Flooding in the kuban. Flood in the Kuban: People died because they were warned late about the flood? Benefits and compensation for local residents

Krasnodar Territory at 19.00, a total of 103 people died. At about 5 pm, the press service of the Main Directorate of the Ministry of Internal Affairs in the region reported that 76 people had drowned in the Crimean region. Two more people died in Novorossiysk and nine in Gelendzhik. Two hours later, the death toll in the Crimean region reached 92 people. "The identities of the victims are being established: either they are local residents or vacationers," the Ministry of Internal Affairs said. Among the dead there is a 10-year-old child. In addition, according to the department, two police officers are reported missing.

The village of Nizhnebakansky, located in the foothills along the Krasnodar-Novorossiik highway, suffered the most in the Crimean region. Here, according to preliminary data, due to the sharply rising water level in the Bakanka River, on the night of July 6-7, more than a hundred households were practically washed away by a wave. More than 200 houses were badly damaged in the city of Krymsk.

Despite the fact that official reports from the departments say that torrential rains were the cause of the deaths, residents of Krymsk in social networks report that the city authorities decided to drain the water from the reservoir, fearing that it would overflow due to heavy rains.

“In Krymsk, water was flushed from the reservoirs at night. People were not warned. Half the city went under water. A lot of people died, "- wrote in his microblog user Bogdan Tolchek. “In the evening there was a very heavy downpour, and at some point a huge wave formed, which swept like a whirlwind throughout the city,” Polina Morozova, a resident of Krymsk, told Gazeta.Ru. "The stream carried away entire houses and trucks." Employees of local TV companies inform that virtually the entire city has been destroyed.

“At night there was such a flow of water that he turned the asphalt inside out. People are depressed: they say that no one warned them about the flood. We found several streets with covered corpses of people, ”said Irina Kizilbasheva, a special correspondent for Channel 9.

“It was very creepy, scary: the water rushed, turned everything around. With this whirlwind, she carried windows out of houses, furniture and everything that was in the yards. Even the streets that have never been flooded were flooded, ”said Marina Sidorova, a local media reporter.

On Saturday afternoon, residents of Krymsk said that the city was de-energized, there was no gas or water, and cellular communications were intermittent. “There is still water on some streets. Entry and exit are blocked, cars are not allowed. All roads are blocked and washed out. The TV and radio don't work, they don't tell us anything. We are sitting without food and water, ”Maria Zubaliy, a resident of Krymsk, told Gazeta.Ru. “We woke up at 4 am because neighbors from the first floor knocked on us asking to spend the night, because the first floor was flooded. We never went to bed - just in case, ”she says. - By seven in the morning the water began to gradually subside. Helicopters of the Ministry of Emergency Situations began to fly only at about 8 am. There were no boats or planes all night. People were saving themselves. The man said that he drove the car away and did not have time - the car was overturned by a stream. He managed to get out through the trunk and climbed a tree to escape the stream. Our friends in the "UAZ" themselves went to save people. Firefighters helped, we also saw military personnel on armored personnel carriers. People themselves shoveled the road. "

As Zubaliy says, when the city began to flood, “the water did not go as usual when the rivers flooded”: “She
walked from the station, where there are no rivers. But there is Neberdzhaevskoe reservoir there. " A resident of Krymsk noted that there was almost no rainfall in the city the day before: it only started to rain in the evening. In the evening there was a storm warning. And at night the whole city was in the water. “We have never had this - although it rained once for a whole week,” she notes. At the end of the conversation, Zubaliy said: "An Emergencies Ministry employee just came to us and warned us not to leave the house - supposedly they will blow up the dam and there will be much more water than there was."

Eyewitnesses say that what was happening reminded them of a ten-year-old state of emergency that also happened in southern Russia: the flood that washed away the village of Barsukovskaya in 2002.

Then the settlements in Stavropol Territory covered with a wave after an emergency discharge of water of two reservoirs located on the territory of Karachay-Cherkessia: Eshkakonsky and Ust-Dzhegutinsky. The village of Barsukovskaya was flooded from two sides: one two-meter wave came from the Nevinnomyssk Canal, the other from the Kuban River that overflowed the banks. Almost 30 people became victims, 20 of whom were found dead, the rest were missing.

However, the press secretary of the governor of the Krasnodar Territory Anna Minkova denied information that the cause of the flooding in the Crimean region could be the discharge of water from the reservoirs, reports.

She called it rumors and "complete nonsense": "No reservoir, no barriers were opened, and in the territory of the Crimean region there is no such reservoir at all where you can open sluices and run water into the city," she added.

According to her, people were notified of the impending flood, but residents did not want to leave their homes.

In the Crimean region, as well as in Novorossiysk and Gelendzhik, an emergency regime is in effect. In Gelendzhik, the number of victims of the disaster reached nine. Moreover, five of them died on Friday from a blow electric shock... Due to torrential rains, the water level on the streets of Gelendzhik rose, a short circuit occurred in the transformer box on Kerchenskaya Street. When an unknown man (his identity has not yet been established) crossed a puddle near the booth, he was electrocuted. He died instantly. Two women and a man hurried to the rescue. As soon as they approached the corpse, they were also struck by a strong electric shock. Seeing this, another man decided to help the victims, who, however, were already dead, and also received a fatal electrical injury. Later, the corpse of the fifth victim was washed away by rain streams towards the city market. (After that, the authorities decided to turn off the electricity in especially affected areas to end the ridiculous deaths, and 22,000 people were left without electricity).

A resident of Gelendzhik reported that sand was completely washed into the bay from the city beach in the resort, the embankment was severely damaged, and the basement rooms were flooded in the central part of the city, and in some places the first floors of buildings.

According to him, the village of Divnomorsk, which is 4 km from Gelendzhik, was badly damaged. The road connecting the village with the resort town was destroyed there. According to eyewitnesses, in the resort village of Kabardinka, the beach was almost completely destroyed by flooding from the mountains at night, and several coastal restaurants and cafes were demolished into the sea. “It looked awful,” Galina Sinelnikova, a resident of Kabardinka, told Gazeta.Ru. - From the mountains, right along the streets, along with the debris of trees, the water stream rolled cars towards the sea. Vacationers were evacuated from the Chemchuzhina and Pochtovik sanatoriums. "

As of Saturday morning, the disaster completely stopped the railway communication between the stations of Krymskaya and Bakanskaya.

Since Friday evening, the federal highway M27 Krasnodar-Novorossiysk was closed - traffic on it was restored only by 18.00 Saturday.

As the head of the propaganda department for the Krasnodar Territory, Alexander Runov, told the Gazeta.Ru correspondent, the movement of both trucks and cars was resumed. Also, intercity and suburban passenger traffic has been restored. “The entire personnel of the region's traffic police joined the rescue work. In total, more than a thousand traffic police and traffic police officers work in the disaster zone today, ”said Runov.

Now the emergency rescue teams of the Ministry of Emergency Situations and the police continue search and rescue operations - both in the Crimean region and in the vicinity of Gelendzhik.

Heavy rains in the Krasnodar Territory began early on Friday morning and did not stop for almost the whole day. “The rain is hellish, traffic jams, knee-deep in the center of the water, people are in shock,” wrote microblogger @BocusePjer. The water penetrated into the basements of the city hospital and the children's tuberculosis dispensary. In total, 304 mm of precipitation fell in Gelendzhik per day, 171 mm in the Crimean region, and 300 mm in Novorossiysk (the annual rate is about 700 mm). Experts say that the last time such heavy downpours in the region were recorded in the summer of 1995. Thousands of people and more than two hundred pieces of equipment are trying to eliminate the consequences of the natural disaster. Two Il-76s and seven helicopters with rescuers and psychologists flew to the rescue from Moscow.

On Saturday, it was announced that residents of the Krasnodar Territory, whose houses were flooded with rains, will receive compensation.

“For the complete loss of basic necessities, everyone will receive 100 thousand rubles, for a partial loss - 50 thousand rubles from the federal budget, not counting material assistance,” said Vladimir Emergencies Minister Vladimir in the morning.

He also appealed to the local administration with a request to prepare lists of victims. “It is necessary to take additional steps to strengthen the grouping of forces, to organize a comprehensive check of the consequences, including bypasses in the yard,” Puchkov said. In addition, he demanded to organize the distribution of hot meals locally, to provide medical assistance and information support to victims.

Meteorologists say that residents of the Krasnodar Territory will have to endure the elements until Monday.

The head of the local Hydrometeorological Center, Yuri Tkachenko, said that the rains would continue over the weekend, although he noted that there would likely be no more heavy downpours. “The rains can complicate the work to eliminate the consequences of the disaster, but they will not aggravate the situation,” Tkachenko said. Despite the fact that meteorologists are optimistic, the regional administration advises the population - at least until Monday - to stay at home.

A deputy from the Krasnodar Territory, in an interview with a Gazeta.Ru correspondent, said that if all the structures in the region were in readiness to prevent a disaster, then there would probably be much fewer victims.

“Most likely, the regional authorities underestimated the severity of the weather forecast for these days. Surely there was more time to prepare for such a blow, ”said the deputy. At the same time, the governor of the Kuban in his twitter denied "rumors" that the authorities were not ready for heavy rains.

The president and ministers are flying to the Krasnodar Territory to deal with the situation.

On Saturday evening, a plane from the Ministry of Emergency Situations departed for the disaster area, on board of which the head of the department Vladimir Puchkov and members of the expert commission. “It is too early to talk about the reasons for the flooding, because all conclusions will be made by the expert commission,” said Elena Smirnykh, spokesman for the Russian Emergencies Ministry. -

"Interfax" with reference to the press secretary of the president said. Local media announced the president's arrival on Sunday, but by 21.00 news agencies reported that Putin had already arrived at the scene of the rampant elements. According to Interfax, the helicopter carrying the head of state and the presidential envoy to the Southern Federal District flew over the flood-affected areas. After that, the president arrived in Krymsk, and from there went to Gelendzhik.

A video published by one of the group's subscribers on the social network, which shows how water overflows from the Krasnodar reservoir onto the road, caused panic among the residents of the regional capital. The participants in the discussion fear a repetition of the situation with Crimea, some, in view of the continuation of the rains, paint the most gloomy prospects. Other commentators, who are more realistic, urge not to panic and study the official information, reports IA KrasnodarMedia. Recall, according to official data from the reservoir in Krasnodar, the discharge has been increased - up to 1.2 thousand cubic meters per second. It was decided to resort to such a measure in connection with a large amount of precipitation, a rise in the level of rivers in the upper reaches and a significant increase in the inflow of water into the reservoir. According to the same data published on the website of the Kuban Basin Water Administration, the water level on the morning of June 1 exceeds the normal retaining level by almost 1 meter.

One of the users of the social network urged not to panic under the published video, which shows how the water from the reservoir overflows. In response, other participants in the discussion suggested recalling Krymsk, in which no panic was raised, despite the fact that the water level was much lower than in the Krasnodar reservoir, the result of the Russian "maybe it will carry" was tragic.

"- Are you sure that the Krasnodar reservoir is on the video?", One of the participants in the discussion asked a reasonable question. (Hereinafter, the spelling of the authors of the comments is partially preserved - approx. IA KrasnodarMedia.

"- Yes, I was just there, the state is not very good, some gates are already closed, from the second water splashes onto the asphalt ...", "Who doubts, go and see with your own eyes," other members of the social network ardently assure "overflow on the reservoir.

- "They say they will release water at night. Adygea will be flooded."

- "The administration reported they are talking about a dangerous situation, but they hide it from people so that they don't panic."

- "No jokes, if it breaks through, the situation will be 20 times worse than in Krymsk."

- "On the forum they write that a second crack has appeared on the sluice gate ... the situation is critical. How not to worry ?!"

Meanwhile, as previously reported by IA KrasnodarMedia, according to official information, it is under control and is not critical. - “- We have exceeded the retaining level by 32 cm, this is considered normal, because we have more than 2 m up to the maximum level,” said Gennady Salov, head of the Kuban Basin Water Administration at the end of May.

The Kuban Basin Water Administration monitors the water level in the Krasnodar reservoir on a daily basis. As of the morning of June 1, the retaining level was exceeded by 86 cm, and about one and a half meters remain to the maximum level. The inflow of water into the Krasnodar reservoir is 1130 cubic meters per second, the discharge is higher - 1148 cubic meters per second. The volume of water is 2,133 million cubic meters, up to the full capacity of the bowl (2,794 million cubic meters) there is a reserve of 661 million cubic meters.

All regional services are ready for the rise of water in the water basins of the Kuban.

- "The airmobile group of the main directorate is in readiness: over 100 people and 30 pieces of equipment," - Pavel Ivanov, head of the crisis management center of the Main Directorate of the EMERCOM of Russia in the Krasnodar Territory.

as the greats said: if you want peace, prepare for war.
and do not think that this article is panicky, this is just an informative review ..
4th of July!!! 2012 MK wrote in the Kuban.

The situation that has developed in the Krasnodar reservoir in recent years, the head of the Russian Emergencies Ministry Sergei Shoigu called very alarming. For 25 years, the dam did not know what a major overhaul was. The work on the reservoir is rather of a purely emergency nature: where it started to flow, it was patched up. Currently, the reservoir, or rather, its banks, are in critical condition. Especially the one and a half kilometers section, where the gaps in the concrete body of the bank protection reach from 20 cm to 50 cm.

According to Anatoly Chibisov, director of the Krasnodar Reservoir Federal State Institution, over these 25 years, 12 floods have been prevented and thousands of hectares of land have been avoided. Nevertheless, the Russian Emergencies Ministry recognized the Kuban reservoir dangerous object, and now it is under constant control. One of the sad facts is that the dam of the Kuban Sea can withstand an earthquake only with a force of 4-5 points. In the event of stronger aftershocks, most of Krasnodar will be under water.

In the same time,

According to Krasnodar residents, the population will not be told the real situation at the reservoir until the very end, because as we usually live like this, we are waiting, maybe it will.

According to experts' forecasts, a small earthquake with a power of only 5 to 7 on the Mercalli scale is enough for the start of a catastrophe, as a result of which a crack will form in the central part of the dam opposite the village of Tugurgoy (in Adygea). Water poured into this fault will destroy the dam in 2-3 minutes. With the collapse of the dam, the force of the shock wave will wash away the villages and villages in a matter of minutes: Tugurgoy, Tlyustenkhabl, Shendzhiy, Takhtamukai, Prikubansky, Enem, Kozet, Novo-Adygeisk, Starobrzhegokai, Afipsky with a gas-petrol plant, Novy, Afipsip and New Adygeya. From the central and northern parts of the dam, water will fall on Krasnodar.

In addition to residential areas, a hydrolysis plant, a fat-and-oil plant, an oil refinery, the Krasnodar-1 railway station, oil depots, oil and chemical products, hundreds of gas stations, and thousands of cars will be washed away. Collapsed high-voltage towers, flared up oil products, gas, poisonous substances will increase the number of deaths of residents of the Kuban. And the poisonous wave, growing, will wash away with. Lvovskoe, p. Oktyabrsky, st. Ivanovskaya, Maryanskaya, Novomyshastovskaya, Sverdlovskoye, Fedorovskaya, Varnavinskoye, Merchanskoye, Olginskaya, the northern part of Akhtyrsky, Abinsk, Krymsk and from it with a wide blade from Adagum to Primorsko-Akhtarsk will deal with all the villages, farms, villages, towns of Slavians -on-Kuban, Temryuk, washing away, burning and infecting people, land, its water, including the Taman Peninsula. In addition, over the years of operation of the Krasnodar reservoir, commissions of different levels found that it has a negative impact on the vast adjacent territories - fields are flooded, water supply sources are polluted, and the groundwater level has risen from 0.5 to 5 meters. More than 17 thousand hectares of farmland are difficult to cultivate the soil and harvest. Groundwater and subsurface waters have a negative impact on the condition of residential buildings, outbuildings and public buildings- the basements are flooded, foundations and roads are destroyed. Moreover, due to poor protection, groundwater is easily polluted. The water in the wells does not meet the regulatory requirements for chemical and bacteriological indicators.

In the early 90s, a lot of regulatory documents were adopted on the problems associated with the negative impact of the Krasnodar reservoir. Including the federal target program "Protection and improvement of settlements and agricultural lands of the Republic of Adygea, affected by the destructive impact of the Krasnodar reservoir." However, the main activities were completed only by 5-6%. The unsatisfactory implementation of the program led to a sharp deterioration in the situation in the zone of influence of the Krasnodar reservoir.

One thing is clear: the Krasnodar reservoir urgently needs help. Otherwise, the situation threatens to turn into a man-made disaster.

and here are sketches on the flood theme:
AUTHORSHIP
Previous post from a series of apocalyptic fantasies aboutearthquake in Krasnodar is still in the TOP of the blog in terms of views. So, I think this extrapolation will also be to everyone's taste. Today Krasnodar is trying on a flood (painful) ...

Yes! You guessed! Now tales about the Krasnodar reservoir and the Flood caused by it will begin. No matter how much information about the imminent breakthrough of the dam of the Krasnodar Sea is not denied and no matter how many times it protects the city from spring floods, the attitude of the townspeople to the reservoir will always be wary. Today I will amuse your prejudices and try to show a possible scenario of a flood in Krasnodar (with pictures I made)

1. May-early June. During this period, the melting of snows in the Caucasus intensifies, and in the territory of the Kuban private thunderstorms with showers begin. At the end of May, cities in the Middle Kuban are flooded, part of the flood water rushes into the Krasnodar reservoir.

2. The beginning of June. So far, the discharge of water was proceeding at the rate (862 cubic meters per second). The discharge increases gradually and reaches 1250 cubic meters per second. The Krasnodar Reservoir continues to operate normally, but the flood-prevention tank (created to retain excess river runoff) is almost completely filled (1 billion cubic meters of water). The water level in the Kuban River, where the reservoir discharges, rises: some low-lying areas in the river floodplain occasionally go under the water (garden associations in the Kuban district of Krasnodar, Kubanskaya Naberezhnaya).

3. June. Day X. In a short period of time, the water level in the reservoir rises to 35.23 meters. This is the so-called FPU (Forcing Horizon). All rescue services have already switched to high alert mode (we are considering the ideal option), preparation of evacuation points is nearing completion. The maximum possible amount of water is discharged into the Kuban every second. The flooding of farmland begins. Control bodies and rescue teams with equipment are mobilized.

4. Day X. 18:00. The 11-kilometer-long earthen dam of the reservoir does not withstand the pressure and collapses. A shaft of water with a height of 9-12 meters is formed. The first blow is taken by the M4 Don highway, the villages of Adygea Tugurgoy, Tlyustenkhabl, Shendzhiy, the base of the Krasnodar football club.

5. 18:09. A breakthrough wave floods the quarters of the Gidrostroiteley microdistrict . Unlike an ordinary wave (with comb and hollow), the trough breakthrough wave does not have, therefore, after passing the shaft, the water level will not fall ( tail waves). The absence of large wooded areas in the Kuban floodplain in the Krasnodar region will contribute to maintaining a high propagation speed of the breakthrough wave.

6. 18:16. The shaft of water reaches Solnechny Island, the Kuban merges with the Staraya Kuban Lake (the old river bed). An emergency at the CHPP is possible. The beginning of a partial evacuation creates panic in the city. There are congestion and traffic jams on the escape routes.

7. 18:34. The breakthrough wave reaches the Takhtamukai aul and the Oktyabrsky reservoir in Adygea.

8. 18:45. The southern regions of Krasnodar are flooded: the area of the City Center and the Plant im. Gray hair. The railway infrastructure (direction Krasnodar-Novorossiysk) and the Yablonovsky bridge are damaged. The Yuzhny Bus Station and the Railway Station go under the water. Several large industrial enterprises cities, tanks with flammable and combustible liquids. The wave carries away tons of chemicals and petroleum products.

The main stream of water goes to Adygea (Enem, settlement Yablonovskiy). The Afipsky oil refinery is damaged.

9. ▼ ▲ 19:07. Fires start in the southern part of Krasnodar. Poisonous water comes to the area of the Kubanskaya Embankment, the Park of the 30th anniversary of Victory is flooded. The quarters of the Old Center are hidden under the water.

10. 19:30. The front of the wave reaches the extreme western point of Krasnodar. Further, the water goes to the Taman Peninsula. All floodplain lands of the Lower Kuban with the cities of Slavyansk-on-Kuban, Temryuk and countless small settlements are infected. After 10 hours, the waters of the Krasnodar Sea fall into the water area of the Azov.

Among possible consequences this hypothetical flood - thousands of deaths, hundreds of thousands of victims, damage to buildings, bridges, roads, gas and electrical communications, fires. The land in the lower reaches of the Kuban will be unsuitable for cultivation for several years after the disaster. Draining flooded urban areas and rebuilding infrastructure could take more than a year.

However, a flood of this magnitude is unlikely. The rupture of the dam of the Krasnodar Reservoir belongs to the "practically improbable" events (according to the classification of the probability of the occurrence of risks). And even this scanty risk is more than covered by the Krasnodar Sea, saving the city on average every 5 years from strong spring floods.

Water poured into the Kuban on Saturday night, when no one was waiting. First, a powerful downpour fell on cities and towns. During the day in the Tuapse region, the monthly norm of precipitation fell. The hurricane wind bent the trees like grass. Small rivers Pshenakh and Tuapsinka instantly turned into seething streams. 24 villages and villages were under water. The raging elements threw cars onto roofs and trees. There were 916 residential buildings and 45 thousand people in the disaster zone. 1378 people were left homeless in the Tuapse region, 55 in the Apsheron region. 14 people died, 9 more were missing.

The authorities explain such a large number of victims by the fact that the disaster struck unexpectedly. People simply did not manage to find their bearings in time, run away from home, climb into an attic or a tree.

We were watching TV at home, when suddenly we heard an eerie crackling and crashing, - Anna Ponyataya, a resident of the Shepsi village, recalls with a shudder. - We jumped out into the street, we look - a two-century poplar collapsed on the roof and punched a huge hole in it. While discussing with neighbors what services to call, they noticed that there was a stream of water down the street. And more and more every minute. We decided to climb to the upper floors and wait out the elements there. If the tree had not fallen, it is not known how the matter would have ended.

What a grief, - the neighbor of the deceased family from the village of Kirpichnoe is barely holding back tears. - When they saw what was happening on the street, they started shouting, trying to warn everyone that there was a wave. But no one responded to the Lamovskys. We knocked and shone a flashlight. And then there was a stream that simply demolished their house. It turned out that all four - Nina and her husband and their two children - were fast asleep.

And I was lucky, - Marina cries from the experienced horror. - I was driving a car, I feel it is carrying it. I really swam like on a boat. She jumped out of the car, although she remained alive.

In my presence, several people climbed the trees, called for help, and then everything was quiet. I could not see what was happening in the dark. I only hoped that the water would not reach the second floor, because I cannot swim, - says Maria, a resident of the village of Kirpichnoe. - Then I found a friend in the crowd - he sat for several hours on an old chestnut tree in the yard. They would have known in advance, at least they would have told their family-friends, maybe they would have saved someone ...

However, the regional Emergencies Ministry claims that it warned the people of a possible disaster.

We sent SMS, notified people on radio and television, offered to evacuate, - say rescuers. - In cities and towns, they were obliged to take action. When they saw that the water was rising and already posed a threat, they organized points where people could hide. But, as always happens in such cases, many ignored the warnings.

There are storm warnings almost every week. Should we throw at home every time? - a resident of Tuapse Valeria gets excited. - Look, - the girl opens the website of the Ministry of Emergency Situations in the Krasnodar Territory, - the forecast for May: there is flood on the Kuban and Mzymta rivers. In June - thunderstorms, hail, due to melting snow in the mountains - an increase in the water content of the Kuban River and landslides. July - tornadoes, floods. August, September - both low water (the period when the water level in the rivers is lowered. - Ed. Note), and floods. In October, November, December again floods and landslides. We cannot sit around the clock like on a powder keg. Yes, on October 15, an emergency warning was posted: emergency situations are possible due to heavy rains. But let's be frank: does anyone go to the websites of the Ministry of Emergencies, the Central Internal Affairs Directorate, the traffic police unnecessarily? It was necessary to ring all the bells, since they knew about the danger.

In the neighboring area - Absheron - there is a lot of destruction: 9 bridges have been broken, a dishonorable number of roads, the water has risen by one and a half meters. However, none of the people were hurt. Here local residents were notified and evacuated on time.

We went around every courtyard, warned the people over the speakerphone, - said the assistant to the head of the district Yevgeny Parshin. - People left their homes at night and early in the morning, moved to recreation centers and sanatoriums. Almost all of them have already returned to their homes.

Now work to eliminate the consequences of the disaster is in full swing. Streets are cleared of branches and silt, railway traffic has been fully restored, and travel along highways has been facilitated. Warm clothes and dry clothes are delivered to the scene of the tragedy. And so that the property abandoned by the residents would not be plundered by looters, police patrolling the streets was organized.

All flood victims will receive monetary compensation. The governor of the Krasnodar Territory, Alexander Tkachev, signed a decree according to which every resident of the Tuapse region who suffered from the disaster will receive 10 thousand rubles of benefits. The total amount of payments is 48 million 100 thousand rubles. Passports damaged during the flood will be changed to people out of turn.

In addition, officials promised to pay for the funeral of the victims. 50 thousand rubles for each person.

The authorities of the Krasnodar Territory continue to calculate the damage from river flooding. According to preliminary data, the amount will be in the hundreds of millions of rubles.

Now the prosecutor's office is conducting a check to find out who is to blame for the deaths: the Ministry of Emergencies, which late reported the danger, or the local authorities, which did not take the necessary measures.

CALL TO "HOT LINE"

"Flee from panic"

On these difficult days on the phone " hotline“Hundreds of Kuban residents called - to ask for help, ask for advice, just cry into the phone after the horror they experienced.

We asked ourselves the question: "Is it really helpful there?" and immediately dialed the number of the regional department of the Ministry of Emergency Situations.

I have an elderly aunt living in the risk zone, who is very worried that her house will not be demolished by water. What to do to get her out of this state?

Let him leave from there.

- But she does not want to leave the house unattended, like many neighbors ...

Then let him ask someone young to replace her at the “post”.

- Or maybe just give her valerian or validol?

Better call a doctor. What is your name and what is your aunt's name?

- And what for you?

Well, we have to keep statistics of citizens' appeals.

Even greater disappointment awaited me on the hotline of the Russian Emergencies Ministry. At the center of the emergency psychological assistance we were redirected to the press service, and there they offered to write a letter - a request for a consultation with a psychologist. The reference to the fact that there is an emergency in the Kuban and we are calling the supposedly operational structure did not have any effect.

We sympathize with your trouble, but this is the order in the ministry.

We very much respect people who, risking their lives, rush to help us. But such "little things" in the rescue system are revealed precisely in an extreme situation. Krasnodar Territory is a continuous risk zone: if we are not threatened by floods, then fires or earthquakes. If you really didn’t manage to protect yourself from trouble, you would at least want to help the victims come to their senses. Probably, this is also worth paying attention to.

EXPERT COMMENTARY

"If the Krasnodar reservoir overflows its banks, victims cannot be avoided"

Experts say that this flood is just the first bell.

The reservoirs of Adygea - Oktyabrskoye and Shapsugskoye, the protective dam of the Kots and Laba rivers, the dam of the left bank of the Belaya and the Krasnodar reservoir itself are in a terrible state. 121 sections of the barrier system of the Kuban River are on the verge of destruction. But these protective dams and earthen embankments do not allow water to come out of the banks during floods and floods. For example, the Shapsugskoye reservoir can flood almost 600 hectares, which is home to about 500 thousand people.

Let us remind you that in 2002 flooded rivers flooded several districts of the Kuban. Due to heavy rainfall, the reservoir could not cope with the flow, the consequences for a long time had to be sorted out by the authorities and local residents. Where are the guarantees that such a catastrophe will not happen again and that 125 abandoned hydraulic structures existing in the region will not lead to the death of people?

We cannot give such a guarantee, ”says Sergey Asadov, deputy head of the North Caucasus Interregional Department for Technological and Environmental Supervision of Rostekhnadzor. “Still, a catastrophe is unlikely. However, the Krasnodar architect Alexander Zholtikov disagrees with him.

If heavy downpours hit the edge, the Kuban reservoir could overflow the banks and destroy the dam that holds the water pressure, he said. - After all, in winter, water comes into it on average with a volume of 1200 - 1400 cubic meters per second, and at some moments - up to 1800 cubic m / s. Although the calculation of discharge from the sea is 1000 cubic meters. The reservoir still protects dozens of areas from floods. Under its protection there are 600 thousand hectares of land, on which about 400 thousand people live. But if suddenly something happens, first of all it will flood Gidrostroy, some villages of Adygea and the southern part of the city. The water will go not for an hour or two, but much more, demolishing everything in its path. But to avoid this, it is necessary to thoroughly strengthen the dam. And the most important thing is to clean the Kuban Sea from silt. After all, the reservoir niche is filled and continues to fill with infertile silt. The beautiful black soil goes forever into the swamp, destroying fish stocks.

If you do not take the necessary measures, terrible things can happen at any moment. Tens of thousands of people can become victims of water. But what to do with the sludge, no one knows. I have developed an author's project and propose to use this infertile layer as a reinforcement. It can be laid out in the place where the main pressure dam, at a distance of 11 kilometers and a width of at least one hundred meters. This will provide reliable protection against floods and terrorist attacks. In addition, new territories may appear here, where it will be possible to build housing, sports complexes, and so on. But so far my project has not been heard by the regional administration.

If you remove garbage, waste, dirt and silt, then the carrying capacity of the rivers will increase and the danger of severe floods will pass, - the chief forecaster of the region Yuri Tkachenko supports the specialist.

Probably, those responsible for flood work should treat them with great zeal. After all, a huge amount of money has been allocated for this - 2.1 billion rubles. We hope that the funds will be spent as intended and the Kuban people will not have to build an ark.

The aftermath of the flood in Divnomorskoye

Floods in the Krasnodar Territory 2012

July 7, 2012. The worst flood in the Krasnodar Territory, not only this summer, but for all years. On the night of July 7, showers hit the coastal strip. The rampant elements in Krymsk alone claimed 159 lives.

Not only Krymsk suffered, but also other settlements: Nizhnebakanskaya, Neberdzhaevskaya, Novorossiysk, Kabardinka, Divnomorskoe. But the greatest damage was suffered by Krymsk. About 12 thousand houses were flooded there.

In total, more than 170 people died during this flood.

For a long time, news from the flood area looked more like a horror movie than the real harsh Russian reality.

Everyone says: similar floods have happened in the region before. But then why weren't they ready for this?

12 August 2012 Due to tornadoes near Sochi, in the Lazarevsky district, the Psezuapse river overflowed its banks. The tornado was the reason for this. The water in the streets of the village of Kirov rose to a height of up to a meter, the GAZelle car was carried away by the stream. There were no casualties.

August 22, 2012. On the night of August 22, 2012, there was a flood in the Tuapse region. Three settlements were affected: Novomikhailovsky, Tenginka and Lermontovo (the last two are insignificant).

Are new floods expected in the Krasnodar Territory?

Judging by the forecasts of weather forecasters, the element may again fall on the Krasnodar Territory in the near future.

According to the Live Kuban website, showers and tornadoes are predicted in Sochi from August 29 to September 1 this year. That is, floods may start again tomorrow. Rise of water in rivers from Dzhubga itself to Adler, flooding of lowlands is possible. There is a risk of mudflows in the Krasnaya Polyana area ...

But the most fertile time for rest on the Black Sea begins. The so-called velvet season, when the sun is no longer as hot as in summer. And the water is still as warm.

Just the facts. On April 1, 2011, the heads of regulatory agencies and law enforcement agencies gathered at a meeting of the Emergency Situations Commission of the Krasnodar Territory. Also, the meeting was attended by the heads of cities and districts of the region by intercom.

It was stated that "the region is almost 100% ready for possible flooding." The head of the regional EMERCOM Directorate Alexander Kazlikin reported that “models of flooding have been developed, evacuation routes have been identified and the population has been alerted about the threat, including by means of sms messages”.

About 1 billion rubles were allocated for flood protection in the Krasnodar Territory last year.

When preparing the publication, materials from the sites www.yuga.ru, www.livekuban.ru, photos from the site Travel Diary and personal information were used.

This year I have already twice traveled to the Black Sea coast in the Krasnodar Territory. And, apparently, the number of tourists has not decreased.

Are you afraid of floods in the Krasnodar Territory? And are you planning your vacation in this region?
