obliged to strictly follow its plan and note in the report all deviations from it.

All working detachments, except for the commandant's, hot, guard and 17th consolidated, go to work on the signal "to work" and finish work on the all-clear signal.

During the time from the “get up” signal to the “sleep” signal, the watchdog consolidates the hanger and the sleeping in the bedroom, and at night only the latter.

All the keys to the entrance doors are handed over to the guard detachment for the night.

The combined detachment serving the kitchen and dining room is called the "senior mistress".
