Instructions: how to get a permit to build a cottage under the new rules

In order to build a residential building, documents are needed to do this. This issue is regulated by such a regulatory legal act as the Urban Planning Code of the Russian Federation. Periodically, various amendments are made to it, and since March 1, 2015, several more have appeared. Until March 1, 2015, the state registration of rights to the IZHS object was carried out only on the basis of a document confirming the rights of the owner (or tenant) to the land plot, plus the "Dacha Amnesty" was in effect. Today, an individual developer is obliged to apply to the relevant authorities for a permit to build a cottage. The procedure is actually simple. What do all these terms mean?

IZHS: Individual housing construction. This is the construction of residential buildings on the right of personal property by the citizens themselves, with their participation or at their expense (normative document SP 30-102-99).

IZHS object: a residential building, standing separately, having no more than three floors and intended for one family (Civil Code of the Russian Federation, part 3 of article 48).

Such permits are issued by local authorities (the Administration of the district where the site is located).
