  1. Composition of the GPZU

    2. The name of the company and its organizational and legal form (LLC, JSC, PJSC, etc.).
    3. The size of the site, the length and location of its boundaries. These parameters are determined based on the natural (geographical) boundaries of the site and the boundaries of neighboring sites, if they are closely adjacent to the applicant's territory.
    4. Areas of validity of public easements passing through the territory in question.
    5. The minimum allowable size of indents outside the site. These data are needed to indicate the intended and acceptable location of buildings outside the site boundary.
    6. A statement of those paragraphs of the Land Use and Development Rules, which regulate the permissible types and methods of using this site.
    7. If necessary, data on the town planning regulations of the site and on all types of possible land use.
    8. Requirements for the characteristics, purpose and location of a building or structure on this site (only if the norms urban planning regulations for some reason cannot be applied to this site).
    9. Data on capital construction objects located on the site.
    10. Information about any restrictions on use imposed on this site.
    11. Dates of conclusion and numbers of contracts for engineering and technical support of the site.
    12. If there are capital construction objects on the site - the parameters and technical nuances of connecting these objects to communication networks.
    13. The boundaries of the region for the location of capital construction projects used for federal and municipal needs.

    If necessary, a verdict is included in the GPZU about whether it is possible to divide the site into several new ones immediately or in the future.

Procedure and stages of obtaining

The GPZU is prepared by the architecture department, which is part of the district or city administration. Then in the administration it is approved (for this a special order is drawn up) and issued to the developer (customer or tenant) on the basis of an application.

There are several ways to apply:

  • directly to the architecture department;
  • through the MFC (multifunctional center);
  • online through the "Gosuslugi" portal;
  • online through the local services of the city administration, if the administration provides such an opportunity.

There is no need to pay a fee - the procedure for drawing up and issuing a GPZU is completely free for the applicant. A package of duly executed documents must be attached to the application. Collecting papers is the first and most crucial stage in obtaining a city plan, which is carried out by the specialists of the "South Center for Quality".

  1. Legal entities are required to copy such documents as:

    • cadastral extract of the land plot;
    • cadastral passports of construction in progress, if any;
    • certificate of state registration the applicant's company;
    • company charter with all changes and additions;
    • title papers (this can be either a certificate of ownership or a lease agreement);
    • passport;
    • for tenants - a document confirming the consent of the owner of the site to carry out work on the preparation of the GPZU.

Sometimes the administration may require additional paperwork, for example, an up-to-date topographic survey plot with designated communications or architectural and planning schemes.

At the second stage, it is necessary to draw up an application for obtaining a gas station and transfer it along with the collected documents to the architecture department in one of the above ways. After that, it remains to wait - within 30 calendar days, the architecture department must consider the application, draw up and issue an urban planning plan.

It should be noted that the refusal of the administration to issue a GPZU will lead to the impossibility of building the site... It is fundamentally important that the collection and execution of documents is handled by professionals: the further fate of the site depends on the decision of the architecture department, since it is prohibited to build without a grading plan.

  • an extract from the USRN with a limitation period of no more than 30 days,
  • passport (copy of main spreads),
  • documents of title,
  • cadastral passport (copy) - if available,
  • extract from EGROKN, (Unified State Register of Objects cultural heritage) in the case of the location of land and objects on it in cultural heritage zones.
  • topographic survey, including underground and surface networks, on a scale of 1: 500/1: 5000, depending on the size of the land plot.

After submitting the documents, the wait will be about 30 days. The district administration approves the GPZU by issuing a special order.

New conditions for issuing a GPZU in 2017

New requirements affected the composition of the urban planning plan. The past year has become crucial for the maintenance of the GPZU. Now, in addition to the basic information to which the Code refers to the boundaries of the site, the scope of public servitudes, data on the objects available on the site, it is also necessary to indicate:

  • technical conditions for technological connection of facilities in the surveyed area to utilities and communications;
  • the exact location of communications located within the surveyed lands.
  • design documentation must be prepared on the basis of the GPZU, issued no earlier than three years before the day of submission of an application for a building permit

In addition, there is now a different format for the preparation of the GPZU in the Moskomarkhitektura, where the applicant provides technical details in paper or electronic form. Electronic submission of documents

Thanks to the changes made to the legislative regulation of the GPZU, as well as the emergence of a general master plan for Moscow underground networks and communications, the introduction of a new electronic format for submitting documents through the portal of public services, an electronic service has begun to function in Moscow since last year, which includes a whole range of services for preparing, changing , approval and cancellation of the GPZU. The documents are uploaded online through the public services portal and sent for consideration to the Moscow Committee for Architecture and Construction.
