Production Calendar (PC)- this is an unofficial document, which, taking into account the norms of the law, facilitates the regulation and accounting of working hours in the current year. In 2018, the main legal and accounting portals published 2 types of PCs: for 5-day and 6-day working weeks. Every year, the procedure for compiling the PC is tacitly based on the norms of the Ministry of Health and Social Development of the Russian Federation.

The PC can be used in both paper and electronic format. The second is preferable, because:

Explanations on working hours

Art. Art. 91 and 92 of the Labor Code of the Russian Federation standardize the length of working hours for certain categories of workers:

  • generally accepted - 40-hour work week;
  • for employees of the enterprise under 16 years old - up to 24 hours / week;
  • from 16 to 18 years old - up to 35 hours / week;
  • for disabled people of 1 and 2 degrees - up to 35 hours / week;
  • for workers in hazardous and heavy industries - up to 36 hours / week.

There are also special arrangements for students and part-time workers. According to the Labor Code of the Russian Federation and the order of the Ministry of Health and Social Development No. 588n dated 13.08.09, any company by collective agreement can establish a different working time, which cannot exceed the maximum established by the Labor Code.

Important!

  • In organizations with a summarized accounting of time for periods equal to a month or a year or another period of time, their norm of the day, week and month is calculated based on the norm of the period of work established in the Labor Code of the Russian Federation.
  • When summarizing overtime, work on holidays and weekends included in this period will not be recognized. Such is recognized as processing over the time period.
  • So, if the period is the 3rd quarter of 2018, then the norm will be 520 hours. This means that overtime is recognized as hours worked from 521 hours.
  • It is worth noting that in this case there will be no violation of the Labor Code of the Russian Federation, since payment for work on holidays / weekends will have to be doubled.

But in any case, the daily rate is calculated from the standard assumption about the length of the week - 5/2. Even if the organization is on a 6-day trip. The norm is calculated by dividing the weekly time by 5:

  • 40 hours / 5 = 8 hours
  • 36h. / 5 = 7.2 hours
  • 24 hours / 5 = 4.8 hours
  • Etc.

The standard version of the production calendar takes into account all the norms of working hours provided for by the Labor Code of the Russian Federation. The accountant can only find out the category of the employee in order to calculate his salary.

The monthly rate (MN) is calculated based on the daily rate (DN):

DN * number of working days in a month = MN,

if a decrease in the working day is expected in a month due to a subsequent holiday, then the number of hours of reduction is subtracted from MN.

For example, the monthly norm of working time in November 2018 with a 5-day (40-hour) week:

(40 hours / 5) * 21 \u003d 8 * 21 \u003d 168 hours.

The annual rate of working hours is calculated by the formula:

DV* number of working days in a year - hours of "decrease".

Holidays and abbreviated days according to the calendar

So, what holidays await us in 2018 and what days will be shortened before these holidays, we will describe in detail below.

Holidays

Thus, the list of official non-working holidays at the federal level is given in Article 112 of the Labor Code.

But Russia is a multi-confessional country, and holidays for its citizens may differ. Therefore, Art. 6 of the Labor Code of the Russian Federation and Article 4 of the Federal Law “On Freedom of Conscience and Religious Associations” stipulate that the authorities of the constituent entities of the Russian Federation may declare holidays and other days, taking into account local traditions and beliefs. So, for example, in the Republic of Tatarstan these are: June 25, August 30, September 1. Holidays of the subject are included in the PC of this subject and affect the norm of working hours.

Holiday-day off

Part 2 of Article 112 fixes: if the holiday fell on a non-working Saturday or Sunday, then instead of this day off, another day of rest is provided - the next working day. This rule is valid for all times except New Year holidays. So, November 4, 2018, National Unity Day, is Sunday, so November 3, 4 and 5 will be days off.

In accordance with Article 113, it is forbidden to involve employees in work on holidays. This is easy to remember using a PC: the dates are highlighted and when you hover the arrows over them, pop-up hints - warnings appear.

Shortening the working day before the holiday

In addition to holidays, the calendar also includes pre-holiday days with a note about the mandatory reduction of the working day by one hour (according to Art. 95 of the Labor Code). The "smart" PC will also take into account the days of transferring holidays from a weekend to a weekday.

Weekend transfers in 2018

There are many holidays in the Russian Federation and sometimes these days do not fall out very conveniently for citizens. In order to optimize rest time, the legislator in the same article 6 of the Labor Code of the Russian Federation provided for the possibility of transferring holidays to other days. It is issued by the annual Government Decree. From New Year holidays you can transfer no more than 2 days, which has been done for several years in a row.

In 2018, the transfers will be as follows:

  • From Saturday 6 January to Friday 9 March
  • From Sunday 7 January to Wednesday 2 May
  • From Saturday 28 April to Monday 30 April
  • From Saturday 9 June to Monday 11 June
  • From Saturday 29 December to Monday 31 December

All transfers became officially known in the fall of 2017, but nevertheless, adjustments are still possible, keep this in mind.

What data can be seen on the production calendar

PC is an unofficial document, its introduction and use is not regulated by law. However, in essence, the PC is a reflection of some articles of laws on a regular calendar.

In addition to, in fact, the usual calendar with notes on working, weekends and holidays (official and national) days, the PC includes:

  • tables with calculated norms of working / non-working hours by months and quarters,
  • numerical information about the number of working and days off in each reporting period(from a month to a year),
  • information about the postponement of holidays and the reduction of the length of the working day before them.

Who needs a calendar

The working population of the Russian Federation almost always turns to the PC when planning a vacation.

Accountants use a PC to calculate disability payments, vacation pay, and salaries. Full accrual occurs when the norm of working hours in a month is fulfilled. Proportional accrual will be made in the case when the employee has not worked the whole month.

In "gray" companies, PCs are used by personnel officers, who are usually responsible for calculating part of the salary "in envelopes". They also draw up work and shift schedules based on it, count the number of vacation days to which the employee is entitled.

The rest of the population learns from the PC about professional and other holidays, days off; uses different information.

The production calendar for 2018 shows the norm of working hours for months, quarters and 2018 as a whole with 40-, 36- and 24-hour working weeks, as well as the number of working days and days off with a five-day working week with two days off.

According to Article 112 of the Labor Code Russian Federation(hereinafter referred to as the Labor Code of the Russian Federation) (as amended federal law dated 23.04.12 No. 35-FZ) non-working holidays in the Russian Federation are:

  • January 1, 2, 3, 4, 5, 6 and 8 - New Year holidays;
  • January 7 - Christmas;
  • February 23 - Defender of the Fatherland Day;
  • March 8 - International Women's Day;
  • May 1 - Spring and Labor Day;
  • May 9 - Victory Day;
  • June 12 - Day of Russia;
  • November 4 is National Unity Day.

The Labor Code of the Russian Federation established that if a weekend and a non-working holiday coincide, the day off is transferred to the next working day after the holiday. Thus, in 2018, days off are postponed:

  • from Sunday 4 November to Monday 5 November.

The exception is weekends coinciding with non-working holidays in January. In accordance with Art. 112 of the Labor Code of the Russian Federation, the Government of the Russian Federation has the right to transfer two days off from the number of days off coinciding with non-working January holidays to other days in the next calendar year. In addition, part 5 of this article allows the Government of the Russian Federation to transfer days off to other days in order to rationally use days off and other non-working days.

Decree of the Government of the Russian Federation dated October 14, 2017 No. 1250 provides for the postponement of holidays in 2018:

  • from Saturday 6 January for Friday 9 March;
  • from Sunday 7 January to Wednesday 2 May;
  • from Saturday 28 April to Monday 30 April;
  • from Saturday 9 June to Monday 11 June;
  • from Saturday 29 December to Monday 31 December.

In accordance with the "Procedure for calculating the norm of working time for certain calendar periods of time (month, quarter, year), depending on the established duration of working time per week", approved by order of the Ministry of Health and Social Development of Russia dated August 13, 2009 No. 588n, this norm is calculated according to the calculated five-day schedule working week with two days off on Saturday and Sunday, based on the duration of daily work (shift):

  • with a 40-hour work week - 8 hours;
  • with a 36-hour work week - 7.2 hours;
  • with a 24-hour work week - 4.8 hours.

The duration of the working day or shift immediately preceding a non-working holiday is reduced by one hour. Moreover, if a day off is transferred to such a working day, then the day off that becomes a working day is reduced by 1 hour. In 2018, working hours are reduced by one hour on the following days:

  • February 22;
  • March 7;
  • April 28;
  • May 8;
  • the 9th of June;
  • December 29th.

The norm of working time calculated in the specified order applies to all modes of work and rest.

An example of calculating the norm of working hours in December 2018 with a five-day working week with two days off (initial data: 21 working days, on December 29 the working day was reduced by 1 hour):

  • calculation for a 40-hour work week:
    (8 hours x 21 days) - 1 hour = 167 hours;

  • (7.2 hours x 21 days) - 1 hour = 150.2 hours;

  • (4.8 hours x 21 days) - 1 hour = 99.8 hours.

In 2018, 247 working days, including 6 working days reduced by one hour. Calculation of the norm of working hours for 2018 with a five-day working week with two days off:

  • with a 40 hour work week:
    (8 hours x 247 days - 6 hours) = 1970 hours;
  • with a 36-hour work week:
    (7.2 hours x 247 days - 6 hours) = 1772.4 hours;
  • with a 24-hour work week:
    (4.8 hours x 247 days - 6 hours) = 1179.6 hours.

Information assistants that facilitate the work of accounting and personnel are various calendars with the dates of important tax and statistical reporting painted in them. One of these popular "reminders" was the production calendar 2018. It is compiled annually. It is based on the Decree of the Government of the Russian Federation, which regulates the transfer of days off during the current year. It ensures the rational use of working days, weekends and holidays. A new legislative act on the distribution of days off in 2018 was issued on June 20, 2017.

From this day on, all departments of the enterprise can plan vacation schedules, work hours calculations, action plans for any period by month or quarter. But the standard working time is a five-day week: working days from Monday to Friday and two days off. Working hours vary from 8 hours (normal) to 4.8 hours (short day). Accordingly, the working week can be 40, 36 and 24 hours.
The amount of working time is determined on the basis of the Procedure, which is approved by the order of the Ministry of Health and Social Development. The formula by which the rate is calculated is given in the above document. It is quite simple: the number of working hours in a week, for example, 40 divided by 5, then the resulting number is multiplied by the number of working days that are in the month, and finally, subtract the hours of reduced working days. But today accounting and personnel can forget even about these simple calculations. After all, the production calendar 2018 already contains the necessary numbers, comments and tips.


247 working days in 2018, 118 days off. The first quarter (January, February, March) of the year probably has the largest number of holidays - New Year's and Christmas holidays in January.

  • The first month of the year begins with the holidays that all Russians are waiting for, they will last from December 30, 2017 to January 8, 2018. They also include Christmas, the 7th. January 2018 has 17 working shifts, six days off and eight public holidays.
  • February - Defender of the Fatherland Day, February 23 in the 18th year falls on a working day of a five-day week. Therefore, the day preceding it, the 22nd, is a shortened pre-holiday day. That is, one of the days off will be “long”, from February 23 to February 25.
  • In March, with holidays and weekends, there are 31 days. Twenty working days, ten days off and one holiday non-working day.

Here, the Government of the Russian Federation carried out the transfer of Saturday January 6 to Friday March 9. As a result, we got a small spring break, because together with Saturday and Sunday there were four days of rest: 8,9,10, March 11.

Second quarter


The next period is April, May, June. In it, state transfers affected all three months.

  • There are 30 days in April, of which 21 are working, 9 days off. The 28th day of the month is pre-holiday, according to the first part of Article 95 of the Labor Code of the Russian Federation, it is shortened by one hour. It is affected by the postponement - this Saturday has been postponed to Monday, April 30th. So there was a continuous, four-day, rest period. The first holidays in May begin on April 29 and will last until May 2 inclusive.
  • In total, May contains twenty working days, 9 days off and two holidays - Victory Day and the Spring and Labor Day. The second holiday of May falls in the middle of the working week. It was not affected by the transfers, so May 8 is shortened by one hour according to the current labor legislation, and May 9 (Wednesday) is a non-working holiday.
  • The June work schedule in 2018 consists of 20 days of work, nine days off and Russia Day. This holiday, June 12, falls on Tuesday. Government Decree "On the postponement of days off" dated 06/20/17. Saturday, June 9 goes to the nearest Monday, June 11. The Russians are waiting for a working Saturday, and then a period of continuous rest includes June 10, 11, 12.

Third quarter


In the third quarter of 18 - July, August and September. There are no holidays during these months, but the period is significant in terms of accounting and the work of the labor protection service.

  • In July, before the 27th, the accounting department submits an important report on the profits of the enterprise and organization and pays the tax of the same name.
  • Until August 1, the structures of the organization responsible for labor safety submit to the FSS an action plan for labor protection to reimburse part of the costs that have already been made or are planned to be completed by the end of the year.
  • September, twenty days of work and ten days off is the traditional start of business activity, more employees took their regular annual holidays.

If during the vacation there were reviews and or sick leave, it is possible to adjust its continuation, including being guided by the Decree of the Government of the Russian Federation on the transfer of days.

fourth quarter


The last quarter, consisting of October, November and December, includes one holiday, November 4, National Unity Day.

  • October, as determined by the production calendar for 2018 with holidays, becomes the leader in the number of working days: there are 23 of them and eight days off.
  • November consists of 21 working days and 9 non-working days, including a public holiday. It falls on Sunday, which means, according to Article 112 of the Labor Code, it is transferred to a working day, Monday, November 5th. The first weekend of November becomes extended - from Saturday, November 3 to Monday, November 5. For those businesses that operate a six-day work week, Saturday will be a shortened pre-holiday day.
  • And in December, on the contrary, one of the Saturdays will be shortened, but working - December 29, the Government moved to December 31, ensuring the continuity of the rest period of Russians during the New Year holidays.

Briefly at the end of the year

The calendar of production dates for the 18th year, approved by the government, does not contain fundamentally new legislative initiatives. Despite the bills submitted to the Duma to abolish the New Year holidays or to add their duration to the May holiday, it does not reflect anything of the kind. It can be downloaded here in a convenient format with comments and necessary footnotes to print or just save. The relevance of all information available in the calendar strictly complies with regulatory documents.
