The sequence of development of design estimates. The procedure for the development, examination and approval of design and estimate documentation

Many large-scale events related to the construction of structures, roads, enterprises, the launch of production, and so on, begin with the preparation of a design estimate documentation... On how well this will be done preparatory stage, the speed of implementation of certain decisions and the final economic benefit depend.

Design and estimate documentation: definition

The creation of any program of action should be based on the principles of appropriateness and soundness. Design and estimate documentation is a set of materials that contain a description of each type of work and their cost. She substantiates the feasibility of the proposed action program and the ways of its implementation. Design estimates are materials that contribute to the formation of a proper understanding of the program among specialists who are involved in its implementation.

Features of creation

Design and estimate documentation is a set of official papers. It is used not only by performers and customers of work, but also by control authorities.

In this regard, the legislation establishes the rules in accordance with which the design and estimate documentation is created. Determination of its compliance with the prescribed regulatory requirements is entrusted to the authorized state supervision services.

The creation of a complex of materials is carried out in one or several stages. It depends on the complexity of the project itself. Both individuals and legal entities have the right to create drawings, diagrams, form calculation tables, and make justifications. Moreover, they must have an appropriate license. It should be noted that when issuing permits, special attention is paid to the qualification level. In this regard, licenses are usually granted to specialized organizations.

Preparatory activities

The creation of design and estimate documents is a rather complex, responsible, versatile work. The efficiency, manufacturability, labor intensity of the implementation of the envisaged action program depends on how high the level of professionalism of the persons who carry it out. The creation of the necessary diagrams, tables, descriptions and other materials is carried out within the framework of an agreement signed by the customer and the contractor. At the same time, the first provides a technical assignment for design and estimate documentation. It can be made by the customer on its own, or it can be drawn up by a competent company.

In the process of preparing the terms of reference for construction, the interested person contacts the architecture department. There it receives papers that establish the requirements for the future structure in terms of providing gas and water supply, sewerage, lighting, and so on. In accordance with the information received from the customer, the contractor prepares design estimates.

Normative base

Requirements for the structure and content of the sections, from which the design and estimate documentation for reconstruction, construction, overhaul is formed, are determined by legislative and other legal acts. The key of them is the 48th article, in particular, it is indicated that the requirements for the content and composition of project documents for different types capital construction objects, including linear ones, at different stages of work are determined by the Government. The same body establishes regulations regarding the registration of papers subject to examination. The composition of project documents for certain types of activities is determined in the Regulations and the Town Planning Code.

Scope of prescriptions

The provision that determines the composition of the documentation is applied when drafting projects:

  1. On different types capital construction objects.
  2. With regard to specific stages of construction, overhaul, reconstruction.

The regulation applies to:

  1. Objects of non-production value, other than linear ones. These include structures, buildings used for industrial and defense purposes.
  2. Non-production facilities. They are structures, housing stock buildings, communal, social and cultural purposes, etc.
  3. Linear objects. They are railways and highways, pipelines, power lines, etc.

Composition

In order to correctly execute the design and estimate documentation, it is necessary to carefully read the regulatory prescriptions. Particular importance should be attached to the requirements provided for in the Regulation. According to this act, 10 sections are provided, of which the design and estimate documentation should consist. It:

  1. Right-of-way diagram.
  2. Constructive and technological solutions for a linear object. Artificial structures and structures.
  3. Structures and buildings related to the infrastructure of a linear object.
  4. Construction organization diagram.
  5. Project for dismantling / demolition of a linear facility.
  6. Action plan for the protection of nature.
  7. Fire safety works.
  8. Construction estimate.
  9. Other materials (if they are provided for in the legislation).

This list applies to linear objects.

For capital structures, design and estimate documentation consists of 12 sections, such as:

  1. Explanatory note.
  2. The plan of the organization of the site on which the object is located.
  3. Architectural solutions.
  4. Space-planning, constructive schemes.
  5. Information about engineering equipment, technical supply networks, a list of measures for laying and connecting communications. In this section, individual paragraphs describe the systems of gas, electricity, air conditioning and ventilation, heating, communication networks.
  6. Construction organization plan.
  7. Dismantling / demolition project.
  8. List of measures for the protection of nature.
  9. List of works to ensure fire safety.
  10. Measures to organize access to the facility for disabled people.
  11. Construction estimate.
  12. Other materials.

Additionally

The procedure for the development, approval of design estimates for individual stages of work has its own specifics. The composition of the materials, in particular, will depend on the nature of the specific activities carried out at the facility. The need to create diagrams and plans for specific stages of work should be indicated in the terms of reference. The composition and content of the sections must comply with the requirements established for papers issued for capital construction projects, in accordance with the Regulations.

Expertise

It is a set of activities aimed at studying a set of papers that will be used in the process of construction and other work at the facility. Verification of design and estimate documentation is carried out in accordance with the regulations in force on the territory of the Russian Federation, to ensure the safety and reliability of future structures and buildings. In addition, the expertise monitors the reasonable use of resources. For large scale construction works the conclusion of the state supervisory authority is required.

Expertise is not carried out:

  1. When preparing a plan for a private house, the height of which is no more than 3 floors.
  2. When developing a project for the construction residential building no more than 3 floors, consisting of 10 or less blocks, within each of which 1 family can live.
  3. When preparing a plan apartment building, the height of which is not more than 3 floors, consisting of 4 or less block sections. In this case, the entrances must face the common area.

The longest stage is the agreement (approval) of design and estimate documentation.

Permission

This document gives the interested person the right to start direct construction and other work at the facility. The permit confirms the compliance of the previously issued papers with the requirements of legislative and other regulatory provisions. The package of documents that is submitted for its receipt must include a positive. The subject writes a statement and attaches all materials to it. As for the objects, the documentation for which does not require a mandatory examination, in order to obtain a permit, it is necessary to provide a site plan, which indicates the location of the future structure.

Engineering survey

For documentation, it is necessary to conduct research on the ground. They are needed to obtain information about the state of the relief, structures that are located near the proposed site of the future construction activities... Engineering surveys make it possible to determine the possibility of laying underground technical supply networks. Special attention is paid to soil stability on slopes and slopes.

Expenses for design and estimate documentation

The cost of drafting papers depends on a variety of factors. First of all, the price is influenced by the type of the provided initial data. Information can be provided by the customer as photographs, sketches, drawings, oral wishes, in the form of a statement describing the scope of work or a project without detailing the structural components. The cost is inversely related to the amount of data provided on the parameters of the object that will be built, as well as on the degree of their systematization. The quality of the information also affects the price.

The volume and complexity of the designers' work will depend on the qualification level and professionalism of the person preparing the initial data. The better the information provided by the customer, the lower the cost of ready-made schemes and plans will be.

Of no small importance in determining the price of design and estimate documentation is the amount of information provided. The larger the future events, the correspondingly more information needs to be conveyed to specialists. This, in turn, implies that developers will have to spend more time and effort to process the information provided. For drafting papers for shopping center with an area of thousands of square meters, you will need to pay more than for a small office building for 30-40 employees.

It should also be said that the price of design and estimate documentation will be influenced by the requirements of the customer. For example, if the preparation of any papers should be based on adjusting repair or construction activities for a specific budget, including equipment and materials from a certain manufacturer in the plans, and fulfilling other client's wishes, the final cost will turn out to be more than if no restrictions were imposed on the specialists.

Coordination, examination and approval of design and estimate documentation.

The working project consists of an approved part intended for approval and working drawings developed for the construction site. By purchasing a re-use project, you acquire working drawings. The approved part is prepared by the designer. It consists of an abbreviated explanatory note, estimate documentation, sections on the organization of construction and ecology, and a number of drawings: master plan, fundamental architectural, constructive and engineering solutions, taking into account urban planning requirements, etc. A facade passport is also required.

The approved part of the project and its passport are coordinated with the organizations prescribed in the APZ.

All comments of the approving bodies must be removed, signatures received. The current standards must be observed in the project, the requirements for connection to external networks must be fulfilled. For a private house, it will be mandatory to agree with the authorities of fire protection, ecology, sanitary and epidemiological supervision, energy conservation, and labor protection and with local authorities of urban planning and architecture.

According to the legislation, the project must be considered by the town planning council, the comments of the chief architect of the city, region or district must be removed and his signature received. As a rule, this signature is the key moment of the approvals, a sign that the project "passed".

Expertise

Further, the agreed project can be transferred to the state complex expertise. The task of the examination is to check compliance with the standards, the presence of all the necessary approvals. In addition, the examination covers 5 sections: fire safety, sanitary and hygienic, environmental, labor protection, energy saving. At the same time, only state expertise is legal: no "private" experts are recognized in state bodies. Although you can involve private experts on various issues for your personal peace of mind.

If, in accordance with the prescriptions of the APZ, an examination was not required, then a certificate of this is issued by the examination authorities, which will be useful when obtaining a building permit.

Approval and permission

The project of a private house is approved by the customer himself in the form of an order or instruction, in which the technical and economic indicators of the house are also recorded. During construction, they must be strictly observed. If the project has passed the examination, then the approval is carried out solely on the basis of its positive conclusion.

A building permit is issued by the local authorities of the state architectural and construction control after the provision of required documents... Responsible persons for construction appointed by the customer are also registered there, who are responsible to him and to the law for compliance with regulatory requirements and compliance with the project.

Design and estimate documentation- a set of documents that reveal the essence of the project and contain a justification for its feasibility and feasibility.

Urban Development Code The Russian Federation establishes the obligation to develop design and estimate documentation for the planned construction, reconstruction, overhaul (if during the repair the structural and load-bearing elements, as well as the volumetric characteristics and safety of the building) of commercial and industrial real estate objects, within the boundaries land plot, to which the property rights of the investor or developer are duly registered. For private residential buildings development project documentation not required (Article 48 of the Civil Code of the Russian Federation).

The set of design and estimate documentation includes a text part and a graphic part. The completeness and content of project documentation is established by the Decree of the Government of the Russian Federation of February 16, 2008 N 87 "On the composition of sections of project documentation and requirements for their content."

Text design materials must contain information about the construction object, a list of adopted engineering and technical solutions, an explanatory note, links to regulatory and technical documents regulating the preparation of design documentation, as well as design calculations justifying the decisions made. The graphic part contains drawings, which display the adopted design and technical solutions in the form of diagrams, plans and other documents in graphic form.

Graphic material (drawings) reflects architectural planning, structural layout and technological solutions. The design and explanatory note contains information justifying the technical feasibility of construction, the reliability and safety of work in specific conditions. The estimate and economic part determines the cost of construction, substantiates the feasibility of spending financial, material and technical and labor resources.

Determination of the cost of construction products, as a rule, is carried out in two stages.

1. As part of a feasibility study at the pre-design stage of project development.

2. As part of the design and estimate documentation, the estimated cost of construction is determined.

The basis for determining the cost of construction is the project, working documentation and the corresponding estimate and regulatory framework.

By the Decree of the Government of St. Petersburg dated July 27, 2004, No. 1322, it is recommended that the "Combined schedule for the design and construction of the facility" is recommended.

The duration of the design according to the recommended schedule from the date of the Government decree and the beginning of the registration of the APZ KGA until the end of the development of working documentation, including the estimate, is almost 14 months. The construction period from the allotment of the site to the end of the landscaping and landscaping is on average 22 months.

In developed countries, all preparatory work takes 1 year (first, land is purchased, which becomes a pledge).

Design costs in Russia average about 6% of construction costs, abroad (in developed countries) - 12%.

40. Stages of preparation and conclusion of a design contract

In the example:

Conclusion of a design contract (preliminary contract)

At this stage, we involve an architect - designer who develops a project for you. We provide a house project for free if you order a house kit from us. The project includes AR, AC, visualization and cost estimate. This project is sufficient for building a house within the framework of our conditions, namely:

◦ under development architectural and planning solutions

Constructive decisions by main nodes (foundation, roof, lintels, floor slabs)

visualization(building facades + 3D image)

estimate calculation(provided before the conclusion of the contract)

Before the conclusion of the contract, the customer makes prepaid expense at the rate of 25,000 rubles... These funds go towards building a house, and are debited from the general agreement, before depositing funds at the last stage of financing.

Introduction

Design and estimate documentation (DED) is a normatively established list of documents substantiating the feasibility and feasibility of the project, revealing its essence, allowing the project to be carried out.

The effectiveness of the implementation of investment construction project largely depends on the quality of the development of design and estimate documentation. In turn, the estimate documentation is an integral part of the project for the construction of a building or structure and is included in the project as a separate section. estimate documentation construction expertise

The cost of construction products is determined by estimates based on the project, estimated norms, prices and other data.

To perform construction and other work, material and labor resources are required, including materials, parts and structures, labor costs of workers and the time of using construction machines.

The need for these resources is determined on the basis of estimated norms for units of measurement of construction work, the volumes of which are indicated in the working drawings. Resource consumption rates can be state, industry, territorial and corporate.

The purpose of this test work is the study of design and estimate documentation and the procedure for its development.

1. Composition, content and types of design and estimate documentation

Estimate - a document that is a calculation (plan) of forthcoming income and expenses for the implementation of any activity. There are estimates for financing the activities of any enterprise, institution, for the performance of any work (design, construction, repair, etc.).

Estimate - a document in which the amount of project costs is calculated, classified by item of expenditure (salary, taxes and deductions on wages, business expenses, purchase of components and others).

Public form of estimate calculation - estimate documentation for project construction, established by the practice of business turnover in the country and retains the role and significance of unified economic information, which is necessary for all consumers during the construction period. Estimated documentation is developed in accordance with the customer's specifications, which is the owner of all estimates for the construction project. Estimated documentation as a public form of the results of budgeting in construction must have strictly established parameters that are necessary and sufficient for an unambiguous understanding and interpretation of the results of the estimate by all participants in investment and construction activities. Estimated documentation in construction is designated as "Estimate ..." indicating the type of construction and identification characteristics of the construction object. Estimated documentation in construction includes a set of design materials - standard forms of budget estimates and calculation sheets with discretionary explanations, in the volume and list established by the customer's terms of reference. Separate forms of calculations in the estimate documentation are designated as "estimate" with an indication of the significant sign of belonging to the generally accepted form of registration and publication of the results of the estimate calculation.

The main types of estimates in the estimate documentation used in the practice of construction pricing represent complete calculations estimated cost by stages of construction - conceptual estimate, tender estimate, executive estimate and actual estimate, as well as individual completed and separate components of the estimate itself - local estimate, object estimate, summary estimate of the construction project.

The composition and content of design and estimate documentation changes in accordance with the levels of management and the stages of determining the estimated construction indicators. On initial stage the implementation of an investment and construction project, calculations of the justification of investments are performed, and a conceptual estimate is formed - an approximate estimated cost of construction. The investor's conceptual estimate is being developed in free form economic calculation based on the enlarged estimated indicators of the cost of construction and the cost of construction for analogue facilities.

At the stage of design and planning of the base cost of construction, the client's tender documentation (tender estimate) is developed in the form of standard cost estimate documentation. The customer can develop tender documentation in any arbitrary form that is convenient for planning and control of construction by the investor and the customer-developer, for example, in the form of an object and stage-by-stage construction and financing schedule. The basic estimated cost of construction objects is established in the process of developing tender documentation and is the basis for the customer's proposal for the construction price at competitive bidding (tenders) for contract construction work. In the pre-contractual period, construction organizations - participants in the tender for contract construction, carry out their own calculations of the cost of the upcoming construction in any form based on the design data of construction, general and proprietary estimates, market prices for resources, technical and financial capabilities of the organization.

The executive estimate documentation (executive estimate) is drawn up by the contractor after the conclusion of the contract agreement and the establishment of the contractual construction price or the procedure for its determination. According to the Civil Code Russian Federation only such estimate documentation has the meaning of a normative document that legitimately regulates the financial and other relationships of the parties - "In the case when the work is performed in accordance with the estimate drawn up by the contractor, the estimate takes effect and becomes part of the work contract from the moment it is confirmed by the customer" (paragraph 3 of article 709 of the Civil Code of the Russian Federation). After the approval of the executive estimate by the customer, all changes and additions to the estimate, as well as corrections of errors and correction of the calculation results, are within the competence of the customer and are carried out at his expense. When developing executive estimates, construction contractors can use estimate calculations the base cost - the form of the customer's tender documentation, or perform your own calculations according to the rules and regulations of the proprietary estimate and information base and the current situation in the regional market of construction resources. The composition of the executive estimate documentation may include, in addition to the forms of standard estimate documentation, calendar and network construction schedules, plans for material and technical supply, the volume and timing of calculations for completed construction work. The result of the development of as-built construction estimates is the construction and financing schedule of the facility, formed according to the selected stages (sections, sections, completed work packages, individual buildings and structures) of construction, with the calculation of the amount of financing by calendar dates and performers.

Actual estimate documentation (actual estimate) is a version of the contractor's executive estimate using reporting indicators for the scope of work, consumption of resources used and actual prices for resources and services according to the contractor's accounting and tax accounting data. The calculated indicators of the actual estimate must correspond with the data in the forms of accounting for work in capital construction, approved by the decree of the State Statistics Committee of Russia on October 30, 97 No. 71a: an act of acceptance of work performed (form No. KS-2); certificate of the cost of work performed and costs (form No. KS-3); general work log (form No. KS-6); logbook of the work performed (form No. KS-6a). The actual estimate is made at the total cost of construction in accordance with the inventory structure of the customer's fixed assets, adopted in his production records.

The standard composition of public construction estimate documentation (tender and executive estimates) includes the following forms:

Customer's terms of reference for the development of estimate documentation;

Explanatory note with a list of physical parameters and technical characteristics the object and its structural components, as well as a description of the costing method and estimate formula calculating the cost of construction;

Local estimates;

Object estimates;

Consolidated estimate;

Construction and financing schedule.

Local estimates are developed by type of work or main structural elements and engineering equipment of buildings and structures for each individual object of the construction project. Local estimates are the main element of the estimate calculation and can be developed in the technological and (or) resource form of the estimate. V local estimates, if necessary, works or resources are grouped into sections required by the technological and organizational features of the construction project. In local estimates, only the cost of direct costs in construction is determined. If the local estimate is the only estimate document for the contractor, then indirect costs and profits of the contractor are added to it, and such estimate acquires the functions of the object estimate.

The object estimate is developed for the completed element of the construction project (object) - building, structure, start-up complex, and includes all forms of local estimates related to this object. The object estimates determine the total estimated costs of contractors for the implementation of all construction work on the object. Indirect costs are added to direct costs in local estimates and estimated profit construction contractors at a level determined by an individual (company) calculation, agreement of the parties or according to the norms of socially necessary costs for these purposes for the construction complex of the region where the construction is being carried out.

The summary estimate (summary estimate) is developed as a summary estimated costs for all object estimates of the construction project with the addition of the customer's own costs planned for the entire period until the completion of construction. The consolidated estimate calculation consists of chapters that combine data on the estimated cost of the main and auxiliary facilities, other costs of the customer for the implementation of the construction project, in accordance with paragraph 31 of the Decree of the Government of the Russian Federation dated February 16, 2008 No. 87 "On the composition of sections of project documentation and requirements for their content ”.

2. The procedure for the development, examination and approval of design estimates

The design process diagram depends on the type of object, the number of stages of object detailing. In practice, design can be done in one or two stages. As a rule, projects of large residential, public and industrial buildings are made in two stages (design and working documentation). For a complex and expensive object, a technical design is developed first, then working drawings. If the object is small and simple, then the design is carried out in one stage: the development of a technical design and the development of working drawings are combined. In one stage, projects of individual residential and public buildings provided that these are technically simple objects, as well as projects of typical buildings.

A two-stage design project is necessary for the analysis and assessment of the architectural and planning solution (volumes, facades, plans), the envisaged engineering equipment, consideration of the problems of organizing construction, the estimated cost and key technical and economic indicators to establish the feasibility and feasibility of building an object.

There are design stages.

1. Feasibility study of construction (TEO). These parameters determine the economic feasibility of the design and construction of facilities or the expansion and reconstruction of an existing enterprise.

The feasibility study provides information such as the characteristics of the future enterprise, its capacity, the range of products, its competitiveness, the rationale for the planned area and the construction site, information on industrial cooperation with other enterprises, the sales market, the required amount of capital investments, etc. last years in many cases, instead of a feasibility study, a business plan began to be developed.

2. Technical design (establishes the main design solutions, determines the overall estimated construction and the main technical and economic indicators of the future enterprise).

Technical project industrial enterprise make up:

The economic part;

General plan;

Technological part;

Building part;

Organization of construction;

Estimated documentation.

A technical project with a consolidated estimate and financial calculation after its approval in the prescribed manner serves as the basis for financing the construction, ordering the main equipment and developing working drawings.

3. Working drawings, which are carried out on the basis of a technical project.

For the successful construction of buildings and structures or their complexes, design materials for the organization of construction are being developed. Design documentation for the organization of construction production is divided into two parts:

1) Construction organization project;

2) Project for the production of works.

State expertise is an obligatory stage of the investment process in construction and is carried out in order to prevent the construction of objects, the creation and use of which does not meet the requirements of state norms and rules or damages the rights and interests of citizens protected by law, legal entities and the state, as well as to monitor compliance with socio-economic and environmental policies.

When conducting state expertise it is necessary to be guided by the legislative and regulatory acts of the Russian Federation, as well as other state documents regulating investment activities.

The conclusion of the state examination is a mandatory document for execution by customers, contractors, design and other interested organizations.

If necessary, the constituent entities of the Russian Federation and federal executive bodies can develop and approve regional and sectoral regulatory documents, taking into account the territorial characteristics and sectoral specifics of construction projects.

Conclusion

Having studied this issue, we can conclude that design work should be economical, that is, avoid unreasonable costs. However, a clear delineation of costs in the design of "reasonable" and "unreasonable", as in engineering surveys can be quite embarrassing.

Design work is not an end in itself, but a means of ensuring the reliability and efficiency of construction and installation work, the cost of which is many times higher than the cost design work... For this reason, situations are quite possible when an increase in design costs is accompanied by a decrease in the cost of construction and installation work, which significantly exceeds the increase in the cost of the project. For example, a designer makes his decisions based on the development and technical and economic analysis of various options, uses the services of scientific institutions on his own initiative, acquires and uses effective computer programs, as a result of which the cost of design work increases. However, the resulting higher-quality project may well provide such a reduction in the cost of construction and installation work, which will be several times higher than the rise in the project cost. This does not at all exclude the need to economically use all the resources of the design organization, combat downtime, and ensure the rational workload of personnel. Nevertheless, the main direction should be considered not to reduce the cost of the project (which is only 2 ... 5% of the total cost of construction), but to reduce the cost of construction and installation work.

In accordance with the Instruction on the procedure for the development, coordination, approval and composition of project documentation for the construction of enterprises, buildings and structures, estimate documentation is an integral part of the project for the construction of construction products and is included in the project as a separate section. Under project in this context, they understand a complex of engineering solutions, drawn up in the form of a set of technical and economic documents, calculations that allow judging the feasibility and quality of a future building or structure.

Design work is performed under an agreement with the customer by design, design and construction organizations and other legal entities and individuals with licensing rights to design. Under the contract, the customer is obliged to transfer the design assignment to the contractor. The design assignment specifies the technical parameters of the projected object, construction time, stages of design and other initial data necessary for the high-quality development of design and estimate documentation. In this case, the assignment for the implementation of design work can be prepared by the designer himself on behalf of the customer. Designer in accordance with Art. 761 of the Civil Code of the Russian Federation is responsible for the quality of design and estimate documentation, which is developed in accordance with state norms, rules and standards.

Design and estimate documentation, as well as the construction itself, should be performed, as a rule, on a competitive basis, including through a contract tender (tender). Design documentation for the construction of enterprises, buildings and structures can be developed, as a rule, in one or two stages. For technically simple objects and standard buildings, as well as objects of technical re-equipment, the development of design estimates is carried out in one stage - a working project. More complex objects are designed in two stages:

l-th stage - project;

2nd stage - working documentation.

In a one-stage design, a working project is developed on the basis of an approved design assignment and is a project. combined with working documentation.

A two-stage design project includes two parts: - architectural and construction drawings, including engineering equipment. organization of construction, etc .;

Estimates and technical and economic indicators;

The approved project serves as the basis for the development of working documentation.

Working documentation includes the entire set of working drawings, according to which all construction and installation work is carried out on the projected object. Working drawings are the basis for drawing up local and summary statements of resource requirements, developing local and object estimates, which are also part of the working documentation.

Types of estimate documentation

The basis for determining the estimated cost of construction of enterprises, buildings and structures or their queues are:

A) project and working documentation;

B) the current estimated standards, as well as selling prices and transportation costs for equipment, furniture, inventory;

C) individual, related to the relevant construction, decisions of federal and other government bodies.

In the event that there are no necessary estimate standards in the current estimate and regulatory framework, as well as for specialized construction projects (including linear ones), as part of the project, individual estimate standards can be developed in accordance with the forms given in the Guidelines on the procedure for the development of state element estimate standards for construction, installation, special construction and commissioning works

To determine the estimated cost of construction, the following documentation is drawn up:

As part of the project: a summary of costs (if necessary), a consolidated estimate of the cost of construction, object and local estimates, estimates for certain types of costs;

The RD includes object and local estimates.

Estimated documentation for determining the estimated cost of construction is drawn up in accordance with the established procedure, regardless of the method of construction (by contract or by economic means).

Local estimates are the primary estimate documents and are drawn up for certain types of work and costs for buildings and structures or for general site works on the basis of the volumes determined during the development of the RD, working drawings.

Local estimate calculations are drawn up in cases where the scope of work and the amount of costs are not finally determined and are subject to clarification on the basis of the RD, or in cases where the amount of work, the nature and methods of their implementation cannot be sufficiently accurately determined during design and are clarified during the construction process.

Object estimates are formed for the object as a whole and combine data from local estimates. They are estimate documents, on the basis of which the contractual prices for objects are determined.

Object estimate calculations combine data from local estimate calculations and local estimates for the object as a whole and are subject to clarification, as a rule, on the basis of RD.

Estimated calculations for certain types of costs are drawn up in cases where it is required to determine, as a rule, for the construction site as a whole, the amount (limit) of funds necessary to reimburse those costs that are not taken into account by the estimated standards (for example: compensation in connection with the seizure of land for construction ; costs associated with the application of benefits and surcharges established by government decisions, etc.).

Summary estimate calculations the cost of construction of enterprises, buildings and structures (or their queues) are compiled on the basis of object estimate calculations, object estimates and estimate calculations for certain types of costs.

Cost summary - this is an estimate document that determines the cost of construction of enterprises, buildings, structures or their queues in cases when, along with industrial facilities, design estimates are drawn up for housing and civil and other facilities.

Simultaneously with the estimate documentation, at the request of the user, as part of the project and the RD, a statement of the estimated cost of construction of facilities included in the start-up complex and a statement of the estimated cost of objects and works on security can be developed. not the environment.

The statement of the estimated cost of the objects included in the start-up complex is compiled in the case when the construction and commissioning of the enterprise, buildings and structures is envisaged to be carried out by separate start-up complexes. This statement includes the estimated cost of the facilities included in the start-up complex, as well as general site work and costs.

A statement of the estimated cost of objects and works on environmental protection is compiled in the event that during the construction of an enterprise, building and structure it is planned to carry out measures to protect the natural environment. At the same time, it usually retains the numbering of objects and works, adopted in the consolidated estimate of the cost of construction. The list includes only the estimated cost of objects and works directly related to environmental protection measures.
