Dugan served in the police force from 2003 to 2009. After witnessing many incidents of human rights violations, John Mark Dugan left his police job and took up private counseling. In 2009, he launched several websites, including PBSOtalk, that report on criminal activities and human rights abuses by US security forces. He is only the fifth American to seek political asylum in Russia. The first was in 1932.

The main method of these websites was developed to collect information from anonymous sources to create open (public) records of requests from readers and anonymous sources of this website. In 2012, he received information, as well as public records, that the Palm Beach County Sheriff's elect was using taxpayer money to take on campaigns of contributors linked to organized crime. After filing a complaint in Florida (some kind of commission, literally on ethics, but needs to be clarified), the sheriff was acquitted (meaning ignorance) because he did not know that it was a violation of the law. Shortly after the complaint was filed, the Palm Beach County Deputy Chief filed a SLAPP (Strategic Action Against Public Participation) lawsuit against Dugan after the sheriff's office unsuccessfully tried to acquire a website from Dugan.

Called the dirtiest electronic day in Palm Beach County history, a letter was sent to the main Palm Beach County voter list from BurtAaronson.com, a domain owned by Dugan. The email sent on the eve of the election was without the name of the sender, meaning it was from BurtAaronson.com, after which the sheriff did not approve as a candidate, and instead supported another candidate in the race. The real Bert Aronson, who was the chief commissioner at the time, said he was outraged and had nothing to do with the email. He accused Dugan of identity theft and tried to arrest him. The Palm Beach County Attorney's Office was identified in the service as Dougan owned the domain, identified from the time Dugan created the site, he used it legally, however the Chief Commissioner called the letter "outrageous behavior," and noted that the laws did not keep up with everything that is happening with the Internet.

2015, Dovgan created an operating system to record evidence of the involvement of law enforcement agencies in criminal activities. He posted a collection of audio recordings of conversations by law enforcement officials who thought they were talking to a wealthy banking heiress who was traveling in a private jet. This woman was actually Dugan. By changing his voice through a special program, recording conversations through a special telephone system abroad, the plan worked and Dugan spent more than 15 hours of telephone conversations with investigators.

The tapes revealed real retaliatory measures and investigations against political opponents, including Dugan, who also criticized the sheriff, FBI agents and other government / officials. In audio tapes Dugan made, the investigator confessed to illegal information spying on Dugan, he spied on Dugan's phone during time of his trips to Russia and he is able to create digital evidence in order to arrest innocent citizens.

In 2016, Dugan was also charged with hacking into FBI computers, in particular, receiving and posting more than 12,000 confidential reports from FBI agents.

On March 14, 2016, the FBI conducted a search of Dugan's house, explaining that he posted the very audio recordings that were considered wiretapping and accused him of posting confidential information. Dugan claimed that this was just an excuse to hijack his computers and try to find the sources of his information, as well as to shut down his website, however reliable information was revealed by Gawker Magazine that the agent who bragged that Dugan was hacked was hacked in response by the hacker. named BadWolf, which turned out to be Dugan's hacker name. ...

On March 14, 2016, law enforcement officers invaded Dugan's house, after which he stated that the FBI was harassing his family, so he decided that he needed to leave the FBI and flee the country.

He managed to escape with the help of a disguise: he used a wig of white hair and glasses. Dugan rented a plane to sneak into Canada without having to go through American customs (he suspected he was already on the travel ban list). From Toronto, Dugan flew to Istanbul, where he made a transfer to a flight to his final destination - Moscow.

An anonymous source told José Lambietu, a self-investigating reporter for Extra, that GoDaddy shut down Dugan's PBSOTalk.com site under pressure from law enforcement. The agent later admitted that he lied to GoDaddy to get the site down. The site was moved to Russian hosting and became available at PBSOTalk.ru. When the site was restored, one of the first posts contained the phrase: "Thank you, Mother Russia, for enabling Americans to exercise their right to freedom of speech."
