Permission to use Rostechnadzor (RTN) was issued in accordance with:

For which devices and objects it was necessary to obtain a Permit for the use of Rostekhnadzor
Rostechnadzor issues a permit for devices operated at production facilities (sites or workshops) that are classified as “hazardous”. Their list can be clarified in Order 112, which applies to both domestic equipment and imported devices, or call our company. For hazardous equipment foreign production only the central office of Rostechnadzor is competent to issue a permit.
How to get permission to use
Rostekhnadzor issued permits based on the conclusions of the industrial safety examination carried out in accordance with Federal Law No. 116. In the process of working on the expertise at the facility, we studied:

If your product falls under the authority of Rostekhnadzor, then the period for obtaining the document is regulated and ranged from 2 to 6 months. Permission for the use of technical devices at hazardous production facilities is issued by the Federal Service for Environmental, Technological and Nuclear Supervision.
On March 4, 2013, Federal Law No. 22 "On Amendments to the Federal Law" On Industrial Safety of Production Facilities "and other legislative acts were adopted Russian Federation».
This normative act by its action canceled from January 1, 2014 the issuance of Permits to Use (RNP) for equipment operated at hazardous production facilities. In accordance with the adopted law, the RNP is replaced by a confirmation of compliance with the Technical Regulations or an industrial safety examination.

A permit for use is required for the operation of a specific type (type) of technical devices, including foreign production, at hazardous production facilities.
The procedure and conditions for issuing a permit for use are established by the Administrative Regulations of the Federal Service for Environmental, Technological and Nuclear Supervision on the execution of the state function of issuing permits for the use of specific types (types) of technical devices at hazardous production facilities.
According to this Regulation:
- Hazardous production facilities in accordance with the Federal Law "On Industrial Safety of Hazardous Production Facilities" dated July 21, 1997 N 116-FZ are enterprises or their workshops, sections, sites, as well as other production facilities specified in Appendix 1 to the Federal Law "On Industrial safety of hazardous production facilities "dated 21.07.97 N 116-FZ.
- A permit can be issued for a single technical device, a batch, or for a type (kind) of technical devices. It is allowed to issue one Permit for a standard-size range of technical devices of the same purpose, provided that a unified design approach, materials and technologies used are observed.
- It is allowed to issue Permits for a complete technical device in which all components perform interrelated technological functions, subject to confirmation of the compliance of all components with industrial safety requirements.
- The execution of the state function of issuing Permits is carried out by the central office of Rostechnadzor and territorial bodies of Rostechnadzor
- Permission for the use of foreign-made technical devices is issued in accordance with the general procedure. Technical specifications may not be submitted if the content of other submitted documents contains all the requirements necessary for obtaining a Permit.
- If technical devices of foreign manufacture do not comply with individual industrial safety requirements in force in the Russian Federation, the applicant submits recommendations for taking additional measures (including adjusting technical documentation, calculations, installing safety and protective devices, conducting additional tests, etc.) safety of using such technical devices.
Accompanying documentation for obtaining a Permit:
- information about the manufacturer (supplier) of the technical device;
- act and protocol of acceptance tests, information on the elimination of deficiencies identified in the process of acceptance tests;
- technical conditions;
- manual;
- passport (form, label);
- a certified copy of the certificate of compliance with industrial safety requirements or the conclusion of the industrial safety examination of a technical device.
Period of validity of the permission to use:
- 5 years for a specific type (kind) of a technical device;
- in accordance with the established service life (resource) for a single technical device or batch.)
The authorization for use is valid throughout the entire territory of the Russian Federation.

Suppose that you are a supplier or manufacturer of equipment, no matter what, for example, foreign-made pumps, and you have entered into a contract with your counterparty for the supply of several pumps or pumping units + provision of related services, such as installation supervision and commissioning. At the same time, according to statistics, all contracts for the supply of equipment prescribe the provision, together with the Goods, of a set of documents, which include Permits for use. What to do, how to obtain a Permit for Use, if you have not previously supplied these products to Russian market and is it necessary to obtain a Rostekhnadzor Permit at all? In response to this question, I will try to explain to you step by step the algorithm of your actions.
1. First, you need to understand whether you need to receive at all pump approval or you can do without this permit. What should be done? It is necessary to determine where the delivery of the pumps is going, if the pumps are to be operated at a hazardous production facility, then the Permit for use must be obtained, otherwise the territorial body of Rostekhnadzor simply will not give permission to commission this technical device.
2. The second step is to determine the presence of your products (pumps) in the list of technical devices, for which it is mandatory to obtain a Permit for the Use of Rostekhnadzor. How to do it? To do this, you need to download Administrative Regulations of Rostechnadzor on the issuance of Permits for use two of which you will find list of technical devices to be obtained Permits for use... There you can also determine where the permit will be issued to you, at the Central Office of Rostekhnadzor or at the Territorial Office, in your case, definitely at the Central Office, since you have foreign-made products. So, you and I have determined that we still need a Permit and it must be issued by the central office. What's next?
3. You should not immediately throw everything and run to the central office of Rostekhnadzor, since Permits for use are issued on the basis of a positive conclusion of the industrial safety examination of technical documentation, which, in turn, is authorized to be carried out by an expert organization. How do I find her?
4. To find an authorized organization, you need to use the Internet. Nowadays it is easily accessible and everyone has it. You know how to use the Internet, but it makes no difference which search engine to use here. Someone used to search through Yandex, someone through Google, but this is not about that now. You will need to type your request in the search box, but you should not type the conclusion of the industrial safety examination, since by this request you will not find all the participants who provide services for obtaining a Permit for Use. As you may have guessed, it is necessary to type exactly the request - "Permission to use", you can also type "Permission to use pumps" this is as you like, and now we turn to the most important thing - the choice of the Contractor.
5. When selecting a contractor (Contractor), of course, each company has its own rules on this, but the simplest is the choice of the Contractor at an acceptable price and deadline for completing the work. Yes, but how do you choose a quality performer, you ask me? I answer, for this it is enough just to talk to the manager and understand how quickly and adequately he answers your questions, and of course it will not be superfluous to clarify the age of the company in the field of these services, as well as the availability of a license. But in any case, you can protect yourself from risks only by drawing up and using a legally competent agreement, this is the most reliable protection. At the same time, I recommend that you reflect in the contract the clear name of the service, the deadline and the list of necessary documents that will be required from you to perform the services for obtaining the Permit for Use. Immediately after you have chosen the Contractor and concluded the agreement with him, you can proceed to the next stage on the way to achieving the goal.
6. This stage is the start of the countdown after you receive a Rostekhnadzor Permit for the use of pumps. As soon as you have made an advance payment and provided a set of technical documentation and information, the countdown begins from this moment, but this does not mean that you can relax and sleep peacefully, no, it is not. First of all, you need to receive confirmation from the Contractor that the set of documents sent by you is sufficient to complete the work. As soon as such confirmation is received, you can immediately relax and ask the Contractor for a plan for the schedule of work, according to which you will gradually track the progress of a particular stage. What are the stages of work?
There are only four of them:
Stage 1: development and approval by Rostekhnadzor of an acceptance test methodology program. This stage is approximately 75 days, after which a letter of approval of the IUP should be sent to you;
The 2nd stage includes acceptance tests of your pumps according to the methodology agreed with Rostekhnadzor. The result of this stage will be your submission to the Contractor of the protocol of the test report with the presence of the territorial inspector of Rostechnadzor;
Next is the 3rd and most important stage- this is an expert organization carrying out an examination of industrial safety with the drawing up of an opinion in which either a positive or negative conclusion will be written about the possibility of using these pumps at a hazardous production facility. Simply put, whether your pumps meet or fail to comply with industrial safety regulations. If they do, then we proceed to the last decisive stage, as a result of the completion of which, a Permit for the use of pumps will be obtained;
4th final stage... Preparation, execution and submission to Rostekhnadzor of a set of accompanying documentation in order to obtain RNP for pumps. The set of accompanying documentation includes: application, power of attorney, payment order for payment of state duty - 2000 rubles, certificate of conformity pumps, agreed by the PMI with the protocols of acceptance tests, the conclusion of the industrial safety examination and technical documentation for the pumps (manuals, drawings, passports, etc.) Rostekhnadzor on the acceptance of a set of documents. From the moment of receipt of this letter, it is necessary to wait approximately 30 -35 days, after which, in accordance with the requirements of the Administrative Regulations, Rostechnadzor is obliged to issue a notification letter on the approval (not approval) of the submitted EPB conclusion. As soon as you have this letter in your hands, you can understand with 100% certainty that the Application Permit will be received for sure and you just need to wait about 30 days, after which the coveted, long-awaited blue piece of paper will be released under the name Permit for the use of the Federal Service for Environmental, Technological and Nuclear Supervision!
A Rostechnadzor permit is a mandatory document confirming that the equipment used is safe and reliable during operation during production on industrial sites... The permit for use is issued by the Federal Service for Environmental, Technological and Nuclear Supervision, Rostekhnadzor, as well as by the territorial offices of the body.
Industrial safety expertise of Rostekhnadzor
A permit for use is issued solely on the basis of an industrial safety examination, which is carried out by an expert organization on the basis of an appropriate license. The examination is an obligatory stage of the preparatory work when obtaining a permit from Rostechnadzor for use.
The tests are carried out on the basis of the developed methodology. At this stage, the composition of the acceptance committee is formed and the object at which the tests will take place is determined. All this, as well as the test program and methodology, are coordinated with Rostekhnadzor. After carrying out the necessary tests, acts and protocols are drawn up, which indicate all existing defects and shortcomings, as well as measures to eliminate them.
For what purposes is the permission to use the devices issued?Industry has a huge negative impact on human health and the environment. To reduce this impact, it is necessary to use equipment in production that meets all safety standards. A permit for use is just the document that confirms the safety of devices, machines, mechanisms and allows their use in industry.
Equipment approved by Rostekhnadzor is regularly checked. If violations are found, the enterprise is sanctioned in the form of a fine or temporary suspension of production. The management of companies using devices that have not passed inspections and tests are subject to administrative and, in some cases, criminal liability.
For which objects and devices is it necessary to obtain a permit from Rostekhnadzor?According to Federal Law"On industrial safety of hazardous production facilities" dangerous objects production shops and sites, as well as industrial sites with lifting equipment are considered.
A complete list of hazardous equipment, which must necessarily undergo an industrial safety examination before operation, is determined by Order No. 112 of Rostekhnadzor. This order applies to both equipment manufactured in the Russian Federation and imported devices. Among them: lifting, mining equipment, technical devices for gas supply, electrical equipment of the 1st and 2nd explosion-proof groups and much more.
In the event that the imported equipment does not meet the industrial safety requirements of the Russian Federation, the applicant can make a request to Rostekhnadzor for additional measures to improve safety. When importing lifting equipment into the territory of Russia, which has already been used in another territory, a permit from Rostekhnadzor can be obtained only after an industrial safety examination has been carried out.
How to get permission to use Rostekhnadzor?On the basis of the "Regulations on the procedure for issuing permits for the use of technical devices at hazardous production facilities" Rostechnadzor permission is issued only after an industrial safety examination. You also need to obtain a certificate of conformity technical regulations or a refusal clarification letter, in cases where the equipment is not subject to mandatory certification. In addition to certificates of conformity, you must provide all technical documentation for devices with detailed drawings and diagrams.
