Suppose that you are a supplier or manufacturer of equipment, no matter what, for example, foreign-made pumps, and you have entered into a contract with your counterparty for the supply of several pumps or pumping units + provision of related services, such as installation supervision and commissioning. At the same time, according to statistics, all contracts for the supply of equipment prescribe the provision, together with the Goods, of a set of documents, which include the Permits for use. What to do, how to obtain a Permit for Use, if you have not previously supplied these products to Russian market and is it necessary to obtain a Rostekhnadzor Permit at all? In response to this question, I will try to explain to you step by step the algorithm of your actions.

1. To begin with, you need to understand whether you need to receive at all pump approval or you can do without this permit. What should be done? It is necessary to determine where the delivery of the pumps is going, if the pumps are to be operated at a hazardous production facility, then the Permit for use must be obtained, otherwise the territorial body of Rostekhnadzor simply will not give permission for the commissioning of this technical device.

2. The second step is to determine the presence of your products (pumps) in the list of technical devices, for which it is mandatory to obtain a Permit for the Use of Rostekhnadzor. How to do it? To do this, you need to download the Administrative Regulations of Rostechnadzor on the issuance of Permits for the use of which you will find annex two list of technical devices to be obtained Permits for use... There you can also determine where the permit will be issued to you, at the Central Office of Rostekhnadzor or at the Territorial Office, in your case, definitely at the Central Office, since you have foreign-made products. 3. You should not immediately throw everything and run to the central office of Rostekhnadzor, since Permits for use are issued on the basis of a positive conclusion of the industrial safety examination of technical documentation, which, in turn, is authorized to be carried out by an expert organization. You know how to use the Internet, but it makes no difference which search engine to use here. Someone used to search through Yandex, someone through Google, but this is not about that now. You will need to type your request in the search box, but you should not type the conclusion of the industrial safety examination, since by this request you will not find all the participants who provide services for obtaining a Permit for Use. As you already guessed, it is necessary to type exactly the request - "Permission to use", you can also type "Permission to use pumps", this is as you like, and now we turn to the most important thing - the choice of the Contractor.

5. When selecting a contractor (Contractor), of course, each company has its own rules on this, but the simplest is the choice of the Contractor at an acceptable price and deadline for completing the work. Yes, but how do you choose a quality performer, you ask me? I answer, for this it is enough just to talk to the manager and understand how quickly and adequately he answers your questions, and of course it will not be superfluous to clarify the age of the company in the field of these services, as well as the availability of a license. But in any case, you can protect yourself from risks only by drawing up and using a legally competent agreement, this is the most reliable protection. At the same time, I recommend that you reflect in the contract the clear name of the service, the deadline and the list required documents which you will be required to perform in order to obtain the Permit to Use. Immediately after you have chosen the Contractor and concluded the agreement with him, you can proceed to the next stage on the way to achieving the goal.

6. This stage is the start of the countdown after you receive a Rostekhnadzor Permit for the use of pumps. As soon as you have made an advance payment and provided a set of technical documentation and information, the countdown begins from this moment, but this does not mean that you can relax and sleep peacefully, no, this is not so. First of all, you need to receive confirmation from the Contractor that the set of documents sent by you is sufficient to complete the work. As soon as such confirmation is received, you can immediately relax and ask the Contractor for a plan for the schedule of work, according to which you will gradually track the implementation of a particular stage. What are the stages of work?

There are only four of them:
Stage 1: development and approval by Rostekhnadzor of an acceptance test methodology program. This stage is approximately 75 days, after which you should receive a letter of approval of the IUP;

The 2nd stage includes acceptance tests of your pumps according to the methodology agreed with Rostekhnadzor. The result of this stage will be your submission to the Contractor of the protocol of the test report with the presence of the territorial inspector of Rostechnadzor;

Next is the 3rd and most important stage- this is an expert organization carrying out an examination of industrial safety with the drawing up of an opinion in which either a positive or negative conclusion will be written about the possibility of using these pumps at a hazardous production facility. Simply put, whether your pumps meet or fail to comply with industrial safety regulations. If they do, then we proceed to the last decisive stage, as a result of the completion of which, a Permit for the use of pumps will be obtained;

4th final stage... Preparation, execution and submission to Rostekhnadzor of a set of accompanying documentation in order to obtain a RNP for pumps. The set of accompanying documentation includes: an application, a power of attorney, a payment order for payment of the state duty - 2000 rubles, a certificate of conformity of pumps, agreed by the PMI with acceptance test reports, an industrial safety examination report and technical documentation for pumps (manuals, drawings, passports, etc. .) After all this set of documents has been submitted to Rostekhnadzor, do not be lazy and ask the contractor for an application with a Rostechnadzor mark on the acceptance of the set of documents. From the moment of receipt of this letter, it is necessary to wait approximately 30 -35 days, after which, in accordance with the requirements of the Administrative Regulations, Rostechnadzor is obliged to issue a notification letter on the approval (not approval) of the submitted EPB conclusion. As soon as you have this letter in your hands, you can understand with 100% certainty that the Application Permit will be received for sure and you just need to wait about 30 days after which the coveted, long-awaited blue piece of paper will be released under the name Permit for the use of the Federal Service for Environmental, Technological and Nuclear Supervision!

What are the permissions of Rostekhnadzor for? ?

The widest range of equipment is used in modern industry, and it is safe to say that the rate of its obsolescence is constantly increasing. This means that the requirements for machine tools, units, measuring instruments, etc. are growing, because enterprises are striving to reduce costs, increase production volumes, and introduce new technologies.

Rostekhnadzor issues a permit for devices operated at production facilities (sections or workshops) that are classified as “hazardous”. Their list can be specified in Order 112, which applies to both domestic equipment and imported devices, or call our company.
