Certification - the process by which management and teaching staff confirm that the level of their competence and qualifications meets the requirements of the professional standard for the type of their teaching activities (website of KRIP and KRO Kemerovo).

In accordance with the Regulations on the Department of Education and Science of the Kemerovo Region, approved by the Resolution of the Board of the Administration of the Kemerovo Region dated 05.02.2007 No. 12, in the framework of public administration and for the purposes ofincreasing the professional competence of pedagogical and leading education workers, as well as increasing the level of educational services.

To the certification procedurepedagogical and leading employees are allowed teachers who have:

    higher professional education, confirmed by a state-recognized document;

    work experience of at least three years of managerial (pedagogical) activity;

    certification for compliance with the position held or for the establishment of a qualification category (first, highest);

    performing their job duties efficiently and in full;

    positive results of work, confirmed by the petition of the head of the applicant, the pedagogical community (parents, local authorities) and copies of documents testifying to achievements in professional activity.

This list automatically limits the number of teaching staff who can pass the certification procedure, for example, a young specialist (up to 3 years of experience) or a teacher without higher education.vocational education or not having an established qualification category will not be able to pass it.

To pass the certification procedure, teachers need to have basic knowledge in the field of information technology, since the testing itself is a computer exam that requires certain knowledge.

The questions that the applicant will answer in the certification process are based on knowledge of certain sections. Duration of computer testing is 1 hour. Educators who have completed the certification are considered to have passed the certification.at least 80% of tasks .

As a result of successfully passing the certification of a managerial and pedagogical worker, a certificate is obtained. Certificate is an official document of the established form. The certificate is valid fortwo years.

The certificate testifies to the high level of professional competence that ensures the quality of teaching activities. The certificate allows, when filling out the assessment sheet of the methodologist of additional education in section No. 3 "The level of competence of the methodologist" in the column "Passing certification" to put down 10 points within 2 years.

I have worked out and studied the material offered on the website of KRIP and Kro in Kemerovo, the section "Certification", which made it possible to draw up an approximate list of testing questions for the position of "methodologist in the organization of additional education." Please note that the questions proposed in the testing are approximate and may not exactly coincide with the questions of real testing. But, nevertheless, they allow the subject to check the level of their training in a particular section, and, if necessary, re-examine the original sources offered by the developer.

In the context of the development of the voluntary certification system in various fields of activity, along with the certification of products and the quality management system, the procedure for certification of personnel is of particular importance, since a person becomes the most valuable resource of competitiveness of both an individual organization and the country as a whole. At present, both the state and employers and workers of all levels are interested in the personnel certification procedure. Every working person should be aware of his potential, constantly update his own existing competencies and receive official confirmation of their presence as his main property, ensuring professional success and increasing the level of social protection.

Certification is a procedure during which the competent authority confirms the level of competence and qualifications of an employee. The basis of the certification procedure is a professional standard, which contains qualification requirements for knowledge, abilities, skills by type of professional activity of a specialist, as well as the level of his education and training.

In 2012, the Federal Law of 03.12.2012 No. 236-F3 amended article 195.1 of the Labor Code of the Russian Federation, legislatively consolidating the concepts of qualifications and professional standards on which certification is based.

A professional standard is a characteristic of the qualifications required by an employee to carry out a certain type of professional activity. Qualifications - demonstration of personal qualities, education, training and work experience.

The main tasks solved during the voluntary certification procedure:

Periodic verification of professional qualifications for compliance with the accepted criteria;

Confirmation of the professional and social status of the teacher, the level of his qualifications in a particular area;

Stimulating the professional development of teaching staff, creating a system of moral and material incentives in accordance with the existing system of remuneration;

The use of certification as a means of improving the efficiency of management in education: selection of participants in professional competitions, formation of a reserve for the positions of heads of educational organizations.

Leadership and teaching staff of educational organizations (regardless of their organizational and legal form) can take part in certification. Applicants for certification must be certified, have a higher education and experience

work for at least three years, as well as fully and efficiently fulfill official duties and have certain professional achievements.

Voluntary certification of the heads of professional educational organizations of the Kemerovo region began on 01/09/2014, and teachers - on 01/01/2015. By order of the Department of Education and Science of the Kemerovo Region dated 05.05.2014 No. 815, the prepared amendments and additions to the previously developed Regulation on the procedure for voluntary certification of management and pedagogical workers of the education system of the Kemerovo Region were approved, in accordance with which scientific, methodological, informational and organizational and technical support procedures for certification of employees of educational institutions of secondary vocational education, preparation of information and analytical materials for the certification commission of the Department of Education and Science of the Kemerovo Region is provided by the Kuzbass Regional Institute for the Development of Vocational Education workers of professional educational organizations).

In the process of preparing for the specified procedure, GBU DPO "KRIRPO" developed and approved the rules for passing computer testing, a memo to the examinee on working with the Sunrav WebClass system. The laboratory, together with the departments of management and economics, pedagogy and psychology of vocational education, prepared test material for computer testing for each category of workers.

In September 2014, a training seminar on the voluntary certification procedure was held for managers and specialists of methodological services of professional educational organizations, at which participants received the necessary methodological recommendations for preparing for certification, the procedure for its implementation and registration of the established documents. In order to prepare experts for participation in the certification commission, in October 2014, 29 people were trained and trained under the additional professional advanced training program “Teo-

ry and methods of pedagogical examination of the activities of educational institutions of general and vocational education and monitoring of state educational standards ”. During the coursework in October 2014, trial testing was conducted for managers and teachers in order to test and refine the test material.

Certification in the form of computer testing is carried out in the following sections:

At present, all professional educational organizations of the Kemerovo region have taken part in the voluntary certification procedure.

From 09/01/2014 to 12/31/2015, executives submitted 268 applications for voluntary certification, pedagogical - 1202. 32 people did not show up for computer testing for a good reason for the entire designated period. 1494 people have successfully passed computer testing and received certificates of the level of professional competence, including 263 certificates of a high level of professional competence, ensuring the quality of leadership, 1041 certificates of a high level of professional competence, ensuring the quality of pedagogical activities. And they are mainly related to the content and design of documents submitted by professional educational organizations. Application for the voluntary certification procedure

Served on the letterhead of the educational organization before the 5th day of each month of the academic year;

In the column "Experience" for pedagogical workers, only pedagogical experience is indicated, for managers - managerial, since managerial and pedagogical workers who have full three years of managerial (pedagogical) work experience are admitted to certification;

The column "Attestation results" indicates the first, highest category or compliance with the position held (sd). If the validity of the certification ends and the documents are submitted to the State Institution "Regional Center for Monitoring the Quality of Education" (Kemerovo, Krasnaya St., 23), then this column indicates the registration number of the application and the date of registration of the application (for example: the first, No. 4322 dated 22.05 .2015).

A copy of the certification sheet for teachers, masters of industrial training and other categories of pedagogical workers (even if the validity period has expired) must be included in the package of documents.

In the upper right part of the application, the position of a pedagogical worker (teacher, social teacher ...) is indicated in accordance with the Decree of the Government of the Russian Federation of 08.08.2013 No. 678 "On approval of the nomenclature of positions of pedagogical workers of organizations carrying out educational activities, positions of heads of educational organizations"; at the end of the application the date and signature must be put.

The petition for the head of the educational organization is signed by the head of the secondary vocational education department of the Department of Education and Science of the Kemerovo Region, for pedagogical workers - by the director of the educational organization and the representative of the collegial management body of the educational organization (the chairman of the trade union committee, or the board of trustees, or the council of the labor collective).

If the surname in the diploma differs from the surname in all other documents, a copy of the certificate of marriage or divorce must be attached.

A copy of the work book is made in full and certified with the stamp "Copy is correct". On the last page, in blue handwritten paste, there should be a record of the head of the personnel department (or other authorized person) "Continues to work to the present."

The certification procedure can be passed an unlimited number of times, since the certificate is issued for a period of two years. Educators often ask: "What does the voluntary certification procedure give?" The presence of a certificate, firstly, allows managers and teachers to exercise their rights to increase wages, receive incentive bonuses, and secondly, it is a positive factor when passing certification in order to establish a qualification category, and thirdly, it is one of the performance criteria educational organization and its rating.

The Government and expert communities are discussing the addition of the national project "Education". It includes 9 large federal projects, including laying the foundations for a new approach to testing the professionalism of teachers. In particular, the All-Russian Popular Front proposes to abandon the current certification system, and instead introduce a unified professional exam. And although the goals of checking the level of training of teachers will not change, the new exam will allow educators and teachers to make plans for their professional development, independent experts say.

The ONF emphasizes that the exam must meet the requirements of the teacher's professional standard and federal educational standards for general education.

It is not known whether the officials will agree to such a proposal, but now another experiment is underway in the Russian Federation - a new model of teacher certification is being tested within the framework of the same national project "Education". Its main difference is that teachers must pass an independent qualification assessment based on the use of uniform federal assessment materials. You will not need any portfolio, certificates or other materials proving that the specialist teaches children well. It is planned that under the new model certification will begin in 2020. At the same time, the division into mandatory and voluntary will remain, and the frequency of inspections will not change either.

What is the timeframe for certification now?

Certification for compliance with the position held in the preschool educational institution of the educator (2019) is carried out, depending on its type, in the following terms:

  1. Certification of teaching staff in order to confirm the suitability of the position held. It is mandatory and takes place within the timeframe specified by the legislation of the Russian Federation. It should be held at least once every 5 years. This type is a check for professional suitability for the position held.
  2. Certification of teaching staff for the establishment of a qualification category is voluntary and is carried out at the request of the employee. This type is a test of professional compliance for the promotion of the category.

If the category is valid for 5 years, you can re-check after 2 years from the date of receipt of the previous category. If the applicant receives a refusal to re-check, he can apply again after 1 year after the refusal received.

According to the regulation on the planned certification of teachers, the period for confirming compliance with the position held is 5 years. Consequently, in 2019, the teaching staff, certified in 2014, will be sent to it.

To pass the check for compliance with the position held, the employee is sent by the head of the educational institution.

In case of late confirmation of the category, it will be canceled.

  • an employee with the first category must apply for attestation to obtain the first category and go through the procedure in general;
  • if the pedagogical worker had the highest category, then it will be downgraded to the first, while there is no need to wait two years to apply for the highest category (meaning, if the person has been holding this position for two years).

In this case, the qualification categories assigned before 01.01.2011 remain valid for the period for which they were assigned. However, the rule according to which a teacher who has worked in the profession for 20 years was assigned the second category “for life” is canceled. These teachers must also be certified every five years.

An application for the highest category of a preschool educational institution (2019 according to the Federal State Educational Standard) must be completed on a special form in free form. This information includes full name. the employee of the preschool educational institution, his address and telephone number, the full name of the educational institution in which the applicant works. Further, in the application, the following information is indicated in stages:

  • request for certification for the selected category;
  • information about the category at the moment and its validity period;
  • the grounds for assigning the category are indicated. At this point, it is important to focus on the requirements for the chosen qualification;
  • a list of educational events in which the employee of the preschool educational institution participated;
  • information about the applicant. Education data, general teaching experience, work experience in last place. If the teacher has diplomas, documents on completion of advanced training courses, it is necessary to reflect this information in the text of the application.

At the end of the document, the date and signature of the applicant are put.

In some regions, multi-stage certification procedures are carried out. For example, the Ministry of Education of the Republic of Tatarstan included additional testing in the inspection of educators: the list of variable forms associated with the examination of the professional competence of the certified employee includes a computer test. To successfully pass the test, an applicant for the highest qualification category must score 90 points.

The completed document is stamped by the educational institution in which the applicant is currently working, and the signature of the head.

Mandatory

Testing for the professional suitability of preschool teachers is carried out every five years. Exceptions are made by persons who have been challenged from passing the test for valid reasons. These include:

  • pregnant women. For them, the test is carried out no earlier than two years after the teacher leaves maternity leave to work;
  • employees with less than 2 years of work experience;
  • employees who have spent more than 4 months on continuous sick leave. It is recommended that they pass the test 12 months after their return to the workplace.

The knowledge test procedure consists of several stages:

  1. Formation of an attestation commission.
  2. Preparation of the list of attested and scheduling of the inspection.
  3. Formation of representation for each subject.
  4. The procedure itself.
  5. Derivation of the assessment and presentation of the results.

If in previous years teaching experience of 20 years or more was a guarantor of lifelong preservation of the second category, today there is no such relaxation. Certification of educators is also required to confirm qualifications.

Currently, the Ministry of Education of the Russian Federation is developing new criteria for assessing the professional compliance of teachers:

  1. Upon successful completion of the certification, the commission gives an opinion on the suitability of the position held.
  2. If the check was unsuccessful, the commission makes a decision on the inadequacy of the position held.

According to this decision, an employment contract with a teacher may be terminated on the basis of clause 3 of part 1 of Art. 81 of the Labor Code of the Russian Federation. However, the verdict on the inconsistency of the position held does not require the obligatory dismissal of the teacher. The employer can send an employee who has not passed certification to refresher courses so that after they have finished he can take it again.

But a teacher cannot be fired if there is a possibility of transferring him with his written consent to another, lower, position or lower-paid job. It is also impossible to dismiss a pedagogical worker if he is included in the list of persons specified in Art. 261 of the Labor Code of the Russian Federation.

Voluntary

Any teacher can take a test to improve their level and submit an application on their own.

The stages of voluntary verification include:

  1. Verification of the submitted application.
  2. Appointment of the term for passing the test. The verification period may not exceed 60 days from the date of commencement until the moment the decision is made.
  3. Written notification of the applicant about the time and place of the inspection. The notification is sent within 30 days.
  4. Assessment of the subject.
  5. Registration of test results.

The category is valid for 5 years. You can send a request for a proficiency test after 2 years after receiving the previous level. If a candidate was denied certification, a repeated request can be sent no earlier than one year after the refusal.

If the teacher successfully passes the certification, then the commission makes a decision on the teacher's compliance with the requirements for the first (highest) category. The qualification assignment takes place on the same day, and the salary according to the new tariff is paid from the date of the qualification assignment. An entry is made in the work book about the corresponding category without mentioning the subject being taught.

If the teacher could not pass the certification, the commission makes a decision on non-compliance with the requirements. Those who passed to the first category remain without a category and are required to pass a test for compliance with the position held.

If the teacher passed to the highest category, then in case of failure, he will have the first one until the end of its validity period. After the expiration of the term, it will be necessary to either confirm the first category, or be certified for the highest.

The decision of the certification commission can be appealed according to the "Procedure for the certification of teaching staff." An appeal can be filed with the regional education authority's labor dispute committee or with a court. An application to the court must be submitted before the expiration of 3 months from the day when the employee learned about the violation of his right.
